In the “perpetual youth” overlapping-generations model of Blanchard and Yaari, if leisure is a “normal” good then some agents will have negative labor supply. We suggest a solution to this problem by using a modified version of Greenwood, Hercowitz and Huffman’s utility function. The modification incorporates real money balances, so that the model may be used to analyze monetary as well as fiscal policy. In a Walrasian version of the economy, we show that increased government debt and increased government spending raise the interest rate and lower output, while an open-market operation to increase the money supply lowers the interest rate and raises output.  相似文献

政策性金融的产生及其作用的发挥,实际上就是财政职能不断强化的一个产物,改革开放中后期以来,我国农村政策性金融体系的功能趋于弱化,其原因在于:财政实力被过多地削弱,公共产品资源配置不够合理,过分倚重商业性金融的支农效应而弱化了财政对农村政策性金融的支持。为此,应当健全财政对农村政策性金融持续投入机制与补偿机制,协调好财政政策与货币政策的关系,财政还应承担起对政策性金融业务监督管理的责任。  相似文献

Joint Implementation (JI) under the Framework Convention on Climate Change means that countries could partly offset their national abatement commitments by investing in CO2 abatement projects abroad. JI is introduced as a mechanism for achieving a certain global abatement target less costly by separating the commitments from the implementation of measures. This paper studies the design of a JI contract when the investor has incomplete information about the foreign firm which carries out the JI project (the host). Asymmetric information leads to a decrease in the potential cost savings from JI. Furthermore, private information held by the potential host firm could give the firm a significant positive utility of participating in JI projects. The possibility of being a host for a JI project in the future can prevent potential host firms from investing in profitable abatement projects today. The paper analyzes the impact on emissions of CO2 of strategic behavior among potential hosts for JI projects.  相似文献

Speeding up the environmental protection and construction is one of the major issues in "Greener Olympic Games" held in Beijing in 2008. Making a thorough study to find out the reliable measures to ecological resumption in Beijing has an important scientific and practical significance. It can provide scientific basis for making a better decision for "Greener Olympic Games" held in capital Beijing and development in harmony for society and economy, as well as management for ecological environment. By studying of change of ecological footprint from 1990 to 2003 in Beijing, the paper shows that ecological footprint per capita has a strong relativity with population and GDP, and both of the correlation coefficient between them is about 0.92, as well as the fossil energy land has a position in the lead in ecological footprint items. The study also shows that the ecological capacity per capita in Beijing occupied about 1.25% in global ecological capacity per capita. Began 1990, the ecological deficit in Beijing was about 0.72 hm2, which is at strong unsustainable development at present. Finally, the paper suggests social and economic structure should be adjusted as soon as possible, resources should be strengthen sustainable used and population increasing should be controlled strictly, as well as arable land also should be under control used for built-up areas. Simultaneity, the utilizing ratio of energy sources should be increased, and the consumption of energy sources and ecological deficit in Beijing should be reduced in order to speed up the society and economy development in harmony and sustainment.  相似文献

Synopsis It has been proposed that open thermodynamic systems will act to dissipate available energy gradients by self-organizing into coherent structures that, with time, evolve and develop into nested hierarchies – panarchies – that adapt to internal and external changes according to a characteristic adaptive cycle. This paper seeks to apply these ideas in the purely societal realm by investigating the role of money in economic systems. Money represents the value embodied in goods; a value that is separate from the exact nature of those goods. We suggest that money thereby liberates the ‘free value’ of economic desire and that this free value has properties analogous to energy. The result is the self-organization of structures and systems (‘econosystems’) that dissipate this ‘free value’. Econosystems act at different scales, and nested levels of econosystems form a panarchy, having effects that can be observed. In particular, it appears that money facilitates the creation of relationships between econosystem actors, increasing the connectedness of the econosystems that envelop those actors. We have identified a phenomenon whereby freed social value (i.e. money) can aggregate, or pool, at a larger econosystem scale in structures such as banks. These pools act as gradients that actors at the neighborhood scale can exploit for self-organization in the econosystem. Thus, econosystem actors appear to be freed from thermodynamic constraints by using money as a means of self-organization. However, because of these pools of aggregated social exergy, connectedness is increased at the larger scale of the econosystem. The potential consequence of this dynamic is that money may act to push larger scale econosystems toward a state of heightened vulnerability to collapse, while freeing smaller scale actors from apparent constraints. In this way, we propose that money acts to skew information feedback loops between econosystem actors and larger scale structures such as economies and ecosystems.   相似文献

The article explores the relevance of a particular approach of the institutionalist movement, régulation theory, to deal with the relationship between the economy and the environment. Régulation theory, which appeared in France at the end of the 1970s, is mainly interested in macroeconomic issues. In contrast, until now it has tended to neglect environmental questions. By taking several key concepts of this theory (accumulation regime, mode of régulation, institutional forms), we have sought to assess its significance vis-à-vis the environmental field. More precisely, from the perspective of establishing an environmental regulationist theory, we propose considering the economic relation to the environment as the articulation of three forms: a transhistorical form, a general capitalist form and a specific capitalist form, the latter being variable in capitalist time and space. We give several illustrations of the variability of the relation to the environment, depending on the different accumulation regimes and the different modes of régulation. Two principal avenues of research are proposed: historical analyses for given economic areas, and comparative analyses relating in particular to different capitalist areas.  相似文献

基于凯恩斯主义国民收入决定理论 ,通过对H省经济运行数据的实证模拟 ,分析H省积极财政政策的执行情况 ,并结合H省省情和我国国情 ,我们得到了九个基本命题 :命题 1∶H省经济处于投资陷阱之中 ,因而货币政策无效 ,财政政策充分有效。命题 2∶H省的财政政策乘数为 5 596,投资需求拉动乘数为 2 3 945,消费需求拉动乘数为2 2 0 1 5,财政支出回馈乘数为 0 2 2 66。命题 3∶H省国债转贷与补助资金拉动的经济增长率为 :1 988年 0 6个百分点 ,1 999年 0 9个百分点 ,2 0 0 0年 0 6个百分点 ,2 0 0 1年 0 5个百分点。命题 4:乘数愈大 ,积极财政政策的效果愈大 ,但积极财政政策退出造成的负作用也愈大 ,总需求和经济增长对积极财政政策的依赖程度也愈强。命题 5,民营化程度愈低 ,投资的利率弹性愈低 ,货币政策愈无效 ,反之亦然。命题 6,民营化程度愈低 ,财政依赖程度愈强 ,反之亦然。命题 7:我国的积极财政政策必然会退出 ;退出的最佳方式是淡出 ;维持现有国债规模是淡出的最可能的形式 ,是一个聚点均衡。命题 8:H省的民营化程度低于全国的平均水平 ,财政依赖程度高于全国的平均水平 ,自主性增长动力尤显不足。命题 9:如果没有激励民间投资的有效措施出台 ,积极财政政策淡出将使H省经济增长速度下滑。  相似文献
