Progresses made in global responses to climate change shows that adaptation is gradually finding its way into development planning, yet delays are generally expected from competing priorities of several sectors, policy and knowledge challenges. To understand these dynamics, a pathway for enhanced climatic risk communication, which is a form of a non-structural adaptation, was analyzed in Ghana’s coastal zones. Two learning platforms, the Community-based Risk Screening Tool for Adaptation and Livelihoods (CRiSTAL), and U-Learning (Theory U-Process) were used to engage the state level policy-making process in governing development within coastal zones in the face of increased climatic risks and climate change impacts. Local livelihood priorities showed that a national level development planning framework that excluded local contexts of climatic risks face possible maladaptation. Subsequently the process that was engaged in the local contextualization of climatic risks and development in selected Districts culminated in the consensus framework, Coastal Zone Green Growth (CZGG), informed mostly by concerns over clean energy usage and ecologically compatible use of coastal resources. Therefore the CZGG potentially provides co-benefits for enhanced ecosystem services, livelihoods and adaptation. Thus, it constitutes a denominator for measuring climatic risks and adaptation to potentially inform the policy-making process towards sustainable coastal zone management practices. Except for the desired goals of CZGG being far reaching and futuristic, they overlapped with goals of the adaptation strategies of the local population, which are similar to development goals. Therefore communicating localized contexts of coastal climatic risks of which sea level rise is seen often as remote to planning, could strengthen risk management in integrated coastal zone management (ICZM) and enhance resilience of vulnerable communities. However, this will require the designation of a body which is accustomed to the local issues to facilitate, harmonize and coordinate multi-sector actions and diverse stakeholders’ interests for the CZGG to become a reality in contributing to ICZM in Ghana.  相似文献

While ecosystem services (ES) provided by green areas receive increased recognition, there is a shortage of knowledge on the role of blue spaces to contribute to the delivery of ES. The aim of this paper is to investigate ES provided by the urban floodplain of the Warta River in Poznań, Poland. To achieve this, we used a set of methods, including a field survey, spatial analysis, and analysis of source materials. The paper documents both the services of public interest, as well as ones that can be overlooked by the public due to their “hidden nature”. The results strengthen the idea that assessment of social and ecological benefits from urban floodplains should be conducted jointly to account for the different categories of ES. A complex exploration of the ES delivery may help to better weight the synergies and trade-offs between different management options and to tie the local needs with preservation the integrity and ecological stability of the whole river corridor.  相似文献

Environmental quality preservation and nature conservation are complex land use planning problems, involving not only environmental aspects but also socio-economic and operational factors and represent ecosystem services of fundamental importance to human well-being, for health, livelihoods and survival. The present paper proposes a Multicriteria Spatial Decision Support System (MC-SDSS) development for the assessment of the environmental quality of the river basin of the Pellice river in the Province of Turin (Italy) with the objective of increasing awareness of environmental issues in the territorial planning phase. In order to fulfill this goal, the environmental quality issues were divided into two main aspects, “naturalness” and pressures”, which represent the strengths and the weaknesses of the territory. Different criteria were considered for each theme and were integrated into composite maps by a weighted linear combination of factors resulting from a focus group with several experts in different fields. The results of this approach generated a final suitability map of the study area. The map identifies some critical zones that need mitigation measures and highlights areas with high environmental quality which require future specific monitoring procedures and valorization actions. The application was performed by means of the IDRISI software. This paper is based on an integrated approach which facilitates the comprehension of complex phenomena and aims at exploring innovative MCDA models in the field of the environmental quality preservation assessment of territorial transformation.  相似文献

Economic analysis is used to assess the costs and benefits of restoration following clearing of invasive alien trees in the floristically rich Fynbos mountainous area near Franschhoek, Western Cape of South Africa. The Groot Drakenstein, Franschhoek and Jonkershoek mountains receives more rainfall than the surrounding areas and is an important source of water for the city of Cape Town. The costs of alien invasive plant removal, gully-erosion repair and reseeding with indigenous plants are considered in a case-study cost-benefit analysis of restoration, in terms of the water and tourism benefits derived. Three different options of restoration (comprehensive, moderate, basic) were analysed under three different economic scenarios (optimistic, realistic, pessimistic) and the costs of which have been weighted up against the income derived from the supply of water and tourism. The results have shown that despite the high costs of restoration, the basic restoration option costs were out-weighed by the water and tourism benefits derived. This was also true of the moderate restoration option, when evaluated under the optimistic scenario and using an 8% discount rate, or a 3% discount rate under any scenario. However, this was not the case in the moderate restoration option when using an 8% discount rate in conjunction with the realistic and pessimistic scenarios. Neither was it the case when using a 12% discount rate, irrespective of the scenario. Under no scenario was the cost of a comprehensive restoration option outweighed by the benefits quantified, irrespective of the discount rate used. It was concluded that further restoration, in addition to the mere clearing of alien invasive plants, would be economically viable under certain assumptions and conditions.  相似文献

With the development of metropolitan regions and the appearance of urban agglomerations, cities have been more closely related. For the restricted emergency rescue resource in a single city, it has become more and more imminent for the demand of the intercity collaborative resistance to major accident, so as to improve the protection capacity of urban security. In order to find an effective intercity, emergency rescue collaborative system, this paper introduces the concept and analysis method of ecosystem theory into intercity emergency, rescue. Based on the analysis of the formation-process of emergency rescue individual, population and community: a throe-level intercity emergency rescue collaborative system is constructed according to the characteristics of dynamics and structure of intercity emergency rescue ecosystem then the collaboration mechanism of information, resource and process in the interceity emergency rescue ecosystem is also studied in this paper; so as to offer available strategy and method for the ecosystem theory applied to intercity, emergency rescue. Through the studies of intereity emergency rescue ecosystem. it illuminates that the proposed emergency system can not Only cope with the major accident more timely and effectively but also integrate the intercity information resources and emergency rescue resource and process optimization.  相似文献
