国内外社会创业者概念与发展实践述评

社会创业者是那些致力于用商业的规则大规模地解决社会问题的人们，他们所得的盈余用于扶助弱势群体、促进社区发展和社会企业本身的投资。文章在分析国内外相关组织和学者对社会创业者概念和特质的理论研究的基础上，给出了几个国内外成功的社会创业者的典范，并进一步分析了中国社会催生社会创业者成长发育的条件和历史事件。     

The green globe programme: Developing a greener future for travel and tourism

This paper examines the concept of sustainable tourism planning in New Zealand and its relationship to the Resource Management Act. The paper considers the public sector planning responses towards tourism development issues within the context of New Zealand's Resource Management Act, and the ability of these organisations to respond to tourism issues. It argues that the absence of a national vision for tourism is a major constraint on achieving sustainable tourism options at the regional and local level because the Resource Management Act s principles of sustainable planning are not guided by any national policy or strategy. By using a postal questionnaire, the paper provides the first in-depth analysis of planners responses to tourism and their ability to integrate tourism into the planning process within New Zealand. The paper also expands the arguments initially developed by Dredge &; Moore (1992) on the lack of integration in relation to tourism and planning.     

社会资本与区域产业集聚：理论模型与中国经验

本文将新经济地理学中的资本创造模型（CC模型）和社会资本理论相结合，构建了社会资本与区域产业集聚理论模型，考察了社会资本促进区域产业集聚的微观机制。理论分析表明，社会资本越丰富的地区产业集聚程度越高。在此基础上，笔者运用2004年30个省（市）26个制造业行业的数据进行了经验研究。在控制了区位、经济功能、市场潜力、人力资本、政策等因素和异方差的影响后，社会资本对产业集聚有显著影响，并且在使用工具变量克服变量内生性后，以上结论依然稳健。因而，通过提升中西部地区社会资本，有助于建立中西部地区自我发展能力，缩小区域差距。

农村中小学生场认知风格、学业成绩与家庭社会经济地位（SES）的关系

目的研究场认知风格、学业成绩与家庭经济地位的关系。方法用镶嵌图形测验（简称EFT）和自编的家庭SES问卷对553名中小学生施测，并收集期终考试成绩。结果①母亲职业、父母职业总分、家庭SES总分与EFr得分在9年级呈显著正相关（P〈0．01）。父亲职业与EFT得分在4、5、9年级呈显著正相关（P〈0．05）；父母学历与EFT得分各年级相关均未达到显著。②家庭SES得分与学习成绩总分各年级相关均未达到显著。结论家庭经济地位对场认知风格的形成和学业成绩有影响，但是在不同的年龄阶段影响不同。     

水泥稳定碎石的作用原理及在公路施工中的应用

水泥稳定碎石作为路面基层,具有早期强度高,雨季对施工影响相对较小,施工机械化程度较高等特点,这些都有利于保证进度和质量,因此被越来越广泛地应用到市政道路工程中去。为此,本文针对城市道路半刚性基层采用水泥稳定碎石的技术研究进行简要分析,以供参考。     

International hotel chains and environmental protection: an analysis of Hilton's we care! programme (Europe, 2006–2008)

Using the case study method, this paper evaluates and analyses Hilton's we care! programme for improving the environmental performance of the 70 Hilton Worldwide hotels in operation in Continental Europe in 2006–2008. It explores the practical dimension of “greening” hotel operations in the context of corporate social responsibility (CSR), and demonstrates the close links between CSR and human resource management (HRM) in hotels. It deepens the understanding of corporate environmentalism and seeks to disseminate best practice among hospitality managers. The programme's distinctive and innovative character as well as its weaknesses and strengths are highlighted. Barriers to behavioural change in hotel operation are discussed. The programme involved over 16,000 employees, created hotel-specific action teams linking all employee levels and reduced energy use per square metre by 15%, water use and CO₂ emissions per guest night by 8% each over three years. Avoided utility costs totalled US$16 million, of which US$9.6 million can be attributed to changes in human behaviour. The paper makes a case for a holistic approach that combines the introduction of IT-based measurement and performance-assessing tools with genuine employee empowerment and green awareness raising. The study concludes with future managerial policy recommendations that simultaneously bear upon corporate environmentalism and HRM.     

Review Essay

Sen's capability approach has a culturally specific side, with capabilities influenced by social structures and institutions. Although Sen acknowledges this, he expresses his theory in individualistic terms and makes little allowance for culture or social structure. The present paper draws from recent social theory to discuss how the capability approach could be developed to give an explicit treatment of cultural and structural matters. Capabilities depend not only on entitlements but on institutional roles and personal relations: these can be represented openly if capabilities are disaggregated into individual, social and structural capacities. The three layers interact, and a full analysis of capabilities should consider them all. A stratified method implies that raising entitlements will not on its own be enough to enhance capabilities and that cultural and structural changes will be needed.     

社会资本的累积效应及其家庭福利改善

采用贫困家庭的调查数据,从社会资本的五个维度探讨累积效应对家庭福利的影响。这五个维度中,尤其是其中的社会网络规模、信任及其参与公共事务对家庭福利的影响系数为正,且在统计上显著。研究发现,对贫困家庭而言,社会资本的收入补偿效应很大。因此,在政策设计上,应提升贫困家庭的社会资本累积程度,从而提高贫困家庭的福利水平。     

Growth of China's foreign exchange reserve

China's growing foreign exchange reserve is estimated to exceed $2 trillion by 2010. The purpose of its paper is to examine its impact on the balance sheet of the Chinese central bank, the money supply and the bond market. The paper will then move on to discuss its social welfare effect by comparing the estimated future return of the foreign exchange reserves with its opportunity costs measured by the potential return of domestic investments.
