Most studies concerned with measuring the rate of return to publicly‐funded agricultural R&D investment have found high returns, suggesting under‐investment, and calls for increased expenditure have been common. However, the evaluation of returns tends to measure the effect of research expenditure against growth in total factor productivity (TFP), based on market inputs and outputs. When compared against growing public unease over the environmental effects of pursuing agricultural productivity growth, TFP indices become a misleading measure of growth. This paper integrates some non‐market components into the TFP index. The costs of two specific externalities of agricultural production, namely fertiliser and pesticide pollution, are integrated in a TFP index constructed for the period 1948–1995. This adjusted, or ‘social’, TFP index is measured against UK public R&D expenditures. The rates of return to agricultural R&D are reduced by using the ‘social’ as opposed to the traditional TFP index. Whilst both remain at justifiable levels, previous studies appear to have over‐estimated the effect of agricultural R&D expenditures. Furthermore, with changes in policy towards more socially acceptable but non‐productivity enhancing outcomes, such as animal welfare, rural diversification and organic farming, the future framework for analysing returns to agricultural R&D should not be so dependent on productivity growth as an indicator of research effectiveness. 相似文献

This study identifies and examines sources of network externalities that influence MNCs to agglomerate their foreign operations in specific regions. Using data for Korean firms that invested in China, this study found that network externalities were sensitive to the types of firms constituting a regional network. It also found stronger network externalities within firms than across firms, from firms of the same nationality than from those of different nationalities, and from firms in the same industry than from those of different industries. As we defined the types of firms more precisely, distinctive curvilinear relationships between network externalities and the likelihood of co‐location emerged. The environmental impacts on an economy is studied over time using endogenous growth theory. Externalities from the environment
on production are central in the analysis, and we examine whether an optimal path realizes more rapid economic growth. The
paper focuses mainly on developing countries, where production is largely influenced by the environmental quality. The result
of the analysis indicates that the economic growth rate may not depend on the internalization of the environmental externality,
but rather on the internalization of the human capital externality. The level of economic activity, however, generally seems

A welfare framework for the analysis of the spatial dimensions of sustainability is developed. It covers agglomeration effects,
interregional trade, negative environmental externalities, and various land use categories. The model is used to compare rankings
of spatial configurations according to evaluations based on social welfare and ecological footprint indicators. Five spatial
configurations are considered for this purpose. The exercise is operationalized with the help of a two-region model of the
economy, that is, in line with the ‘new economic geography.’ By generating a number of numerical ‘counter-examples,’ it is
shown that the footprint method is inconsistent with an approach aimed at maximum social welfare. Unless environmental externalities
are such a large problem that they overwhelm all other components of economic well-being, a ‘spatial welfare economic’ approach
delivers totally different rankings of alternative land use configurations than the ecological footprint.

The pro- and anti-competitive implications of technical compatibility standards are introduced in general terms and then applied to current issues in telecommunications policy. The demand and supply for standards under regulated monopoly and the transition to deregulation and competitive entry create a tradeoff between the traditional goal of achieving positive externalities from interconnection and the alternative goal of providing enhanced service offerings that may involve sacrificing universal connectivity. We argue that this tradeoff has affected the utilization of data communication networks in the U.S. and Europe. In addition, we identify problems of competing interests that complicate the European approach to standards “harmonization” in the case of telecommunications. We conclude by noting that the nature of standards and standard-setting process can have marked effects on the incentives to conduct private research and development. 相似文献

This paper aims to specify factors promoting the 3G mobile in Japan. The factors are represented by value-added services such as FeliCa, which enables e-payment, data roaming services, and full music downloads. Panel data from the three main carriers, which occupy over 90% of the Japanese mobile market, is utilized. In order to control network effects as well as the endogeneity of variables, the Arellano–Bond dynamic panel estimation is adopted. As a result, the launch of the iPhone 3G, FeliCa, data roaming, full music downloads, and the flat rate are revealed to have affected the diffusion of the 3G mobile in Japan. The results, reflecting the importance of value-added services, can be applied not only to the next generation mobile development, but also to the promotion of 3G networks in other countries. 相似文献

Renewable energy is worldwide seen as a key element necessary to address climate change. However, finding socially acceptable locations for renewable energy facilities and the accompanying infrastructure increasingly often faces fierce opposition. This paper quantifies the landscape externalities of renewable energies employing a choice experiment. In addition, it is investigated how accounting for non-compensatory choice behavior, i.e. attribute cut-offs, affects welfare measures and subsequently policy recommendations. The empirical application is Germany where we conducted a nationwide survey on the development of renewable energies. We first show that cut-off elicitation questions prior to the choice experiment at least partially influence preferences. We further find that most participants state cut-off levels for attributes. Many are, however, at the same time willing to violate the self-imposed thresholds when choosing among the alternatives. To account for this effect, stated cut-offs are incorporated into a mixed logit model following the soft cut-off approach. Model results indicate substantial taste heterogeneity in preferences and in the use of cutoffs. Also, welfare estimates are substantially affected. We conclude that welfare changes from renewable energy development could be strongly underestimated when cut-offs are ignored. 相似文献

‘Market failure’ is frequently offered as a justification for government intervention in the economy. Proponents of interventions can point to almost limitless examples of markets which do not meet all the criteria for Pareto optimality and argue that government taxation, subsidies or regulation can perfect them, maximising social welfare. But comparing market outcomes with an unattainable and unidentifiable ideal is not useful in a world of imperfect knowledge and government failure. It is better to compare market outcomes against realistic alternatives. Furthermore, even within the market failure paradigm, concepts such as ‘public goods’ and ‘negative externalities’ are routinely misunderstood and inconsistently applied. We examine how mandatory disclosure of corporate social responsibility (CSR) impacts firm performance and social externalities. Our analysis exploits China's 2008 mandate requiring firms to disclose CSR activities, using a difference-in-differences design. Although the mandate does not require firms to spend on CSR, we find that mandatory CSR reporting firms experience a decrease in profitability subsequent to the mandate. In addition, the cities most impacted by the disclosure mandate experience a decrease in their industrial wastewater and SO2 emission levels. These findings suggest that mandatory CSR disclosure alters firm behavior and generates positive externalities at the expense of shareholders. 相似文献
