基于AHP＋熵组合的相对发达地区新乡镇建设评价——以苏南三镇为例

面对新农村建设活跃和城市化进程加速，新乡镇建设也初见端倪，选取苏南三镇作为实证地点，构建相对发达地区新乡镇建设评价体系，利用主观赋权的层次分析法（AHP）和客观赋权的熵权法进行组合评价。     

大连普兰店北部乡镇与日本同纬度地区资源开发的比较分析

文章基于文献研究以及大连市普兰店北部乡镇的农业发展现状，依照科学发展观的原理，分析了同纬度地区日本的农业资源开发模式，就我国目前的自然条件、农业生产状况、开发经营模式、开发利用效益、农业发展组织模式、化肥施用水平等方面与日本进行比较，为北部乡镇的资源开发和经济发展提供有益的启示。     

政府公职人员经济人性边界界定与启示

政府公职人员是特殊经济人,并且从"经济人"角度、从历史性角度、从社会契约论角度、从初始社会分工及分工发展过程角度看,政府公职人员经济人性应有必要的边界。其经济人性发挥应符合作用空间的"非市场性"、经济人性范围的日趋"紧缩性"、经济人性目标满足渠道的"单一性"及较强的"社会性"这些内在规律。把握这些规律,可有效地建立针对政府公职人员的约束机制和非市场性的竞争机制,还可有效地促进民主发展,这对提升基本公共服务综合绩效及构建和谐社会都具有重要意义。

从人力资本测算与相关理论、人力资本测算方法与相关应用两个方面的联系对人力资本测算及其应用研究进行总结，并展望未来可能的应用研究发展。人力资本测算和应用虽然得到前所未有的重视，大量的研究成果涌现，但远未达到成熟阶段，许多研究还有待深入和进一步的发展，更多的应用领域有待开发和拓展。     

城市旅游标志物的确定及其结构化

针对旅游者对将要访问的城市比较陌生、选择旅游对象物时出现茫然的现象，为了更好地服务于旅游者，基于旅游行政管理的立场，提出了城市旅游标志物概念，认为其核心成员的确定需要基于遗产性、规模性、便捷性和公益性4个原则，并给出了核心成员、支持成员和外围成员的认知结构。     

Generational incidence of savings taxation versus capital-income taxation

This paper examines the incidence of capital taxation in a model in which the taxation of capital is clearly justifiable and using analytical techniques from the tax reform literature. The taxation of capital has long been a controversial issue, with much of the literature concluding that savings/capital-income should not be taxed. Recently, however, Blackorby and Brett have shown in a model with several desirable features that it can be optimal to tax capital, and they provide a simple yet compelling argument in favor of both savings taxation and capital-income taxation. We use the Blackorby–Brett model (i.e. a model in which the taxation of capital can be justified) to revisit the question of the incidence of capital taxation. We focus on the generational incidence of capital taxation; that is, the incidence on a young generation and an old generation. However, an interpretation in terms of the incidence on "capital" versus "labor" (as is traditional in the tax incidence literature) is also provided.

Management and rational utilization of sports resources in university town

Serving an important condition for supporting sports teaching and research in universities and colleges, sports resources in universities and colleges should be rationally allocated and utilized in a comprehensive manner. Literature data method, survey method, on-the-spot investigation method, interviewing and statistical method are adopted to conduct in-depth research on the current sports resources in universities and colleges. In an all-round way with focusing on rational utilization, multi-tier development and resources sharing, based on domestic and foreign researches and advance experience, it takes universities and colleges in Tianjin as objects of study to bring forward the feasible, efficient, rational and suitable mode of comprehensive development, utilization and sports resources sharing, and the method of resources allocation.

本文依据当代经济发达国家经济社会发展经验的总结,并从我国当前全面建设小康社会的客观需要出发,分析了提高自主创新能力在国家经济社会发展战略中的核心地位,提出构建体制基础和科技基础以及营造生态环境,是推行自主创新战略的基本措施。
