This study analyzes the second-best household's waste recycling policy. If we assume the first-best economy with no illegal disposal or transaction costs, then unit pricing, an advance disposal fee and a recycling subsidy are required in order to achieve the social optimum such that both the sum of unit pricing and an advance disposal fee and the sum of unit pricing and a recycling subsidy are equal to the marginal disposal cost. Furthermore, the first-best outcome can also be obtained by a producer take-back requirement system.In the real economy, however, various factors prevent the first-best optimal outcome. In this study we consider two factors, one being the transaction cost associated with a recycling subsidy (or refund) and the other being illegal disposal by the consumer. If a recycling subsidy (or a deposit-refund system) is adopted, a transaction cost associated with it will be generated. Alternatively, if unit pricing is adopted, some of the consumed goods may be disposed of illegally. We show the complete trade-off between unit pricing and a recycling subsidy. In other words, we can not adopt unit pricing and a recycling subsidy simultaneously. As a result, there are three candidates for the second-best policy: unit pricing with an advance disposal fee, a deposit-refund system, and a producer take-back requirement system.Which of these three policies is the second-best policy will depend on the relative magnitude of the price of a recycled good and the marginal transaction cost associated with a recycling subsidy (or the refund in a deposit-refund system). Generally, if the price of a recycled good is positive and the marginal transaction cost is relatively high, unit pricing with an advance disposal fee is the second-best policy. However, where the price of a recycled good is negative and the marginal transaction cost is relatively high, a producer take-back requirement system is the second-best policy. The subjectivism of Austrian economics helps to explain the statistical fact of long memory in asset prices. The theory of Big Players is an Austrian approach to understanding the effects of discretionary policymaking in markets. It leads to implications that can be tested with statistics. In particular, Big Players induce herding and, thereby, an increase of persistence in asset prices. A recent episode in Slovenian monetary theory provides a case study. A crucial condition for the existence of a credit channel through bank loansis that monetary policy should be able to change bank loan supply. This papercontributes to the discussion on this issue by presenting empirical evidence fromdynamic panel estimations based on a dataset that comprises individual balancesheet information on all German banks. It shows that the average bank reduces itslending more sharply in reaction to a restrictive monetary policy measure the lowerits ratio of short-term interbank deposits to total assets. A dependence on its size canonly be found if explicitly controlled for this dominating effect. Overall, the evidenceis compatible with the existence of a credit channel but the results indicate that it is weakened by the network structures that exist in the German banking system. 相似文献

Summary. The purpose of this paper is to consider environmental taxation which would control emissions of firms in a model of growth
cycles. In the model presented below, the economy may experience two phases of growth and environmental quality: “the no-innovation
growth regime” and “the innovation-led growth regime”. Aggregate capital and environmental quality remain constant in the
no-innovation growth regime, while they perpetually increase in the innovation-led growth regime. The paper shows that the
tax plays a key role in determining whether the economy stably converges to one of the two regimes or fluctuates permanently
between them. It also shows that there is a critical level of the tax and that the economy obtains higher growth rates of
capital and environmental quality by raising (or reducing) the tax if the initial tax is below (or above) the critical level.

基于凯恩斯主义国民收入决定理论 ,通过对H省经济运行数据的实证模拟 ,分析H省积极财政政策的执行情况 ,并结合H省省情和我国国情 ,我们得到了九个基本命题 :命题 1∶H省经济处于投资陷阱之中 ,因而货币政策无效 ,财政政策充分有效。命题 2∶H省的财政政策乘数为 5 596,投资需求拉动乘数为 2 3 945,消费需求拉动乘数为2 2 0 1 5,财政支出回馈乘数为 0 2 2 66。命题 3∶H省国债转贷与补助资金拉动的经济增长率为 :1 988年 0 6个百分点 ,1 999年 0 9个百分点 ,2 0 0 0年 0 6个百分点 ,2 0 0 1年 0 5个百分点。命题 4:乘数愈大 ,积极财政政策的效果愈大 ,但积极财政政策退出造成的负作用也愈大 ,总需求和经济增长对积极财政政策的依赖程度也愈强。命题 5,民营化程度愈低 ,投资的利率弹性愈低 ,货币政策愈无效 ,反之亦然。命题 6,民营化程度愈低 ,财政依赖程度愈强 ,反之亦然。命题 7:我国的积极财政政策必然会退出 ;退出的最佳方式是淡出 ;维持现有国债规模是淡出的最可能的形式 ,是一个聚点均衡。命题 8:H省的民营化程度低于全国的平均水平 ,财政依赖程度高于全国的平均水平 ,自主性增长动力尤显不足。命题 9:如果没有激励民间投资的有效措施出台 ,积极财政政策淡出将使H省经济增长速度下滑。 相似文献

Several investment-repatriation strategies are added to the standard model of a multinational in which an affiliate is located in a low-tax country and is limited to two alternatives: repatriating taxable dividends to the parent or investing in its own real operations. In our model, affiliates can invest in passive assets, which the parent can borrow against, or in related affiliates which can be used as vehicles for tax-favored repatriations. We show analytically how the availability of alternative strategies can effect real investment throughout the worldwide corporation. We use firm level data for US multinationals to test for the importance of alternative strategies. The evidence is generally consistent with the theory, particularly the strategies using related affiliates. 相似文献
