为了缩小东中西部地区的发展差距,中央财政加大了对中西部地区的转移支付力度,但在促进区域经济发展收敛和实现地区财政均等化方面其效果如何,文章试图从一种新的视角加以分析与诠释。改革开放以来大规模的人口跨地区流动,特别是年轻劳动力从中西部地区向发达的东部地区流动,改变了各地区的人口结构和总扶养比,进而影响中央财政转移支付的实际效果。研究结果表明,由于西部地区总扶养比高于东部地区,中央财政对西部地区的转移支付相对力度反而低于东部地区。文章最后提出将地区人口负担差异纳入中央财政预算分析体系,通过增加中央财政对经济落后地区的转移支付促进地区经济增长收敛和提高地区财政帮扶的实效性。 相似文献

To market important products to families successfully, salespeople must understand how couples behave in concert to resolve conflict across major decisions. The authors develop a model of spousal fairness and test it with a study of multi-period family purchase decision making. The results show that a spousal sense of fairness serves as a mechanism for contemporary couples to harmonize conflict over time in family decisions. Specifically, spouses’ perceived fairness mediates the relationship between spousal prior influence and spousal decision behavior in subsequent decisions. Spouses also consider their partner’s perceptions of fairness when taking action to restore fairness. Moreover, the effects of perceived fairness are moderated by spousal traits of empathy, egalitarianism, and empowerment in a gendered pattern.

When measuring poverty in developed countries, the poverty line used to identify the poor is usually relative and set as a percentage of the median (or of the mean) of the total income. In consequence, when poverty is analyzed over a period of time, changes in the poverty level depend on the impact of evolving standards. To eliminate this effect, sometimes, an anchored poverty line is used. Furthermore, changes in the mean of the distribution and in the inequality among the poor may also affect the poverty levels. This note proposes a decomposition of the changes in poverty as the sum of four terms. The first two reflect the impact in poverty of changes in living standards and the other two measure the effect of the distributional growth and redistribution. This decomposition will help policymakers in the implementation of a more specific antipoverty agenda. An application with data from the European Union Survey on Income and Living Conditions shows the potential of the decomposition proposed. 相似文献

Many traditional destination image studies employ a non-comparative assessment approach. This study, however, suggests defining and measuring destination image in a comparative manner (termed ‘relative image’) for the purpose of destination positioning. Using a case study on American leisure travellers’ image of Mainland China, the author proposes and demonstrates the utility of a multi-step procedure of relative image assessment. The author concludes that by utilising competing destinations as a reference frame and replicating tourists’ actual decision-making process, relative image assessment may generate more relevant information and insights for destination marketers. 相似文献

This Dialogue presents the views of four authors, from the US, the UK, and Norway, on the best policies to help lone mothers. Lone mothers face an inevitable dilemma in allocating their time between earning income and caring for their children. The low-earning capacity of women in an unequal labor market exacerbates the problem, causing material hardship for many lone mothers and their families. The policy solutions proposed lie along a spectrum, ranging from those that seek to enable all lone mothers to take employment to those that aim to let mothers choose whether to take employment or care for their children themselves. 利他行为可以分为亲缘利他、互惠利他与纯粹利他三种形式。对前两种利他行为,生物学已经给出了较为圆满的解释,而且,这种解释也是符合经济学原理的。关于纯粹利他,生物学存在着很大争论,至今没有圆满的解释。本文在“合作剩余”和“生物演化稳定策略”(ESS)的基础上,提出一个能够解释地粹利他行为的模型.并利用脑科学的最新研究成果对这一行为内在的激励机制作出了说明。 相似文献

Forecasts of high tourism growth in developing nations, where widespread poverty exists, has led to considerable interest in tourism as a tool for poverty alleviation. Powerful bureaucratic and business alliances have been forged to expand this programme. International development agencies are also turning to tourism as a way of alleviating poverty. This is sometimes termed ‘pro-poor tourism’ (PPT). Distinguished from other forms of ‘alternative tourisms’ such as ecotourism and community-based tourism, the stakeholders involved in this enterprise are no less divided. Ideological divisions manifest themselves in the political struggle over how tourism in developing countries should unfold. This paper identifies the different sustainability positions of prominent pro-poor tourism stakeholders and considers the implications for meeting pro-poor and sustainability objectives. Generally, tourism is too often regarded a panacea without an attendant recognition that, like any other industrial activity, tourism is highly political. As a global industry, tourism operates within a neo-liberal market economy which presents severe challenges to meeting pro-poor and sustainable development objectives. This paper therefore recommends a fundamental re-evaluation of tourism's pro-poor potential in the absence of significant commitment to directly address structural inequities which exacerbate poverty and constrain pro-poor attempts. 相似文献
