Recent years have seen the emergence of a number of regional-based charters and declarations; all of which attempt to address the Eurocentric biases of the global heritage movement. For example, the Nara Declaration, China Principles, Hoi An Protocols and Seoul Declaration all reflect a desire to develop heritage frameworks that are sensitive to, and in tune with, the complexities and socio-cultural specificities of the Asian region. With the primary concern of these initiatives being the development of more appropriate ‘conservation philosophies’ or notions of ‘authenticity’, they have given less attention to the interface between heritage sites and their consumers, or tourists, and the rapidly changing nature of tourism in Asia. Indeed, the vast majority of reports and studies produced by UNESCO, ICOMOS, IUCN and others continue to talk of ‘the tourist’ as a singular, homogenous construct. The rapid growth of travel for leisure and recreation within Asia today, however, demands a re-appraisal of how such terms are used and deployed within the heritage industry. Accordingly, this article examines why Asian tourism is presenting new and unfamiliar challenges for policy makers regarding the management and presentation of heritage sites in Asia. More specifically, it considers the industry familiar discourse of ‘site interpretation’ against a backdrop of Asian modernities in order to ask questions about aesthetics and the politics of heritage narration. 相似文献

This paper presents a unified model of the impact on employment of a mandatory reduction in work hours in combination with an employment subsidy to reduce quasi-fixed costs of employment, while attempting to maintain worker's take-home pay or welfare level. Achieving the dual policy objectives of enhancing employment and maintaining worker income is not necessarily feasible. Nevertheless, a reduction in the legal workweek may induce a degree of downward wage flexibility, while an employment subsidy to firms accommodates downward wage rigidity. It may be possible, therefore, to increase employment with a policy that combines a reduction in the workweek with an employment subsidy. In general, however, the long run employment outcome is ambiguous, and a decline in output cannot be ruled out. More direct policy measures whose impact can be assessed with greater certainty—in particular, removing structural rigidities in the labor market—should be given priority to decrease long term unemployment. 相似文献

The purpose of this study is to find empirical evidence for the assumption that trade liberalization unlocks the potential of the Transition Economies (TEs) to achieve technological upgrading, productivity progress and catching-up (in terms of income). The study examines the trade structure now emerging between the European Union (EU) and the TEs in the light of two sets of differently liberalized trade items identified by the European Agreements. The aim is to determine whether trade liberalization has helped to supersede the structures – reflected mainly in the low quality of products – inherited by the TEs from the command economy. The empirical results are interpreted in the light of the Flam-Helpman quality-cycle model. We find evidence of an ongoing division of labor between high quality products (EU) and low quality products (TEs) according to a cycle. The first stage comprises the already well established dominance of quality advantage products by EU countries producing and exporting high-quality products, which crowd out the TEs' production of similar products. The second stage is the exploitation of cost-advantages by TEs in less liberalized trade, and there they appear to achieve better results. This paper suggests an innovative measure of structural relief obtained in a typical Section 7 settlement. The fraction of
competitive overlap subject to divestiture as a condition of the settlement is modeled as a function of merger-specific efficiencies,
the proportion of the deal held “hostage” to antitrust review, the merger’s anticompetitive potential, and other factors.
The model is applied to data on 86 recent Justice Department cases covering the period 1990–2003 and to the subsample of 1990s
cases. All data are collected from publicly available documents only. The government is found to secure larger divestitures
when the cost to the acquirer of delaying the settlement is high. The resulting estimates are used to predict several out-of-sample
observations.
