流动资金紧张一直是困扰我国企业的一个难题,但这一问题却不是仅仅依靠银行增加流动资金贷款供应数量就能解决的,其背后隐藏着深刻的经济和体制原因。本文从经济制度的转轨与变迁,以及社会资金配置方式与经济增长、发展的内在联系等宏观视角出发,深入分析了我国企业流动资金配置方式的变迁过程,揭示企业流动资金肾张与银行流动资金贷款高不良率等问题形成的逻辑,提出化解这些难题的整体战略思路:在宏观战略层面上,转变发展战略和改革社会资金配置方式;在微观操作层面上,改进企业、银行以及政府的微观机制,使其行为和相互关系更为科学合理。  相似文献

The existing literature deals with the optimal investment strategy of defined benefit (DB) or defined contribution (DC) pension plans. This article’s objective is to compare the optimal policies of different types of pension plans. This is done by first defining an original framework, which is based on the distinction between the nature of the guarantee—which can be internal or external—offered by or to a pension fund. This framework allows to establish links between optimization programs of DC, DB and targeted money purchase schemes. The case of an internal guarantee appears as a standard portfolio insurer’s problem. The second kind of guarantee, not analyzed in the literature yet with regard to the resulting optimal policy, is characterized by the existence of an option in the final wealth definition. Four funds are present in the internal guarantee optimal allocation: the speculative component, the preference independent guarantee- and contribution-hedge terms and the preference dependent state variable-hedge fund. The external guarantee program, solved with an original method using the principles of standard options theory, yields an optimal policy incorporating the delta of the option embodied in the final wealth definition. The conclusion is that the resulting optimal portfolio policy becomes riskier.

Although the National Health Service was created to achieve equity of access to health care in 1948, over twenty years later an 'inverse care law' was seen to operate. The 1976  Report of the Resource Allocation Working Party  laid the principles of formula funding to achieve an equitable distribution of resources, to move, over time, towards the operation of a proportionate care law. These principles have been applied ever since in England. This paper describes the context, governance and subsequent development of formulas and three persistent problems: accounting for populations, their needs and variations in the unavoidable costs of providers. The paper concludes by outlining continuing problems from the past and new challenges of formula funding in England to reduce 'avoidable' inequalities in health.  相似文献

本文以2004~2008年的民营上市公司为样本,实证研究了民营企业的政治联系对预算软约束及政府补助效率的影响。研究发现,政治联系是一把双刃剑:一方面,政治联系的民营企业容易受到政府干预,由此承担了较重的雇员负担,也因此获得了较多的政府补助,从而支持了林毅夫等对预算软约束的政策性负担层面的解释。另一方面,虽然政治联系未直接发挥关系作用,但会增加雇员负担一定时的政府补助。进一步地,在政治联系的民营企业中,政府补助对公司绩效的促进作用显著低于无政治联系的民营企业,揭示了政治联系改变了政府补助的流向,降低了政府补助资金的配置效率。  相似文献

We study a dynamic mean-variance portfolio optimization problem under the reinforcement learning framework, where an entropy regularizer is introduced to induce exploration. Due to the time–inconsistency involved in a mean-variance criterion, we aim to learn an equilibrium policy. Under an incomplete market setting, we obtain a semi-analytical, exploratory, equilibrium mean-variance policy that turns out to follow a Gaussian distribution. We then focus on a Gaussian mean return model and propose a reinforcement learning algorithm to find the equilibrium policy. Thanks to a thoroughly designed policy iteration procedure in our algorithm, we prove the convergence of our algorithm under mild conditions, despite that dynamic programming principle and the usual policy improvement theorem failing to hold for an equilibrium policy. Numerical experiments are given to demonstrate our algorithm. The design and implementation of our reinforcement learning algorithm apply to a general market setup.  相似文献

This study examines the presence and roles of female directors of U.S. Fortune 500 firms, focusing on committee assignments and director background. Prior work from almost two decades ago concludes that there is a systematic bias against females in assignment to top board committees. Examining a recent data set with a logistic regression model that controls for director and firm characteristics, director resource-dependence roles and interaction between director gender and director characteristics, we find that female directors are less likely than male directors to sit on executive committees and more likely than male directors to sit on public affairs committees. There is little if any evidence of systematic gender bias in director assignment to other board committees. The traditional estimated return for the Markowitz mean-variance optimization has been demonstrated to seriously depart from its theoretic optimal return. We prove that this phenomenon is natural and the estimated optimal return is always       times larger than its theoretic counterpart, where       with  y  as the ratio of the dimension to sample size. Thereafter, we develop new bootstrap-corrected estimations for the optimal return and its asset allocation and prove that these bootstrap-corrected estimates are proportionally consistent with their theoretic counterparts. Our theoretical results are further confirmed by our simulations, which show that the essence of the portfolio analysis problem could be adequately captured by our proposed approach. This greatly enhances the practical uses of the Markowitz mean-variance optimization procedure.  相似文献

This paper explores the relationship between the adoption of HRM practices in Small and Medium-sized Enterprises (SMEs) and the characteristics of the firm and the person responsible for HRM. We propose a conceptual model based on the resource-based view, which is tested with quantitative data from 164 tourism’s SMEs in Catalonia (Spain). As predicted, the adoption of HRM practices is positively associated with the presence of an HRM department. Also, SMEs in which the person responsible for HRM has previous experience in similar positions are greater adopters of HRM practices. Finally, SMEs which cooperate with other organizations are more likely to implement HRM practices.  相似文献
