On the design of ＂carbon neutral＂ mode for the Beijing 2008 Olympic Games

＂Green Olympics＂ is one of the three main ideas for the Beijing 2008 Olympics. ＂carbon neutral＂, an environmental protection movement targeted at the reduction of CO2 emission, has gradually become a standard for sustainable development. In this paper, in-depth analysis is conducted on both the idea of ＂Green Olympics＂ and ＂carbon neutral＂, a strategic plan of combining the ideas of Beijing ＂Green Olympics＂ and ＂carbon neutral＂ is designed, and suggestions on technical and economic public policies are put forward for the ＂carbon neutral＂ plan of the Beijing 2008 Green Olympics.     

化解乡村债务 提升乡村组织运行质量——盐城市乡村债务情况的调查与思考

自20世纪90年代以来，越来越多的乡村组织入不敷出，陷入了沉重的债务泥潭。为了应付债务问题，许多乡村组织开始减少农村公共品供应，并增加了对农民的税费征收。本文从盐城市乡村债务的基本现状入手，分析了乡村债务形成的原因和危害，同时提出了治理债务的一些政策建议。     

石化电子商务的现状与发展建议

国外石油化工电子商务的发展经历了发布信息、交易和服务三个阶段，电子商务的发展目前还不会完全取代传统的商务模式，但互联网将对全球市场产生重要影响。中国石化电子商务的发展很快，但还存在一些问题。为此，提出了石油化工企业实施电子商务的几点措施和建议。     

Painless disinflation? Monetary policy rules in Hungary, 1991‐99

We estimate a small structural model for inflation, the output gap, the domestic interest rate and the exchange rate for Hungary during the period of the transition (1991-99). The transmission of monetary policy impulses to macro variables is characterized in a similar fashion to that of advanced open industrial countries. In particular, in the context of our rational expectations, forward-looking model, the interest rate channel on aggregate demand and the exchange rate channel work together as parts of the same disinflation policy. We draw several conclusions on understanding and modeling the effects of monetary policy, and also on the desirable design of policy rules during the process of disinflation.

水资源的供需矛盾日益尖锐，已成为制约哈尔滨市国民经济和社会发展的重要因素之一，因此，水资源的可持续利用就显得尤为重要。本文着重从各产业部门间的分配入手，研究了哈尔滨市水资源的配置情况，并提出了几点建议。     

我国银行业有效监管的瓶颈与对策——以"中国银行监督管理委员会"为视角的分析

中国银监会的成立是我国金融监管机制步向专业化与法治化的一个重要举措.然而,从目前央行与银监会的实际职能来考察,这种分设的模式并没有使中国的银行业监管走向专业性、高效率性与更有效性,也没有真正解决央行原有的双重角色冲突问题,只是使原有的内部冲突外部化;同时,由于银监会的弱势,中国银行业监管的有效性正潜伏着可能失灵的危机.     

Selective Response to Questions on Delinquency*

In the German General Survey 2000 (ALLBUS), the so-called ‘Sealed Envelope Technique’ (SET), was utilized to obtain data on an individuals’ self-admitted delinquency. The focus of this article is to discover, particularly, the reason respondents refused to fill in this confidential questionnaire in spite of the guaranteed anonymity. From a theoretical perspective of subjective expected utility, the assumption is that respondents are interested in maximizing benefits and avoiding social costs in the interview situation. Consequently, responses provided are optimal realizations of the respondents’ interest. Furthermore, the respondents’ intellectual capacity in understanding the questions, the SET applied, the interviewer characteristics, and aspects of the interview situation, were presumably responsible for refusals on sensitive questions. The ALLBUS 2000 data confirm these hypotheses. The selectivity of self-reported delinquency on matters concerning fare avoidance and tax evasion also resulted in biased model estimators of determinants regarding anticipated future delinquency. Mail survey is one supported view on improving data quality in self-admitted acts of delinquency. However, before firm conclusions can be drawn, more empirical data is needed on the processes and mechanisms involved in a respondents refusal to answer questions on delinquency. * An empirical assessment on the effectiveness of the ‘Sealed Envelope Technique’ for self-admitted delinquency through the utilization of the German General Social Survey 2000 data.
