通过我国工业企业统计数据分析宏观经济的两个方面,提出宏观经济发展速度和宏观经济政策稳定性在政府补贴政策对企业生存发展影响的调节作用方面的理论假设,并利用生存分析方法对理论假设进行实证检验。理论和实证研究表明,政府补贴更愿意在宏观经济增长速度低的时期实施,但在宏观经济高速增长时期,政府补贴对企业生存概率的提升作用要明显高于低速增长时期。宏观经济政策不稳定性企业获得政府补贴的概率较大,并且在宏观经济政策不稳定时期加大企业的补贴力度相比政策稳定期能够更明显地促进企业的生存发展。 相似文献

Harmonization of the instruments used in environmental policy has beenconsidered necessary to guarantee fair competition in internationalmarkets. We examine the economic costs of harmonizing paper recyclingstandards in countries where the urgency of the waste disposal problemsdiffer. Using data of seven European countries we estimate thetechnologically feasible input combinations of pulp and waste paper forpaper production. Short-term effects of two environmental policy measures,minimum content requirement and utilization rate target, are analyzed. Bytranslating the two administrative instruments into taxes and subsidies, weshow that the shadow costs of the harmonization vary considerably betweencountries. The difference in the domestic availability of waste may explainthe variation, and a modification of the policy measures to incorporate thisaspect is suggested. 相似文献

Using an Indirect Production Frontier (IPF), this article examines technical inefficiency within a latent class framework while simultaneously accounting for allocative distortions from operating and capital subsidies. It identifies two latent classes of US public transit systems, one characterized by economies of scale with 16.61% technical inefficiency and the other by diseconomies of scale with 14.16% technical inefficiency. It decomposes technical inefficiency among some of its sources and finds that the incentive tier of federal operating subsidies, regulations regarding years of vehicle use, subsidy-induced allocative distortion from labour overuse relative to capital negatively influence technical inefficiency in all transit systems. For the Latent Class 1 transit systems, the sources of lower technical inefficiency are operating speed, purchased transportation and years-of-vehicle-use regulation. For the Latent Class 2 transit systems, these sources are subsidy-induced capital-labour allocative distortion and the incentive tier component of the federal formula grant. 相似文献

The development and diffusion of clean technologies has an important role to play in preventing pollution. Government must address the issue of how firms can be given the necessary incentive to develop environmentally sound production techniques and products. This paper focus on how subsidies can — under certain restrictive conditions — stimulate innovation. Subsidization is usually assumed to involve unit subsidies for pollution reduction. Unit subsidies have little to do with the subsidy schemes in actual use. Our focus is on subsidy schemes specifically designed to promote the development of clean technologies through the use of grants/financial aid. Based on data from the development projects initiated through The Danish Clean Technology Programme we analyze how environmental innovations take place when the polluters, their suppliers and consultants are actively engaged in the development processes. The main merit of subsidy schemes like the Danish one is its direct focus on the innovation processes and the active incorporation of the network of firms surrounding the polluters. Our findings lead us to conclude that when it comes to subsidization, the role of government should be redefined. Government can act as a matchmaker by providing firms with informative incentives and necessary contacts for finding more efficient technological solutions to specific environmental problems. 相似文献

Agricultural producer service is an indispensable link in promoting agricultural modernization in developing countries, while agricultural pollution has become the largest source of pollution in many developing countries. Given that agricultural pollution is different from industrial pollution due to its endogenous characteristics, we linked agricultural pollution with the human capital level of labor and propose an endogenous model that reflects the agricultural pollution path, which is different from the traditional path. We studied the effects of government price subsidy, interest subsidy, and wage subsidy to agricultural producer service on agricultural pollution and other economic indicators by constructing a three-sector general equilibrium model including agricultural producer service. We found that the rise of price subsidy for the agricultural producer service and the wage subsidy of the agricultural producer service sector would increase the output of agricultural sector and reduce the output of agricultural producer service under certain conditions, but aggravate agricultural pollution; at the same time, the rise of interest subsidy of the agricultural producer service sector would decrease the output of the agricultural sector, enhance the output of agricultural producer service conditionally, and decrease agricultural pollution. This paper assesses the competitiveness of organic and conventional dairy farms under different milk market and organic farming policy scenarios. We use a DEA-based model to estimate for each policy scenario the sample farms’ profit potential in both technologies. The model enables identification of a farm’s optimal technology based on its input–output observations. The empirical analysis is based on the annual accounts of 1300 Bavarian dairy farms. Results indicate that approximately 69% (78%) of the organic (conventional) farms have chosen their optimal farming system. The remaining organic (conventional) farmers could increase their profit on average by roughly 6% (10%) by switching to the other technology. Abolishment of the EU milk quota results in a considerable decline in the number of sample farms for which organic farming is the optimal technology, suggesting that, ceteris paribus, organic dairy farms may lose competitive advantage with the deregulation of the EU’s milk market regime in 2015. Organic maintenance payments more than double the number of farms with a higher earning potential in organic farming, but their effectiveness could decline when the milk quota is abolished. 相似文献
