In China, the planning quota, i.e., the binding target of construction land (BTCL) in land use planning for 15 years (2006–2020), was exhausted within only 7 years, which represents a very serious problem. This result not only nullifies the meaning of the plan itself but also threatens China's food and ecological security and poses great challenges to sustainable development. Here, we develop an analysis framework for local governments that break the BTCL in view of the strategic interactions of transferring newly increased construction land (NCL) among local governments and perform an empirical analysis of data on 262 prefecture-level cities from 2007 to 2016. The two main conclusions are as follows. First, adjacent local governments engage in positive strategic interactions regarding the quantity of NCL transferred. Second, positive strategic interactions regarding the quantity of NCL transferred are important reasons why local governments break the planning quota. In addition, we find that better economic development corresponds to more obvious positive strategic interactions. We also find that fiscal incentives and land misallocation play a significant role in promoting the increase in NCL, while strengthening land law enforcement can effectively constrain the increase in NCL. This paper enriches the literature on the reasons for planning failures, extending the research perspective to the level of interaction effects among local governments, and this paper provides new evidence regarding the strategic interaction among Chinese local governments. We study the value of political ties for firms experiencing enforcement actions. We find that stronger corporate political ties alleviate the negative market shocks caused by enforcement action announcements of listed firms in China, and the relationship between political ties and market reaction is more pronounced for enforcement actions that signal loss of market credibility than for enforcement actions that signal loss of political ties and in regions with greater government intervention. We further find that firms with stronger political ties experience larger increases in long-term debt after enforcement actions, suggesting that it is the investors' expectation of government support to connected firms that mitigates the negative market reaction. 相似文献

A principal acquires information about a shock and then discloses it to an agent. After the disclosure, the principal and agent each decide whether to take costly preparatory actions that yield mutual benefits but only when the shock strikes. The principal maximizes his expected payoff by ex ante committing to the quality of his information, and the disclosure rule. We show that even when the acquisition of perfect information is costless, the principal may optimally acquire imperfect information when his own action eliminates the agent's incentive to take action against the risk. 相似文献

The quarantine and disruption of non-essential activities as measure to contain the COVID-19 pandemic has negatively affected all economies around the World. This has had a deeper impact on small and medium enterprises (SMEs) in emerging economies because they have very limited resources and vulnerable supply chain and business-to-business/business-to-clients relationships. In this context, it is expected that after the pandemic many of these enterprises will disappear as the “new normality” will require changes in business and infrastructure management. To reduce this risk, innovation is identified as a key aspect of business recovery in the ongoing and post-COVID-19 pandemic period. This work presents a multidisciplinary methodological approach to guide these enterprises to innovate their products for new markets and making a better use of their limited available resources. As an example of this approach, the research-supported development of a new product for a family-owned SME was performed in a zone with high COVID-19 risk. The results provide insight regarding innovation as a survival tool for SMEs during and after the COVID-19 contingency, and the use of digital resources is identified as the main facilitator for networking and research-based design of innovative products within the “social distance” context. 相似文献

We consider how equity holders’ bargaining power during financial distress influences the interactions between financing and investment decisions when the firm faces the upper limit of debt issuance. We obtain four results. First, weaker equity holders’ bargaining power is more likely that the firm is financially constrained. Second, the investment quantity is independent of equity holders’ bargaining power. Third, the constrained credit spreads are increasing with equity holders’ bargaining power, contrary to the unconstrained ones. Fourth, higher volatility and weaker equity holders’ bargaining power are likely that the firm prefers to issue debt with renegotiation, compared with debt without renegotiation. 相似文献

Resource based theory (RBT) has become increasingly popular in operations management research. The development and current application of RBT to the study and understanding of operations management problems and phenomena are reviewed and articles in the recent six plus years across nine journals are evaluated. Based on this review and evaluation, we identify several issues in the overall research and highlight some exemplary research themes in the use of RBT in operations management. Research in this special issue converges around important HRM challenges that will shape the direction of academic research in the future. We argue that the nature of these challenges, such as balancing global and local HRM approaches, focusing on people while aiming at performance and, in general, managing in a hybrid cultural and economic system, requires reframing strategic HR in terms of social contract theories. Such theories consider multiple stakeholders and focus research on the employment relationship as unit of analysis, which fits well with the pre-eminence of person-centred management over merely profit-centred goals.
