关于国家大安全观与小康安全建设思路的探讨

全面小康社会并非仅仅是一个富裕程度的概念，还是一个生产力水平、国际竞争力的概念。全面建设小康社会，追求的是物质、精神、生态、安全文明的共同发展。所以。衡量小康社会的标准除了经济指标外，还必须包括关乎国计民生的社会人文指标。     

大户与散户在证券市场的博弈

通过对Laffon的模型进行了改进，将散户的效用函数改成了常系数绝对风险厌恶的负指数形式。Laffon的结论为：当θ1,θ2相距不远时，大户与散户都偏好混同均衡。而改进后的模型却找到了θ1,θ2的距离在一个具体的范围内，大户与散户才都偏好混同均衡。     

基于大数据的计算机网络信息安全防护措施

大数据是基于云计算技术开发的一种集成技术,可以通过分析、计算和处理大量数据信息来实现这些数据的价值。然而,随着大数据时代的到来,现有的计算机网络面临着新的挑战,特别是网络安全问题逐渐浮现,计算机网络带来的安全隐患导致用户个人的隐私受到了威胁,所以有必要加强网络信息安全工作的部署,以尽早遏制这些安全风险,并确保计算机网络的安全运行。     

普惠型医疗保险发展:实践困境与优化方向

近年来,普惠型医疗保险成为多层次医疗保障体系发展的一大热点。文章首先介绍了中国普惠型医疗保险的发展现状及主要特点,其次通过对国内部分保险公司线上及线下调研,发现当前普惠型医疗保险发展面临配套法律法规有待健全、市场认可度普遍偏低、可持续经营能力不强、保险效果低水平重复、相关主体联动不足等困境。进一步分析美国、英国、德国、新加坡相关经验,提出具体的优化路径:以优化顶层设计为立足点,提高保险规制水平;以强化市场环境建设为切入点,提升市场认可度;以优化运行模式为突破点,激发保险生命力;以设计差异化产品为关键点,强化保险增补性;以建立联通机制为动力点,提高相关主体协同度。     

Does the social security fund help non-financial enterprises to transform from the virtual to the real?

At its 19th National Congress, the Communist Party of China vowed to “strengthen the financial sector’s ability to serve the real economy.” However, many studies provide evidence of the opposite trend, a problematic “transition from the real to the virtual,” among Chinese enterprises. Meanwhile, the investment efficiency of China’s Social Security Fund (SSF), a public fund, attracts much attention. In this context, we use A-share listed companies in China from 2009 to 2018 to study the relationship between holding by the SSF and enterprise financialization. We find that SSF holding significantly inhibits financialization and that this effect is non-linear. Mechanism analysis indicates that SSF holding suppresses enterprises’ financialization mainly by improving their governance. Moreover, SSF holding more strongly inhibits small-scale (vs. large-scale), state-owned (vs. non-state-owned), and non-eastern (vs. eastern) enterprises in China. Furthermore, SSF holding can alleviate corporate value impairment caused by financialization. The conclusions enrich theoretical research and provide empirical evidence that may help regulatory authorities to guide investment by enterprises and prevent financial risks.     

发展电子商务面临的问题与障碍分析

针对目前电子商务发展过程中出现的问题,笔者提出了要用科学的发展观对待和解决信息时代出现的网络经济新问题。在对我国电子商务发展现状以及问题与障碍进行详细分析的基础上,提出了解决问题的对策与思路。     

开放资本市场与国家金融安全

要成为一个经济强国，其资本市场一定要开放。资本市场一开放，将对该国的金融安全产生威胁。资本市场开放使国家减弱了对汇率、利率的调节能力。我国的国民经济高速发展，国际收支状况良好，人民币汇率稳定，证券市场有了一定的发展，因此具有一定的抗冲击能力。但目前，我国在资本市场抗冲击能力上仍存在不少问题。要提高资本市场抗冲击能力，就要选择有限制的直接开放模式。     

生态安全对城市生态系统的影响

生态安全是实现城市可持续发展的必要保障。本文通过对水资源安全、环境安全、物种安全、生物入侵这四个当前主要城市生态安全问题进行讨论,分析了它们对城市生态系统服务功能的影响,并相应提出了解决对策。     

Land conservation and tenure security in Kenya: Boserup's hypothesis revisited

Land conservation technologies used by farmers are known to play an important role in improving farm incomes and household welfare in the long run. For this reason substantial investments have been made in research to improve agricultural technologies in various parts of the world, from the development of new crop varieties to new practices of land management. This paper explores the impact of land rights among other factors on adoption of soil and water conservation practices. The study further tests for Boserup's hypothesis (correlation between population density, land conservation and property rights) using panel survey data collected from farming households. The key findings of the paper are that property right regimes and population density affect both the decision to conserve land as well as the type of conservation practices used by farmers. The results further suggest a positive correlation between land tenure security and population density, thus supporting Boserup's hypothesis. The findings call for pursuit of both short-term and long-term policy measures that offer incentives for land conservation through government initiatives and participation of local communities.     

关于我国财政政策导向调整的研究

近年来我国实施的积极财政政策确实在很大程度上促进了经济和社会的发展。但是随着经济市场化程度的不断提高和经济环境的变化，这种积极财政政策也表现出诸多的不适应性。因此应适时调整财政政策导向以适应经济和社会发展的新要求。拟从我国近年来实施的积极财政政策的成效分析出发，阐述了当前调整财政政策导向的必然性，并提出了今后我国财政政策的调整方向。
