SPECTRUM LICENSING AND FLEXIBLE BEAUTY CONTEST DESIGNS

McMillan's (1995) ‘flexibility’ proposition suggests a testable hypothesis about beauty contests spectrum assignments. Such flexibility purportedly allows regulators to pursue social welfare (network deployment) goals. A separate argument is that more competitive beauty contests enhance the probability of assignment. The study concludes that regulators do indeed focus on societal (network deployment) welfare goals. Initially, consideration is given in the immediate term where licenses are awarded based on operator aftermarket commitments. Subsequently, spectrum package attributes and financial performance obligations, specified in the tender documents, come into play to support the networks spread more widely through the population in a timely manner. Finally, the econometric results suggest that more competitive beauty contests enhance the probability of assignment.     

New batch construction heuristics to optimise the performance of order picking systems

Two new batch construction heuristics called K-means Batching (KMB) and Self-organisation Map Batching (SOMB) are developed and verified by simulation experiments. Both KMB and SOMB have a preferment of superior performance in total travel distance and average picking vehicle utility, and even a conspicuous improvement in total CPU running time. Besides, this paper investigates the overall performance of order picking systems integrating storage assignment, order batching and picker routing to find the optimal policy combinations under different order types. The sensitivity analysis is performed to distinguish the relative importance of the various strategies to enhance the performance of operations management.     

Scheduling deteriorating jobs with CON/SLK due date assignment on a single machine

This paper considers the problem of scheduling deteriorating jobs and due date assignment on a single machine. The actual processing time of a job is a linear increasing function of its starting time. The problem is to determine the optimal due dates and the processing sequence simultaneously to minimize costs for earliness, due date assignment and weighted number of tardy jobs. We present polynomial-time algorithms to solve the problem in the case of two popular due date assignment methods: CON and SLK.     

我国国际保理法律机制探究

我国办理国际保理的规模尚小。国际保理业务的一些通行做法与我国国内法律环境“不兼容”是影响其发展的关键因素。笔者在探究了由我国《合同法》确立的商事债权让与制度的基础上,分析以此制度作为我国国际保理的法律规范不能完全适应保理实务和国际惯例的要求。其中对未来发生应收账款债权转让的效力、禁转约定的抗辩、隐蔽性保理在我国法律体系下所遭遇的不适及就应收账转让引起的权利冲突等问题,进行了详细的论述,并提出了相应的立法修正原则。

Ex-post incentive compatible and individually rational assignments in housing markets with interdependent values

This paper presents a model for housing markets with interdependent values. We introduce private information on the quality of a house (i.e., high or low), which is known only to the initial owner. Interdependency means that the ex-post preference of an agent depends on the private information of the other agents with regard to the quality of houses. We prove that on a domain satisfying a richness condition, the no-trade rule is the only rule that satisfies ex-post incentive compatibility and ex-post individual rationality.     

一类多车场集送货一体化问题的最优调度研究

针对江浙沪一带中小型配送中心提供集送货一体化服务增多、运营成本增加这一现象,通过建立该配送类型的车辆调度模型,然后利用分派启发式算法和改进的节约算法设计混合启发式算法来解决这一类问题。并给出算例,验证该算法的可操作性。
