新巴塞尔资本协议下操作风险资本计算方法剖析

为了使监管资本对操作风险具有更高的敏感性,对商业银行资本金进行精确计量并使之与银行潜在经济风险相匹配是新巴塞尔资本协议的主旨。本文对新协议中关于操作风险资本金计算的理论依据和计算方法进行了剖析,有助于建立我国商业银行内部风险管理模型。近年来我国商业银行业也开始了关于操作风险的量化和管理,2004年中国工商银行首次出台了操作风险管理框架,这标志着我国商业银行操作风险管理进入实质阶段。

Profiling employees online: shifting public–private boundaries in organisational life

Profiling involves the collection and use of online information about prospective and current employees to evaluate their fitness for and in the job. Workplace and legal studies suggest an expanded use of profiling and significant legal/professional implications for HRM practitioners, yet scant attention has been afforded to the boundaries of such practices. In this study, profiling is framed as a terrain on which employees and employers assert asymmetrical interests. Using survey data from large samples in Australia and the UK, the study investigates the prevalence and outcomes of profiling; the extent to which employees assert a right to privacy versus employer rights to engage in profiling; the extent to which organisations codify profiling practices; and employee responses in protecting online information. The findings contribute to a small and emerging body of evidence addressing how social media conduct at work is reconstituting and reshaping the boundaries between public and private spheres.     

Pattern mining in tourist attraction visits through association rule learning on Bluetooth tracking data: A case study of Ghent,Belgium

The rapid evolution of information and positioning technologies, and their increasing adoption in tourism management practices allows for new and challenging research avenues. This paper presents an empirical case study on the mining of association rules in tourist attraction visits, registered for 15 days by the Bluetooth tracking methodology. This way, this paper aims to be a methodological contribution to the field of spatiotemporal tourism behavior research by demonstrating the potential of ad-hoc sensing networks in the non-participatory measurement of small-scale movements. An extensive filtering procedure is followed by an exploratory analysis, analyzing the discovered associations for different visitor segments and additionally visualizing them in ‘visit pattern maps’. Despite the limited duration of the tracking period, we were able to discover interesting associations and further identified a tendency of visitors to rarely combine visits in the center with visits outside of the city center. We conclude by discussing both the potential of the employed methodology as well as its further issues.

How Safe Are the Harbors?

Abstract

With the growth of e-commerce has come the need for businesses to provide protection of personal, private data collected from internet users and consumers. The United States has favored a policy of industry self-regulation, while the European Union (EU) has responded to its consumer demands for privacy protection regulations and enforcement. Faced with the critical need for a middle ground, the US has proposed “Safe Harbor Privacy Principles” as a means of compromise with the EU. This article explores the market context of the Safe Harbor Principles, the European reaction, and the probable impact on businesses.

个人隐私权和大众知情权是一对矛盾体。媒体在新闻报道中侵犯个人隐私权的状况时有发生,但是其成因却是各种各样的。在深入讨论大众知情权对隐私权侵犯的成因后,得出公共利益、媒体利益和个人利益冲突,是造成这种现象的主要成因;并在此基础上,对如何平衡个人隐私权和大众知情权提出建设性的解决方案。     

An alternative approach to the monitoring of technological diffusion via foreign direct investment: evidence from the Greek manufacturing sector

The existing studies of foreign direct investment and the corresponding technological diffusion process that they generate, focus either on specific parameters of the production process in isolation, or they combine certain parameters to construct indices that are not consistent across studies. The present analysis proposes an alternative approach that captures the entire production process and multinational firms are viewed as the platform that transfers more advanced technologies to the host countries. As multinational firms are able to utilise more efficiently the available production process, an efficiency gap ensues between the domestically owned firms of a country and the multinational firms that operate in it. We capture and provide a measure and a monitoring mechanism of the technological diffusion process via foreign direct investment through the evolution of the efficiency gap between the two groups of firms whilst controlling for other variables that might contribute to such a gap. We apply our approach to the manufacturing sector of the Greek economy that experiences a consistent presence of foreign direct investment inflows over the time period 2001–2007.
