The paper outlines EU policy on bioenergy, including biofuels, in the context of its policy initiatives to promote renewable energy to combat greenhouse gas emissions and climate change. The EU’s Member States are responsible for implementing EU policy: thus, the UK’s Renewables Obligation on electricity suppliers and its Renewable Transport Fuel Obligation and road‐fuel tax rebates are examined. It is unlikely that EU policy is in conflict with the WTO Agreement on Agriculture or that on Subsidies and Countervailing Measures, but its provisions on environmental sustainability criteria could be problematic. 相似文献

Distance functions are increasingly being augmented, with environmental goods treated as conventional outputs. A common approach to evaluate the opportunity cost of providing an environmental good is the exploitation of the distance function's dual relationship to the value function. This implies that the opportunity cost is assumed to be non‐negative. This approach also requires a convex technology set. Focusing on crop diversification for a balanced sample of 44 cereal farms in the East of England for the years 2007–2013, this paper develops a novel opportunity cost measure that does not depend on these strong assumptions. We find that the opportunity cost of crop diversification is negative for most farms. 相似文献

Due to their diversity and voluntariness, agri-environmental measures (AEMs) are among the Common Agricultural Policy instruments that are most difficult to assess. We provide an EU-wide analysis of AEM adoption and farm’s total AEM support over total Utilised Agricultural Area using a Heckman sample selection approach and single farm data. Our analysis covers 22 Member States over the 2000–2009 period, assesses the entire portfolio of AEMs and focuses on the relationship between AEM participation and farming system. Results show that participation in AEMs is more likely in less intensive production systems, where, however, per committed hectare AEM premiums tend to be lower. Member States group into three categories: high/low intensity farming systems with low/high AEM enrollment rates, respectively, and large high diversity countries with medium AEM enrollment rates. 相似文献

This paper is an attempt to apply the Driving forces–Pressures–State–Impact–Responses (DPSIR) framework to identify the issues of pollinator loss. The linkages between the significant pressures on insect pollinators, their underlying socio-economic driving forces and responses, with the focus on Europe, are addressed in the study. A review of literature revealed the shortage of empirical studies that prove direct links between policy responses and specific pressures on the pollinators. Based on written evidence and expert judgement, land use practices and the use of agrochemicals were regarded as the most significant pressures on different functional groups of pollinators. As demonstrated in the study, agricultural and rural development policy has been the key driving force of these pressures. The application of the DPSIR framework proved to be useful in identifying the pathway of human pressures on pollinators. The study also concludes that there is further need for specific empirical research on the effects and effectiveness of the Common Agricultural Policy (CAP) measures (agri-environment measures in particular) to support farming practices that facilitate the protection of the environment and the prevention of pollinator loss. 相似文献

In the EU dairy sector, given the remaining high protective tariffs and the quota system, the main factor that drives dairy product market prices is the demand. This paper evaluates the development of demand in the EU and presents estimates of consumption trends and forecasts for the future as well as estimates of elasticity with respect to prices and income in two major EU consumer countries: France and Italy. We use two methods to estimate the development of demand for dairy products, one based on a multi-stage demand system and another based on a single trend equation. The two methods generally lead to the same qualitative results but trend projections are larger using the demand system approach which is based on a shorter data period. This difference is thus partly explained by the fact that high trend projections are not sustainable over a long period. The results show a decreasing consumption of butter and fluid milk and an overall growth in protein and fat consumption. Nevertheless, the increase in fat consumption should be more moderate than the consumption of protein. The results also show that the demand for dairy products is relatively price inelastic but is more sensitive to changes in income (especially for butter and cheese categories). As shown by the use of a partial equilibrium model of dairy markets, the likely impact of the CAP reform strongly depends on the development of demand for dairy products in the EU. More research effort on demand analysis is therefore crucial in order to assess the impact of reforms or trade negotiations more accurately and effectively. 相似文献

The empirical literature suggests that farmland prices and rents capitalise agricultural subsidies and that the 2003 reform of the EU Common Agricultural Policy, which decoupled subsidies from production and attached them to land, may have increased the extent of the phenomenon. Employing a farm‐level dataset, the Farm Accountancy Data Network (FADN) for Italy, we investigate this issue while accounting for selectivity, endogeneity and unobserved individual heterogeneity. To understand the impact of the reform we compare the estimates of capitalisation rate for decoupled payments with those for coupled payments. After correcting for unobserved individual heterogeneity and selectivity, our results reveal no capitalisation of coupled payments and only limited capitalisation of decoupled area payments into farmland rents in Italy. 相似文献

This study presents the updated version of the recently published LANDUM model [Land Use Policy 48, 38–50 (2015)]. LANDUM is integrated into the 100 m resolution RUSLE-based pan-European soil erosion risk modelling platform of the European Commission. It estimates the effects of local land use and management practices on the magnitude of soil erosion across each NUTS2 region of the European Union. This is done based on a spatially explicit estimation of the so-called cover-management factor of (R)USLE family models which is also known as C-factor. In this updated version, the data on soil conservation measures (i.e., reduced tillage, cover crops and plant residues) reported in the latest EU Farm Structure Survey (2016) were integrated and elaborated in LANDUM in order to estimate the changes of the C-factor in Europe between 2010 and 2016. For 2016, a C-factor of 0.2316 for the arable land of the 28 Member States of the European Union was estimated. This implies an overall decrease of C-factor of ca. -0.84 % compared to the 2010 survey. The change in C-factor from 2010 to 2016 could be an indication for the effectiveness of Common Agricultural Policy (CAP) soil conservation measures in reducing soil erosion in Europe, especially key CAP policies such as Good Agricultural and Environmental Conditions and Greening. 相似文献

As central policies for biodiversity conservation in agricultural landscapes in the European Union (EU), the Habitats Directive and Agri-environmental programmes (AEP) have largely failed to halt biodiversity loss. In response, the German federal state of Saxony combined the instrument of management plans with AEPs to support the implementation of the Habitat Directive. In this study, we investigate the determinants of a farmers’ decisions to adjust their farming practices. Our data set consists of a quantitative survey with 131 farmers conducted between 2004 and 2011, complemented by implementation data from 333 grassland-plots. Determinants of farmers’ decisions to conserve grassland were estimated using a multinomial logit model. Our results show that a combination of management plans and AEPs can increase farmers’ disposition to adopt nature conservation measures. As central determinants, structural and location factors as well as the complementary provisiion of specifically designed AEPs increase farmers’ willingness to adopt conservation practices for grassland management. It can be concluded that additional costs are a major barrier to farmers’ adoption, particularly to those farms directing their farm management towards the optimisation of productivity and profitability . The findings highlight the complementary potential of integrated policy packages to incentivise specific measures of nature conservation within the framework of the Habitats Directive. 相似文献
