电信企业转型中的组织与人力资源机制创新研究

电信企业转型是一个从市场转型到服务与技术转型再到企业管理转型的多种内容并存、全方位、相互交叉的过程,而管理转型中的一个关键问题是组织与人力资源机制创新问题。通过对当前电信企业转型中组织与人力资源机制创新的必然性和基本内涵的阐述,研究了电信企业组织人力资源机制创新的主要措施,即以市场化导向创新组织架构、以岗位和职务通道分类管理创新用人机制、以多渠道吸纳新兴业务人才创新用工机制和以市场与客户价值为导向创新分配机制。     

Small farmer cooperatives and voluntary coffee certifications: Rewarding progressive farmers of engendering widespread change in Costa Rica?

Our research examines the benefits and drawbacks for cooperatives who participate in voluntary coffee certifications. We interviewed administrators at twenty Costa Rican coffee cooperatives about management practices related to voluntary certification. Voluntary certifications are popular among coffee cooperatives. Access to certified markets is facilitated by state support of the cooperative sector, regulation of the coffee sector and well-enforced environmental and social laws. However, there are no significant or consistent financial incentives for farmers to pursue certification. Multiple certifications may lower auditing and implementation costs, but cooperatives rarely receive the full premium for multiply-certified coffee. Low market demand for certified coffee, weak price incentives and high auditing and management costs encourage cooperatives to certify only a portion of their members. This strategy rewards compliant farmers rather than inducing widespread change to farming practices among the entire membership. Though financial incentives are weak, certifications offer non-financial benefits to both farmers and cooperatives, including better management and more resilient cooperatives.

In 2011, the Spanish government made sustainability accounting mandatory for public sector organizations. This paper documents why, despite the new legislation, the quantity and quality of sustainability accounting practices remains low.     

基于农民异质性的土地流转、专业合作社与农业技术推广研究——以江苏泗阳县X镇为例

土地规模经营与农业先进技术的应用是推动我国农业可持续增长的重要因素。基于农民在经济和社会方面的异质性特点,通过分析江苏泗阳县X镇的案例,研究发现:将土地流转与农民专业合作社结合的模式,不仅可以缓解土地分散经营对农业规模效益的不利影响,而且可以使农民在互相信任的环境中通过"干中学"、接受集中培训等方式推广农业生产技术。因此,政府应推动土地流转并引导农民建立合作组织。     

Transaction services and SME internationalization: The effect of home and host country bank relationships on international investment and growth

Building on the argument put forward by North and Wallis (1994) that the transaction sector enables economic growth by lowering the costs of transacting, we investigate how internationalizing firms’ host and home country bank relationships affect their international specific investments and growth. Banks provide payment, liquidity, and risk management services, which are essential to international business relationships, yet little is known about how banks affect international business relationships. In a sample of 255 small and medium-sized enterprises (SMEs), we find that host and home country bank relationships affect the dependent variables differently. We contribute to the literature by explicating the role and effects of banks in international business relationships. Our findings have implications for understanding transaction services in international business as well as the choices made by their customers.

Diversity of incentives for private forest landowners: An assessment of programs in Indiana, USA

 Many government and private programs provide incentives for non-industrial private forest (NIPF) owners. Due to the complexity of this web of programs, the incentives of the programs are unclear. We focus on four specific programs that represent different rule structures—a federal cost-share program, a state tax incentive program, a nationwide private stewardship program, and a local private conservation organization. We perform institutional analysis of the formal and informal rules of the programs based on literature review, discussions with officers, and formal guidelines of the programs. We classify different types of rule structures, and explain them in relation to goals and organizational structures of the programs.

目前国际上很多公司都在大刀阔斧地压缩管理层次，扩大管理幅度，通过组织扁平化提高竞争优势。我国已经有一些企业进行了组织结构创新，并且取得了很好的效果。但目前绝大部分企业，尤其是大型企业集团，企业组织基本上还属于金字塔型结构，必须作战略性的变革。我国企业要构建扁平化组织结构。必须突破传统文化和传统管理理论的束缚，必须分权与集权相结合，必须实行团队式管理，必须建立学习型组织，必须提高人员素质，必须加强计算机网络技术建设。
