环境公共政策评估方法分析

本文基于环境税、排污权交易和环境债券三种环境公共政策工具的分析，重点诠释了环境公共政策的环境经济学评估方法、社会学评估方法和数学评估方法三大类评估方法。通过比较各种环境公共政策评估方法的适用范围及其选择原则对环境公共政策的各种评估方法进行评价。重点评价的是“直接市场法”、“市场替代法”和“条件价值评估法”三种环境价值估价方法。     

综合性、设计性IT实验教学改革与学生综合素质培养

本文针对我国高等院校理工科专业实验教学的现状,说明了进行综合性、设计性信息技术实验教学改革的意义。并以信息技术专业为例,提出了设置综合性、设计性信息技术实验,改革实验考核方法,强化毕业实习,深化实验室体制改革等一系列实验教学改革方案,培养学生的创新能力与团队精神。最后探讨了理工科专业实验教学改革的发展方向。

如何合理地、真实地量化企业内部IT用户的满意度,IT技术人员的服务响应时间的合理性,企业总体考核评定指标如何融入IT部门考核,IT项目的绩效如何进行考核等等,这些问题的解决需要一个有效的绩效评估体系.     

A portfolio approach in the e-purchasing of materials

By improving the procurement process purchasing departments are becoming more and more strategic in order to increase overall companies performances. In the last years, web-based tools have effectively supported this trend by offering to buyers useful tools in order to help their activities. Purchasing departments have now to choose the right tool for the right purchase in the right supply market; for this reason it is important for them to adopt a portfolio approach exploiting all the different solutions offered by the technology according to the different situations.In this perspective, this paper identifies four most common purchasing approaches adopted by companies, which drivers are considered to choose among these, and which level of performances companies achieve through the identified approaches.Empirical evidence is based on a survey research involving 162 US companies.     

经济全球化和企业发展战略

本文认为,经济全球化主要有四个特点:第一,以金融为核心。世界金融一体化主要表现为货币的虚拟化程度增加,各国货币之间的汇率会因其购买力的变化而产生较大波动,资本跨国流动的规模增大,速度加快,虚拟经济膨胀,世界金融市场的集成度提高。第二,以知识为基础。即以知识为基础的产业在产业结构中占主要成分,知识在生产力构成中发挥重要影响,在经济增长中起主要作用,与知识有关的成本在产品成本中占有较大的份额。第三,以信息技术为先导。信息技术缩小了空间距离,争取了时间,提高了效率。第四,以跨国公司为载体。文章提出,培养我国的跨国公司非常重要,企业在实现跨国经营的过程中要从全球的角度制定企业发展战略,从全球的角度考虑盈利模式和商业模式。     

应用信息技术提升非营利组织的持续经营能力

信息技术正在改变着非营利组织。计算机和互联网使组织以比以前更快、更有效的方式处理管理、员工和社会各界以及志愿者等方面的问题。互联网引进了强有力的新型沟通、营销和商务手段。信息技术必将使非营利组织的持续经营能力得到提高。     

Modernisation or Failure? IT Development Projects in the UK Public Sector

The notable lack of success in UK public sector IT development projects has been recently recognised in policy making circles and considerable efforts are now being made to improve the situation. However, the lessons officially being drawn from the UK public sector's IT development failures, while eminently sensible, do appear simplistic and even superficial. This paper applies permanent failure theory to the stream of IT development failures in an attempt to offer some alternatives to the official lessons.     

EXAMINATION OF A PATH MODEL RELATING INFORMATION TECHNOLOGY INFRASTRUCTURE WITH FIRM PERFORMANCE

This article draws on the resource‐based view of the firm to investigate the mechanisms through which information technology (IT) impacts firm performance. Research suggests that the relationship between IT and firm performance may be both direct and indirect. In this study, a path model is tested that proposes a firm's IT infrastructure resources as having both a direct impact on organizational performance, as well as an indirect effect that is propagated through its impact on an intermediate organizational resource, a firm's logistics information system (LIS). The results suggest that positive firm performance may be derived directly from an organization's superior IT infrastructure, as well as indirectly, through its enabling impact on LIS's. These findings contribute to our understanding of the nature of the relationship between IT and firm performance by exploring the value of IT at both the process and organizational levels.     

The role of export-driven entrepreneurship in economic development: A comparison of software exports from India, China, and Taiwan

In the puzzle of economic development, there is moderate agreement around one issue: that entrepreneurial, export-led development is likely to produce higher economic growth rates than inward-looking development. This paper begins by taking an overall look at the size and competitiveness of the economies of India, China, and Taiwan, with particular reference to the software and the information technology (IT) sectors. It then focuses on the role of software export entrepreneurship in India and Taiwan as exemplars for other sectors and for formulation of government policy. In Taiwan, successful exporters constitute a model deemed worthy for other companies to emulate. In India, whether the booming software sector will prove to be a sufficient exemplar and catalyst for change throughout the economy and government remains an open question. The paper concludes by taking a look at another related export sector—IT-enabled service exports. Throughout the various sections of the paper, government policy implications remain an important backdrop.     

项目管理技术在国家审计项目管理中的应用

项目管理方法和应用工具的不断完善和创新,使得项目管理技术日臻成熟,并大大拓展了项目管理技术方法的应用领域。国家审计项目管理和现代项目管理在理论和实务两方面都具有高度的一致性,项目管理的绝大部分技术都能在国家审计项目管理中得到应用和推广,包括审计项目的计划管理、成本管理、进度管理、风险管理、后评估等多个方面。充分借鉴项目管理技术,可以有效解决我国国家审计项目管理中存在的缺乏审计项目管理标准、项目控制流于形式、审计质量控制流程薄弱、审计风险控制能力差、审计效率低下等突出问题,促进审计工作的科学化和规范化。
