Technology forcing is a strategy where a regulator specifies a standard that cannot be met with existing technology, or at least not at an acceptable cost. Using the 1970 U.S. Clean Air Act for controlling automobile emissions as a baseline example, we demonstrate the importance of the regulatory implementation process if regulations are to foster technological change. The 1970 legislation required steep emissions reductions for new 1975 and 1976 automobiles, which presented automakers with major technical and economic challenges. Nevertheless, the U.S. Environmental Protection Agency successfully forced the adoption of two marquee control technologies—the catalytic converter in 1975 and the three-way catalyst in 1981. We focus on three factors critical to the implementation process: agency credibility to enforce standards, competitive pressures to drive industry research and development, and uncertainty about technological development.  相似文献

This article investigates the elasticity of different technology choices to energy efficiency and chemical oxygen demand/ammonia nitrogen emission reducing efficiency among 38 industries in China from 2008 to 2011. With data envelopment analysis, total-factor productivity growth, the common measure of technical progress, is divided into different parts: technical efficiency relative to the frontier, technology change and scale efficiency, which are regarded as three different choices of technological progress. For various industries, technology elasticity is quite different and the importance of different technical choices is diverse in the improvement of efficiency on energy saving and emission reduction. Policymakers could focus on the elasticity of different technical progress choices in various industries to improve energy and emission reduction efficiency.  相似文献

East Asian development experience provides the basis for understanding which are the essential elements of effective technology strategy and policy, those that are required for the efficacious development of countries that have not yet embarked on a path of sustained modernization. Globalization has had a profound impact on development, enabling countries that could exploit its propelling forces to pursue a potent strategy of export-led economic and technological development. The policies needed to sustain this strategy are those required to foster institutions that permit effective commerce among economic agents, those necessary to generate the rapid accumulation of human and physical capital, and those essential to ensure that resources are allocated in accord with the economy's dynamic comparative advantage. Of crucial importance among the latter are effectively implemented policies of selective intervention designed to develop infant industries and to foster their fast-paced achievement of international competitiveness through rapid attainment of the requisite technological capabilities.  相似文献

National investment in technological activity is commonly justifiedin terms of the positive impacts upon productivity, internationalcompetitiveness and related aspects of national economic performance.This premise has found a supportive theoretical framework inthe new technology and growth models. Based on extended technology-gapmodels, this study examines cross-country empirical evidenceon the relationship between technology-intensive trade performance(as a proxy for technological output) and per capita economicperformance, utilising 1978 to 1992 data for around 45 nations.The results provide some support for a positive relationshipbetween trade performance and economic returns. However, theweak and often inconsistent results suggest that the unconditionalpursuit of technology-intensive trade improvements may not necessarilyhave the expected net benefits.  相似文献

The paper investigates empirically the decision of firms to adopt ‘Advanced Manufacturing Technologies’ (AMT) based on a comprehensive specification of a ‘rank model’ of technology adoption using firm-level data for Swiss manufacturing. The explanatory variables include numerous dimensions of (anticipated) benefits from and costs of technology adoption allowing for uncertainty as well as for information and adjustment costs. Moreover, the effect of complementarities between various functional groups of AMT (design, fabrication, communication, etc.) as well as of learning from the use of previous technology vintages within such functional groups is analyzed, Finally, the size-dependence of the adoption decision is studied in detail. The model yields a quite robust pattern of explanation across estimates with different adoption variables (time period of introduction of AMT, intensity of use of AMT, etc.) with plausible differences of the results based on the alternative adoption measures used.  相似文献

This paper illustrates a model accounting curriculum developed to meet the needs of future accounting professionals. In addition, it offers a process for encouraging change in accounting curricula and discussion concerning teaching, pedagogy, and curriculum development.
