财政农业支出对二元经济结构转化效果研究

根据1978—2006年的数据对我国财政支农支出与二元经济结构转化之间关系进行实证分析,结果表明,二者之间缺乏明显的因果关系。原因在于:我国财政支农制度安排还停留在农业支持工业、农村支持城市的模式下,服务于统筹城乡发展的财政体制建设滞后,以及地方政府在不完善的政绩考核制度下的理性行为等。要强化财政支农对二元经济结构转化的作用,应该尽快实现工业反哺农业,城市带动农村的发展战略,改革财政体制,优化地方政府政绩考核制度。     

Fiscal transfers for biodiversity conservation: The Portuguese Local Finances Law

Biodiversity loss is a serious and ongoing global environmental problem. Economic instruments in biodiversity policies can contribute towards reconciling the conservation costs encountered at local level with the benefits of biodiversity conservation at higher levels of governance, from regional and national levels up to the global level. This paper outlines the theoretical foundations of fiscal transfers in conservation policies and also offers a concise account of existing international experience and future prospects. The recently amended Portuguese Local Finances Law (LFL) of 2007, with its groundbreaking new article on the promotion of local sustainability, is analysed in terms of the significance of fiscal transfers for municipal budgets. It is compared with its predecessor law, highlighting changes in fiscal revenues for selected municipalities in the country in relation to their designated conservation areas. The analysis shows that these ecological fiscal transfers can be significant for those municipalities with a large proportion of land under protected status. However, because it also introduces a considerable number of changes to the Portuguese fiscal transfer scheme, the ecological impact of the new LFL is difficult to grasp due to the presence of several crossover effects. The results obtained offer significant insights both for improving the Portuguese LFL and for designing new ecological fiscal transfer schemes.     

Should the Good and the Selfish be Taxed Differently?*

In this paper, we consider an environment where individual actions have externalities and two types of agents exist: agents with social preferences (the good) and selfish agents. Selfish agents have pay‐off functions that do not take into account social welfare. The pay‐off of an agent is a linear combination of social welfare and the pay‐off of a selfish agent. We demonstrate that the corrective tax rates that maximize social welfare do not depend on the degree of social preferences. Hence, the good and the selfish should not be taxed differently.     

中国区域金融发展差异的财政因素研究——基于财政压力与地方政府干预视角的分析

本文从各区域财政能力与金融能力变动的对比入手,证实了我国各区域均存在＂强金融,弱财政＂现象。用财政压力指标替换财政能力指标,详细论证了区域财政压力增长率与区域FIR增长率之间存在的反向变动关系。最终说明了区域财政压力差异性造成地方政府干预金融资源市场化配置的激励不同,并最终导致区域金融发展速度差别这样一个连锁反应的存在。

Why Any Seatbelt Mandate is an Infinitely Iterated Prisoner’s Dilemma: A Health Economics Perspective

Abstract

Among the most controversial of public health measures are those that restrict people’s freedom of choice presumably for the purpose of protecting their own health and safety. Mandatory use of automobile seatbelts can inspire allusions to the “tyranny of health” and the ‘health police.” This study revisits state seatbelt legislation, which is in force in all but one state of the USA. In modeling seatbelt mandates as indefinitely repeated Prisoner’s Dilemma (PD) games, the study qualifies and overcomes the limitations of conventional interest group and expressive voting theories. It indicates why and how utility-maximizing players, particularly carmakers, insurance companies, consumer advocates and regulators, may choose to cooperate, even in instances where mutual defection would bring each of them higher payoffs. The study suggests why state seatbelt mandates endure, despite ongoing concerns that they undermine individual autonomy or that their social costs outweigh the benefits of law-enforcement. The evolution and mediating effects of reputation and reciprocity in otherwise highly contestable healthcare decisions are consequently explored. Finally, the study identifies the implications of indefinitely repeated games on the continuing nature of strategic relationships and for mitigating conflict over traffic safety regulation, regardless of time and place.     

Production Externalities and Urban Configuration

We formally explore Jacobs' idea that uncompensated knowledge spillovers are crucial for agglomeration by modeling location-dependent interfirm production externalities in a general-equilibrium linear-city framework. Good and factor allocation, firms' and households' locational choice, and wages and land rents are all endogenously determined. The unique equilibrium urban configuration may be concentrated (with monocentric firm locations), dispersed (with completely mixed firm/household locations), or a combination, depending on the population of firms, transportation cost, and firm-interaction parameters. Due to distance-dependent production externalities, firms will be clustered together in any equilibrium, thus ruling out the possibility of any multicentric urban configuration. 为什么要继续实施积极财政政策

我国实施积极财政政策仅仅三个年头已经取得重大成效，这说明我国的宏观调控既取得了治理通货膨胀的经验，也取得了通货紧缩的初步经验，而实施积极财政政策是这种经验的重要方面。中央已以明确今年继续实行积极财政政策，这是根据当前政治经济形势做出的决策。现在伯问题是：为什么应当继续实施，为什么可以继续实施，以及通过理论的论证来解除对继续实施积极财政政策的一些疑虑问题。
