高职学生参与学校管理权力现状调查分析

现在高职学生民主化管理进程不断加快,有关学校管理方面的体制正面临着严峻挑战,学校管理体制由集权走向分权的趋势,由集中走向民主,由控制走向服务。现在的高职学校管理中,学生作为主体没有得到彰显,仅是被作为管理活动的接受者,学校管理还是为学校行政人员和教师的两种权力把持,学生参与学校管理权力被遮蔽。该文章从学生参与学校管理权力的现状、看法、意愿等方面进行了调查和分析,得出了一些有意义的结论。     

POLICY MAKING FOR INDUSTRIAL COMPETITIVENESS IN PORTUGAL - Patterns of change in a traditional bureaucracy

In Portugal the EEC membership represented a major change in Portuguese Administration functioning. This article uses the new institutionalism approach and the concept of path-dependence to analyse the change in the functioning of a central directorate reponsible for industrial policy. It argues that despite the external pressures for change has altered the directorate operations, there are patterns of continuity which are path-dependent. The response to change shows institutional reproduction in traditional features which is partly due to the reluctance to change traditional methods and partly because of the routines, procedures and norms embedded in the culture.     

The effects of property and landowner characteristics on profit efficiency in salmon angling tourism in Norway

This paper analyzes how different property and landowner characteristics and other factors affect landowners’ profit efficiency from salmon angling tourism. The paper helps correct a lack of studies on the economic aspects of the triple bottom line approach to sustainability and suggests new areas of rural tourism research. A stochastic profit frontier function with an inefficiency module was estimated based on survey responses from 203 landowners along four Mid-Norway rivers. Profit efficiency decreased as the revenues from off-property and on-property activities increased relative to angling tourism. Factors increasing efficiency were long-term renting of fishing instead of permit sale or selling fishing packages with additional services and common property ownership instead of simple fee ownership. Cooperation, by merging several fishing rights into one unit rather than fishing on a single property basis, decreased efficiency. This study did not distinguish between different forms of cooperation; mandatory cooperation in the form of common property and voluntary cooperation between private properties are issues for further research. If sustainable economic efficiency is a public goal, policies should ensure a predictable economic environment for landowners specializing in salmon angling tourism and promote long-term renting, with a 10-year minimum period for the lease of fishing rights.     

The new public management and the UK Police Service

This article explores the impact of the introduction of the New Public Management (NPM) within the UK Police Service since the mid-1990s. A specific focus upon individual performance management (one of the central features of NPM) is examined from the perspective of the police sergeant who has primary responsibility for managing performance and ultimately the delivery of policing services within one of the UK's ‘essential’ public services. After a discussion of the literature on individual performance management within the context of the NPM, the article identifies four major research questions relating to: the job role demands of performance management; access to valid and reliable performance management information; the capacity to provide follow-up development and support; and the wider integration of performance management with organization strategy and service objectives. After reporting on interview data collected from role sets in which the sergeant is a focal member, the article concludes with a discussion of the constraints upon effective performance management within the NPM.     

Managing human resource for competitive advantage: a study of companies in Singapore

We see two major streams of research in the strategic human resource management literature: (1) the link between strategy and human resource (HR) practices and (2) the link between HR practices and firm performance. There is a plethora of theoretical perspectives on the first link. Unfortunately, there is not much empirical work. The second link has seen a spate of empirical studies. However, most of them embrace the universal perspective and the role of strategy as a contingency has not been adequately addressed. This could potentially result in the underestimation of the impact of HR practices on organizational performance. This study addressed the above two weaknesses in previous research in the strategic HR management field. Using a sample of about 200 of the largest companies representing all major industries in Singapore, we found that organizational strategy affects HR practices. Moreover, findings suggest that the strategy-HR interaction accounts for more variation in firm performance than the main effect of HR. Implications of the findings are discussed.     

建立土地承包经营权信托制度的法律思考

土地承包经营权信托是我国土地承包经营权流转方式的创新。建立土地承包经营权信托制度有利于实现土地的良性增值、有效保障承包方的利益和防止土地的撂荒现象，而且具有法律依据和实践基础。在构建这一制度时，应对受托人的资格、信托登记、受托人和承包方的权利义务等问题作出明确的规定。     

The effect of participative management on organizational performance: the case of Taiwan

The aim of this study is to investigate the impact of participative management on the behaviour of employees and the financial effectiveness of the enterprise. The analytical data are based on the survey of 308 Taiwan enterprises. Multiple regression results show that both suggestion system and labour-management committee have a positive impact on employees' behaviour in terms of turnover and absenteeism rates. Likewise, the quality control circle (QCC) and profit sharing have a positive impact on organizational effectiveness as seen in profit and revenue growth rates. However, employee stock-ownership plans and grievance-handling systems have negative effects on both performance indicators - employee behaviour and organizational effectiveness. The practical implications are also discussed.

企业人力资源管理有效性研究

在已有文献的研究基础上,通过员工对企业人力资源管理情况的认知来衡量人力资源管理的有效性。本文结合中国国情,对国有企业、民营企业一线员工和人力资源员工进行调研,运用数理统计方法对调研结果进行分析,得出结论:一线员工对人力资源有效性的评价普遍低于人力资源员工,民营企业的人力资源工作比国有企业做得出色。本文结合国内情况,给出了造成这种结果的原因,并提出了相关建议。     

SWOT analysis of the Shanxi agriculture intellectual property rights

In the development of agricultural intellectual property in Shanxi Province, obvious ＂advantages＂ including significant resources and a good foundation are accompanied by beneficial ＂opportunities＂, i.e., Shan,xi regards the development of distinctive agriculture and dominant agricultural products as an important direction for economic restructuring in agriculture, with unprecedented support. But, at the same time, ＂weaknesses＂ and ＂threats＂ thereof will be ＂fatal simultaneous bottlenecks＂. Shanxi provincial governments at all levels should ＂pave the way＂ for a positive policy and regulatory platform, exert the three effects of agricultural products in innovation, brand and the leading position, and constantly promote the development of agricultural intellectual property rights.
