论国际金融体系改革与布雷顿森林机构重塑

论文在回顾了国际金融体系改革主要历程的基础上探讨了现存体系的核心缺陷,并对已经进入改革日程的一些议题上存在的分歧意见进行了分析。论文认为,由于发达国家和发展中国家存在着巨大的利益差异,短期内在核心内容的改革上将难以取得突破,但是在已经提上议事日程的改革领域,将有可能取得进展。20国集团对国际金融体系改革的推动是令人鼓舞的信息,中国将为推动改革做出越来越多的贡献。     

我国房产税改革对住房价格的影响分析

住房价格已成为影响我国社会居民幸福的首要因素。近日,《中共中央关于全面深化改革若干问题的决定》提出,今后将不断深化税收制度改革,完善地方税体系,逐步提高直接税比重,加快房地产税立法并适时推进改革。房产税的立法已被提上日程,本文结合新形势下上海和重庆试点房产税的改革政策及近三年来的实施效果,对我国现行房产税税制的合理性、改革的焦点及共识、房产税对住房价格的影响等理论问题进行阐述,最后提出关于房产税改革的发展方向。     

深化对社会主义经济体制改革核心问题的认识

党的十八届三中全会提出,正确处理政府和市场的关系是经济体制改革的核心问题。深化对政府和市场的关系的认识对于加快和完善社会主义市场经济体制改革,实现全面小康社会的建设具有极其重要的意义和作用。文章从三个方面谈对社会主义经济体制改革核心问题的认识:政府和市场关系是经济体制改革核心问题的原因;处理好经济体制改革核心问题的注意点;经济体制改革核心问题的提出是对社会主义市场经济理论的发展。     

林权改革过程中的林农信贷约束及其对策研究

本文首次将显性和隐性约束纳入林农信贷约束模型中,分析得出信息不对称是造成林农信贷约束的主因,而提高林农违约成本是解决信贷供求双方信息缺口最直接有效的方式.本文通过科学设置问卷的方式识别出约56％的林农有效信贷需求受到约束（包括显性和隐性约束）,正是因为林权配套改革不彻底,加之我国林业经济小而分散的特征以及信贷供给方的垄断因素等加重了信息不对称程度,导致林农信贷约束难以解除.     

深化部门预算改革初探——河南省宝丰县部门预算改革的实践与思考

部门预算是建立我国财政公共体制、强化财政支出管理、优化财政分配结构、规范财政支出行为的基础。河南省宝丰县自2005年开始实施部门预算改革以来,经过不断完善与深化,成效显著,但目前部门预算的完整性、科学性等方面依旧存在不足。本文基于宝丰县当前部门预算改革实践中存在的问题,有针对性地提出了相应对策。     

A Socio-instutionalist Critique of the 1990s' Reforms of the United Kingdom's National Health Service

This paper argues that the on-going reforms to the UK's National Health Service initiated in the 1990s represent potentially profound institutional change to the values underpinning the process of care. The market-orientation of the reforms is highlighted, and it is asserted that the theoretical rationale for this is informed by the nascent neoclassical health economics and new institutionalist literatures, which exhibit utilitarian propensities in that both stress outcomes and at best relegate process. Drawing from the seminal contribution of Thorstein Veblen, the paper argues that market-oriented reform in the UK may induce a shift from a Hippocratic ethos to a more individualistic value system.

私营企业主阶层地位及其地位相关关系的变迁受制于经济、制度诸因素的影响,其发展与地位变迁是一个与整个社会经济、制度环境互动的过程,同时也是这种互动的结果。本文主要对私营企业主阶层变迁的阶段进行了分析,并在此基础上分析私营企业的发展对于构建社会主义和谐社会的影响。     

Reforming Social Security in a Transition Economy: The Case of Lithuania

This paper points out a number of problems associated with the existing pension system in Lithuania. Reforms are proposed, including (i) a substantial increase in the basic pension benefit rate, financed on a pay-as-you-go basis, provided universally, and regulated according to wage/price indexation; (ii) a significant cut in the tax contribution rate to the public pension system matched by a rise in the VAT; (iii) a rise in the retirement age to 65 for both men and women; and (iv) a gradual conversion to a private, funded, mandatory pension system to replace the earnings-related part of the current pension system.     

国际货币体系改革——金融危机后的思考

美国次贷危机引发的全球金融危机,使现行国际货币体系—牙买加体系的缺陷进一步暴露出来:美元本位制放纵了美国的过度消费,国际资本流动缺乏监管以及不稳定的汇率体系加剧了危机蔓延。虽然对国际货币体系的改革面临美元霸权、改革成本高等方面的阻碍,但改革现行的IMF以及扩展国际救助范围,加强金融监管力度已然成为改革方向。     

Why Civil Service Reforms Fail

Tactical choices in the design and implementation of civil service reform can determine whether it succeeds or fails. Yet researchers have paid scant attention to tactical issues in recent years. This article considers three such issues: the scope of reform, the role of aid donors, and the leadership of reform. In each area it considers what sort of approach is likely to maximize the chances of success. However, the article seeks to go beyond prescribing lessons, also looking at institutional and other reasons why reformers may be impelled to make the wrong tactical choices.
