Infrastructure investment, especially in South Africa, is currently at the forefront of policy and public debate. But the term ‘infrastructure’ has a variety of definitions and interpretations; the reason for the various definitions is related to infrastructure's various impacts and incidence. Three levels of infrastructure are identified: local, national and transnational. Infrastructure at all three levels are subject to certain market failures which require some form of government intervention. Furthermore, theory postulates a number of benefits from infrastructure, both on economic growth and equity. Both the quantity (access to infrastructure) and quality (reliability of infrastructure or accompanying services) are important. Finally, empirical analysis tests whether these theoretical benefits are indeed realised. However, it seems as though infrastructure empirics are subject to a number of serious limitations. 相似文献

This paper contributes to the debate on investment in transport infrastructure and the allocation of public funds between road and railway projects. We model the two options and provide a consistent framework to appraise investment in typical new inter–urban road and rail projects. Our results suggest that road improvements have substantially higher returns than railway schemes. These findings cast doubt on the rationale of the new transport policy for the UK, which proposes to allocate more public funds to the (private) railways than total new investment in strategic roads. 相似文献

Scholars and local planners are becoming increasingly interested in the contribution of tourism to economic and social development. In the European cities that currently lead the world rankings for tourist arrivals, local governments have actively promoted tourism. Mobility is an essential issue for tourists visiting large cities, since it is a crucial factor for their comfort. It also facilitates the spread of benefits across the city. This study uses an international database of European cities to examine whether city planners respond to the additional demand for urban public transport by extending service supply. Our results confirm that tourism intensity is a demand-enhancing factor in urban public transport. However, cities do not seem to address this pressure by increasing services. Tourism appears to exert a positive externality on public transport, since it provides additional funding for these services, but it also imposes external costs on resident users because of the congestion caused by supply constraints. 相似文献
