再论未成年人冠姓制度

独生子女家庭的日益成熟,使得传统的姓氏宗族观念和子息单薄之间的社会矛盾日益凸显,而现有法律对未成年子女冠姓问题规范明显不足。在未成年子女冠姓问题上,分配监护人的冠姓决定权时,应本着“儿童利益最大原则”,在男女平等的前提下,优先考虑直接监护人的冠姓决定权。同时扩张“合同”在民事领域的适用,以协议的方式为主、以法律直接规定的方式为辅来分配冠姓权利,不失为和谐的体现。     

Change in international market strategy as a reaction to performance decline

While a great deal of research has explored how international marketing strategy influences performance, researchers have paid scant attention to understanding changes to international marketing strategy resulting from firm reaction to past performance. In this study, organizational learning theory addresses when and how international marketing strategy will change. Employing data from over 500 exporters, the results, which are consistent with theoretical predictions, indicate that (1) firms are generally not prone to inertia and do, in fact, change their international marketing strategy when facing declines in performance, and (2) that the direction of change depends on the level of competition in the specific foreign market, with firms adapting their international marketing strategy in low competitive markets and standardizing their international marketing strategy in highly competitive markets. The paper includes implications for academics and practitioners.     

Divided government versus incumbency externality effect—Quasi-experimental evidence on multiple voting decisions

This paper explores the causal relationship between vote outcomes in different elections. We ask: (1) Does the partisan identity of the mayor influence the voter's decision in subsequent town council elections? (2) Do voters condition their vote for the mayor on the result of the last council election? The analysis mainProd. Type: FLPly relies on a regression discontinuity design focusing on close election outcomes based on municipal level data for Germany. We find that the party of the mayor can receive a significant bonus in the next town council election. Moreover, voters punish mayor candidates of parties that performed strongly in earlier council elections. Throughout the paper, we highlight how these findings can be related to an incumbency externality effect and to the theory of divided government.     

地方财政支农投入与农业技术效率的省际差异:1995～2011年

运用参数法中的随机前沿分析法,结合我国1995—2011年的省级面板数据,选取地方财政"一般预算支出"中的"农林水事务"支出作为代理变量,分析地方财政支农投入对农业技术效率的影响,发现地方财政支农投入对于农业技术效率以及农业产出具有显著的积极作用,财政支农投入差异是我国各省市农业技术效率差异的重要根源之一。但鉴于目前我国在中央与地方的财政分配上严重倾向于中央财政,不少省市的地方财政收入很有限,财政支农投入的数量、结构、区域分布等方面都亟待调整和完善。     

我国地方债可持续性研究*--以澳大利亚地方政府融资模式为鉴

在我国金融机构贷款规模收紧、项目投资收益有限、地方政府土地财政模式受到遏制以及举新债偿旧债压力倍增的背景下,地方政府探索新的投融资模式、缓解地方债压力成为当务之急。本文梳理了国内有关地方债的研究成果,介绍了我国地方债的基本情况,分析其可持续发展的隐患,在总结和借鉴澳大利亚地方政府融资经验的基础上,提出了探索发展市政债券市场和创新地方政府融资模式的建议。     

基于模糊综合评价的地方政府融资平台风险预警模型研究

近几年,各级地方政府融资平台高额的债务规模、巨大的偿债风险、不规范的管理模式等问题越来越受到人们的诟病。本文拟从风险管理角度出发,结合模糊综合评价方法,通过构建风险预警模型防范风险的爆发,促使融资平台健康有序发展。     

Estimation of spatial autoregressive panel data models with fixed effects

This paper establishes asymptotic properties of quasi-maximum likelihood estimators for SAR panel data models with fixed effects and SAR disturbances. A direct approach is to estimate all the parameters including the fixed effects. Because of the incidental parameter problem, some parameter estimators may be inconsistent or their distributions are not properly centered. We propose an alternative estimation method based on transformation which yields consistent estimators with properly centered distributions. For the model with individual effects only, the direct approach does not yield a consistent estimator of the variance parameter unless T is large, but the estimators for other common parameters are the same as those of the transformation approach. We also consider the estimation of the model with both individual and time effects.     

Regularity of pure strategy equilibrium points in a class of bargaining games

Summary. We develop an index theory for the Stationary Subgame Perfect (SSP) equilibrium set in a class of n-player sequential bargaining games with probabilistic recognition rules. For games with oligarchic voting rules (a class that includes unanimity rule), we establish conditions on individual utilities that ensure that for almost all discount factors, the number of SSP equilibria is odd and the equilibrium correspondence lower-hemicontinuous. For games with general, monotonic voting rules, we show generic (in discount factors) determinacy of SSP equilibria under the restriction that the agreement space is of dimension one. For non-oligarchic voting rules and agreement spaces of higher finite dimension, we establish generic determinacy for the subset of SSP equilibria in pure strategies. The analysis also extends to the case of fixed delay costs. 针对光伏发电系统最大功率跟踪问题,提出了一种改进的干扰观察算法。仿真实验结果表明,在外界环境变化的情况下,改进的方法在保证系统稳定性的前提下,使得光伏阵列能更快速、准确地跟踪最大功率点。
