我国发展循环经济的制度创新策略探讨

有效制度供给不足是造成生态环境问题,引发循环经济的诱因,因此,进行制度创新是发展循环经济的基础和保障;在循环经济的制度创新中,政府应该承担起创新的主体。而在我国,在循环经济的制度创新方式上,应该采用渐变性和激变性相结合的创新方式,在循环经济的制度创新内容应重点对循环经济的法律制度、激励制度、产权制度等进行创新。     

西部民营经济发展的战略思考

作为西部经济新的主要增长点—民营经济,在西部经济发展中起着越来越重要的作用。但由于诸多原因,西部民营经济同东部民营经济发展的差距不是在缩小,而是在扩大。如何使西部民营经济持续、快速、健康发展,提升西部经济发展水平,缩小地区间差异,本文在充分认识西部民营经济发展问题及深入分析问题原因的基础上,从战略的高度提出了一些促进西部民营经济发展的策略。     

探析社会保障基金的财务可持续性

社会保障基金在财务方面的可持续性是社会保障制度的物质基础和重要前提,因此必须把社会保障基金的可持续性作为首要的原则。社会保障基金必须保证短期内的收支平衡,长期内的保值增值,最终实现社会保障制度的可持续发展。     

Social Security and personal saving: 1971 and beyond

Feldstein (1996, 1974) reported that Social Security in the U.S.A. reduced personal saving (“saving”) in 1992 (1971) by $416 ($61) billion. I reestimate his life-cycle consumption specification using data from the latest NIPA revision, correct his calculations, and find that the implied reduction in 1992 (1971) saving is now $280 ($22) billion, 48% (16%) of actual net private saving, with a standard error of $114 ($14) billion. If structural breaks around WWII and the 1972 Social Security amendments (which raised real per capita SSW by 22%) are allowed, and the market value of Treasury debt included in the specification, the reduction in 1971 and 1992 saving attributable to Social Security is at most 0.55 times its standard error, and 12% of net private saving. I then reestimate the preferred specification of Coates and Humphreys (1999), allowing for these structural breaks and relaxing other restrictions. The implied effect of Social Security on saving is again statistically zero. 对中国信用卡消费群体特征的多元统计分析

本文在北京地区调查问卷的基础上设计了一套信用卡评价量表,通过多元统计中的因子分析、方差分析、卡方检验等手段分析信用卡评价变量与人口统计变量的相互关系,从量化的角度得出中国信用卡市场的基本现状和特点:信用卡各项服务的水平有很大的提升空间,开发潜力很大;信用卡的年费普遍过高;年轻群体相比于其他年龄群体对于信用卡的接受度、认同度、透支程度、及时还款程度都是最高的;信用卡的功能有待进一步开发;新功能的宣传所达到的效果较小;营销的细分市场应该主要通过透支额度和服务程度等来划分.最后文章还提出了相应的政策建议.

Hong Kong's economic successes are evident. As ever, the interpretation of this phenomenon at the level of politics, culture, human capital and business organization is less obvious, though a familiar list of the ‘usual suspects’ of ‘explanations’ has emerged. Hong Kong now faces new and renewed challenges which are linked to shifts in the industrial structure, emerging market demands and the interconnected upgrading of both production and human resources, in addition to the implications of reunification. Key themes of national competitiveness, deindustrialization and the upgrading of production facilities and human resources are all shown to be important, but also multi-layered and hazy concepts.

Strategic responses to food safety legislation

This paper assesses the responses made by food companies to changes in food safety legislation. Such responses are assessed in three ways. Firstly, an assessment is made as to why strategic responses to such legislation might be different to general strategic behaviour. Secondly a conceptual framework is presented and an examination of supply chain organisational response is made. Finally, the paper addresses the question of external marketing responses to food safety legislation. The paper concludes that food safety legislation is different, and often requires very swift strategic actions to be effective. Like other forms of legislation, however, food safety issues can also provide incentives and opportunities to well-managed and market-orientated firms.
