Chernobyl Effects on Domestic and Inbound Tourism in Sweden -- A Time Series Analysis

This paper estimates the impact of the Chernobyl nuclear accident on domestic and international tourism in Sweden. From ARIMA time series forecasts, outlier search, and intervention analysis based on regional monthly accommodation data from 1978–1989, no effect on domestic tourism is found. However, there is an enduring deterrence effect on incoming tourism. The loss of gross revenue from incoming tourism because of the Chernobyl accident, is estimated to 2.5 billion SEK.     

Regulation and investment behaviour in the telecommunications sector: policies and patterns in US and Europe

This paper reports the results of the quantitative analysis of international experience of the relationship between infrastructure investment in the deployment of capacity that can carry large volumes of voice and data traffic and regulatory policy changes in the telecommunications sectors. It looks at the relationship between infrastructure investment for these infrastructure assets and the access pricing régimes for local exchange carriers in the United States and Europe. It then looks at the relationship between various aspects of regulatory and institutional policy changes in Europe and how they affect access prices.The paper finds that a lower access price promotes greater deployment of digital technology among US incumbent local exchange carriers (ILECs). Based on this finding, it suggests that it is in the ILECs interest to have access to their networks encouraged.The European data for interconnection are recent and far reaching conclusions are not feasible, but the findings, however, suggest that competition has worked by facilitating new entry through decreasing interconnection prices, although path dependencies, of existing and traditional concepts, in the mindsets of operators as well as regulators, may account for these findings.     

政府主导还是市场主导--我国转轨金融运行机制的评价研究

转轨过程中,我国金融运行机制是采取政府主导还是市场主导模式是经济学界争论的焦点,文章应用ARCH类模型对我国金融运行机制进行实证研究,结果表明我国金融运行机制与西方市场经济国家存在显著区别。在我国转轨的特定阶段,金融系统无法依靠自身的力量达到稳定状态,只有靠外部力量的非市场干预才能实现金融系统的平稳运行。目前在金融系统自身不具备自我稳定的功能条件下,政府的外部干预是金融系统平稳运行的前提,否则会导致金融系统陷入剧烈的波动之中。     

Managing and financing metropolitan public services in China: experience of the Pearl River Delta region

Under China’s current fiscal policies and inter-governmental relations, it is a significant challenge to finance and deliver public services across jurisdictions. This challenge was met in the Pearl River Delta region in southern China with a collaborative governance approach. Directives from higher-level governments and horizontal inter-city fiscal arrangements were successfully combined to deliver public services. Effective networks should be developed to improve co-ordination and collaboration in delivering cross-jurisdictional public services.     

中国出境旅游"双高"格局与政策取向辨析——兼与戴学锋、巫宁同志商榷

中国出境旅游的高增长和高消费现象引发了对出境旅游不经济性的讨论.本文通过与"中国出境旅游高速增长的负面影响探析"一文作者的商榷,认为出境旅游的迅速发展是我国现阶段宏观经济发展的必然结果,属于"补涨"性质;出境旅游消费存在"虚高"现象;出境旅游的发展为我国旅游业跨国经营创造了有利条件,而跨国经营是克服出境旅游不经济性的最佳途径.     

事务所规模与年报会计政策“类准则”披露——基于文本分析的经验证据

通过计算上市公司年报会计政策披露的“类准则”程度,讨论会计师事务所规模是否为影响上市公司会计政策披露行为的重要因素。研究发现：（1）由规模较大的会计师事务所审计的上市公司,年报会计政策披露的“类准则”程度较低,会提供更多公司会计政策的个性化信息。（2）在上市公司风险增强和会计准则重大变化的两大类场景中,事务所规模与年报会计政策披露“类准则”程度之间的关系都得到增强,说明事务所的风险压力和事务所能力是重要的机制路径。（3）由同一事务所审计的上市公司会计政策披露的“类准则”程度更一致,具有同所效应。（4）基于会计师事务所变更的检验发现,若变更后的事务所规模更大,则会计政策披露的“类准则”程度会降低;若变更后的事务所规模更小,则会计政策披露的“类准则”程度会提高。     

社会养老保险新政的运行效果分析——基于沈阳市国有大型企业的调查

利用调查数据重点考察了社会养老保险新政的实际运行效果,指出了目前存在职工参保意愿不强烈、政策有效性尚不明显、对制度长期建设缺乏信心等现实问题,以期对养老保险制度的改革完善提供理论和政策依据。     

宏观利率政策的有效性研究

宏观利率政策对经济增长具有有效性。尽管我国几次调整利率的效果不如预期那么好 ,但否定货币政策在我国已失去作用的看法是错误的。从IS -LM分析可以看出货币政策的有效性 ,但其有效性受着一些因素的约束。为此 ,必须有适当的政策促进利率政策的有效性。     

我国建国后死刑政策分析及建议

死刑的制定、实施乃至存废都与死刑政策密切相关。新中国成立后,我国死刑政策的发展大致经历了三个阶段。当今世界各国死刑政策已经或者逐步向着死刑当废的方向发展,在这一背景下,我国未来的死刑政策宜作相应调整。     

货币政策对股票价格行为的影响实证分析

文章以影响股票价格的理论为基础,采用现代计量技术,采用2005年1月至2007年6月的月度时间序列数据,研究了汇率、存款准备金率以及利率、货币供应量等宏观经济因素对股票价格的影响。从2005年6月以来我国A股市场股票价格的持续上涨,其主要原因是经济的高速增长、人民币升值以及充足的货币供应量;而加息与提高存款准备金率对股票价格变化的影响有限。
