论地勘费基数的优化使用

地勘费基数优化使用是贯彻、落实国务院给予属地化地勘队伍优惠政策的一项重要内容,正确理解地勘费基数的特点是用好用足这项优惠政策的关键.文章认为,地勘费基数有四个最重要的特点应当引起地勘单位各级领导和相关管理人员的高度重视.通过对地勘费特点的归纳分析,提出了管理好、利用好地勘费的建议和措施.     

Signaling,Financial Slack and Corporate Acquisitions

This paper shows that under certain conditions a firm's decision concerning the optimal medium of exchange to use in acquiring another firm is related to the decision of which source of capital should be used to finance long-term projects. An example of this type of interaction occurs when the firm's only source of financing a positive net present value project is an equity issue. In a Myers and Majluf (1984) world of asymmetric information the value maximizing strategy for the firm is to forego the public equity offering and instead use a stock offer to acquire a firm possessing financial slack. The process is modeled using an extension of the Myers and Majluf (1984) model and demonstrates how the acquisition alternative allows managers to separate the signals regarding the investment and financing decisions. Including net pension assets into our measure of financial slack, we provide empirical supports for the ability of the extended model to explain observed merger activity.

养老地产在我国是一项新兴产业,作为该类建筑中的一个重要组成部分——供暖、通风与空气调节工程,其设计合理与否,对于居住环境和老年人身体健康的影响至关重要。设计人员为了力求打造一个更为适合老年人居住的建筑环境,结合具体工程,做了较为细致的探讨。文章对工程设计方案,包括采暖、空调方式,室内空气质量的控制,气流组织,工程材料选择,振动噪声控制,共五大方面,逐一作了介绍。     

农村社会养老保险制度的财政考量——基于福建省南平市延平区的调查

公共财政的缺位是我国农村社会养老保险进退雏谷尴尬局面的根源,而新型农村社会养老保险与“旧农保”的明显区别就在于财政的补位,亦即政府财政的强有力支持。2006年,福建省南平市延平区作为当时原劳动和社会保障部在全国范围内选择作为“新机制衣保”的八个县市之一,已在实践方面取得一定的成效,但从财政学角度来考量仍存在一些问题。据此,提出加大公共财政支持力度;拓宽资金筹集渠道,减少财政负担,创新基金管理动作模式等若干建议对策。     

养老基金最低收益保证制度下的最优资产配置——来自中国1998-2008年数据的模拟分析

文章主要研究养老基金最低收益保证制度及其框架下的资产配置问题.利用鞅方法创新性地给出了最优资产配置策略,随后分析了最低收益保证制度对最优资产配置的影响.结果表明,外部机构的利润分享比例越大,保证额度越高,养老基金投资风险资产的比例越高,但随着时间的推移,其风险投资将逐步降低.最后,文章利用所得结论为我国设立最低收益保证制度提供了建议:即我国应设立相对额度的最低收益保证制度;应由政府部门或非盈利机构提供这种最低收益保证,且不宜采取利润分享原则;保证额度应适度,过高会导致养老基金的投资风险过高,而过低则达不到稳定退休者收入的效果.     

德国公共养老金调整指数改革研究

1957年德国首先建立了基于总工资指数的养老金调整指数,该指数运行34年后,面对人口老龄化的加剧,进行了多次改革。其改革的根本原因在于:基于养老金指数化调整的公共养老金计划缴税率不断攀升及由此对市场效率产生了严重负面影响。一个国家选择何种养老金调整指数取决于本国国情、经济发展状况等因素,但不能忽视调整指数对市场效率的影响,应坚持"效率优先,兼顾公平"的原则。作为发展中国家,中国在设计养老金调整指数时,坚持这一原则更为重要。

The effect of a wife’s retirement on her husband’s mental health

This article examines the effect of wives’ retirement on their husband’s mental health in Australia. By exploiting the exogenous variations in women’s retirement induced by the age pension qualifying ages, we find that spousal retirement status has a positive impact on the mental health of older men. This beneficial impact is found to strengthen with wives’ time spent in retirement. We show that wife’s retirement affects the constituents of her husband’s mental well-being in different ways. We also have identified four channels for the positive linkage between older women’s retirement and the mental health of their spouse.     

Social security generosity,budgetary deficits and reforms in North Cyprus

This paper estimates the fiscal burden of the historical pay-as-you-go (PAYGO) Social Insurance Pension System in North Cyprus and analyzes the appropriateness of the 2008 reforms that introduced the new Social Security Pension System. Estimates are made of the system deficit. To bring the magnitude of the unfunded cost of the pension system down to a sustainable level, major parametric reforms will need to be made to the system. These include increasing the age of retirement, increasing the rate of contributions, changing the method of indexing of pension benefits and decreasing the theoretical replacement rate of the pension benefits.
