The Optimal Timing of Evaluation of Genebank Accessions and the Effects of Biotechnology

The lack of ex ante evaluation of germplasm in genebanks has been the single most prevalent and long-standing complaint of plant breeders about the management of genebanks. Advances in biotechnology offer the possibility of faster, cheaper and more efficient evaluation methodologies. Will these new technologies favor ex post evaluation, as some expect, or will it lead to more ex ante evaluation? Will it also lead to earlier development of varieties with disease resistance traits in anticipation of actual infestations? Will the prospect of further advances in biotechnology favor delay of evaluation and development? This paper addresses these questions in the case of evaluation of germplasm for resistance to a disease.

Proportional reversed hazard and frailty models

Reversed hazard rates are found to be very useful in survival analysis and reliability especially in study on parallel systems and in the analysis of left censored lifetime data. In this paper, we derive a class of bivariate distributions having marginal proportional reversed hazard rates. We, then, introduce a class of proportional reversed hazard rates frailty models and propose a multivariate correlated gamma frailty model. Bivariate reversed hazard rates and association measure are discussed in terms of frailty parameters.

Non-performing loans,moral hazard and regulation of the Chinese commercial banking system

Non-performing loans (NPLs) represent a major obstacle to the development of banking sector. One of the key objectives of the banking sector reforms in China has therefore been to reduce the high level of NPLs. To do so, Chinese regulatory authorities have injected significant capital into the banking system and scrutinized NPLs since 2003. This paper examines the impact of NPLs on bank behavior in China. Using a threshold panel regression model and a dataset covering 60 city commercial banks, 16 state-owned banks and joint-stock banks, and 11 rural commercial banks during 2006–2012, we test whether lending decisions of Chinese banks exhibit moral hazard. The results support the moral hazard hypothesis, suggesting that an increase in the NPLs ratio raises riskier lending, potentially causing further deterioration of the loan quality and financial system instability. Policy implications of findings are evaluated.
