天津市华明镇土地开发整理模式研究

天津市华明镇通过＂宅基地换房＂土地开发整理新模式在为中心城市提供了大量城市建设用地的同时,又提供了促进农村城镇化的建设资金。利用案例分析方法,对华明镇宅基地换房背景分析,分析了华明镇模式在农用土地流转、征地补偿、土地集约利用、产业结构优化、城镇规划以及城乡一体化等方面的现实和理论意义,研究认为华明镇模式是目前解决大城市地区农村城市化面临的土地和资金问题可供选择的模式之一。

Summary

Once again the planning system of England and Wales is being reviewed. This paper considers criticisms of development plans, and proposals for changes, including those of the Department of the Environment (DoE) and Welsh Office in the consultation paper, "The Future of Development Plans: a Consultation Paper”, September 1986, with some of the reactions to it, and also The Nuffield Foundation report, "Town and Country Planning”, 1986. A focus of this critique is the effectiveness of development plans, in particular regarding the questions of implementation and resources. It is concluded that it is the co‐ordination of the provision of public resources, which are needed to implement plans and policies, that requires the attention of the Government, with adequate national and regional planning guidelines, rather than the abolition of Structure Plans.

县级城镇经济区的划分可为城乡统筹发展提供决策依据。本文通过构建中心城镇综合实力评价指标体系,运用主成分分析法测算各中心城镇中心性强度,基于城市扩展断裂点理论,利用加权Voronoi图生态各中心城镇综合影响力范围,并依据各中心城镇综合影响力划分各经济区。     

Understanding the microenterprise sector to design a tailor-made microfinance policy for Cape Verde

Two of the central challenges faced by Cape Verde at the present are the high level of unemployment and the increasing proportion of the population living in (relative) poverty. Microenterprise development can be an effective means of addressing both problems in a developing country like Cape Verde, where microenterprises account for about 50% of employment. In this paper we provide a detailed profile of Cape Verdean microenterprises and microentrepreneurs and investigate the relationship between their characteristics and the resort to outside seed capital. We find a cluster of factors—the microentrepreneur’s age, gender, level of education and reason for being self-employed—which influence significantly the probability of being in need for external start-up capital. The policy implications of these findings for the design of a specific microfinance program for Cape Verde are discussed.

Migrants' Home Town Associations and Local Development in Mali

We explore the impact of migrants' Home Town Associations (HTAs) on the provision of public goods in Mali. We combine an original dataset on all the HTAs created by Malian migrants in France from 1981 with census data on public goods in all Malian villages since 1976, and we run double‐difference estimations to compare villages with and without an HTA, before and after the creation of the HTAs. We find robust evidence that the provision of schools, health centers, and, to a lesser extent, water amenities has increased significantly faster in villages targeted by an HTA between 1987 and 2009 than in control villages.     

核心企业主导型创业生态系统构成与运行机制:以杭州云栖小镇为例

创业生态系统研究逐渐得到学术界重视，但缺乏基于类型学角度的具体探讨，一直处于抽象层面，这一研究现状不利于理论建构。聚焦核心企业主导型创业生态系统构成、核心企业在创业生态系统运行过程中的主导作用，实证研究国内创业生态系统运行机制，以杭州云栖小镇为案例的研究显示：①核心企业基于自身核心能力及网络中心位置，联合各类主体搭建价值网络体系，通过市场化的网络治理机制与跨界开放式创新，协调多主体在创业生态系统不同阶段、不同层次的复杂交互关系，服务于系统中创业企业发展；②在核心企业主导型创业生态系统平台搭建期，通过创业支持机制发挥主导作用。在组织运行期通过资源承诺机制、全链条孵化机制与网络嵌套机制发挥主导作用。在协同获取期，通过资源共享机制、企业协同机制发挥主导作用。     

论古镇旅游形象定位及其提升——以四川罗城古镇旅游目的地为例

旅游形象已成为旅游研究和开发的新领域,旅游形象的定位和提升对旅游目的地的规划与开发具有十分重要的意义。随着古镇旅游热潮的掀起,针对特色古镇的旅游形象定位和提升势在必行。罗城古镇因其独特的船形街建筑布局而扬名海内外,但其旅游形象需要在游客头脑中创造性的明确定位,并不断获得提升。     

Mainstreaming sustainable adaptation to climate change into municipal planning: An analysis from the Eastern Cape,South Africa

Municipalities are well positioned to support adaptation of vulnerable people to climate change; however, they seldom integrate climate change into their planning for social development. The building of adaptive capacity for sustainable adaptation requires that municipalities understand and mainstream climate change into their plans, and develop context-specific adaptation strategies that address existing social development issues. A desktop analysis was conducted to compare the planning landscape in six District Municipalities in the Eastern Cape, South Africa, focusing on Municipal Integrated Development Plans (IDPs). A scoring system was developed for comparing the IDPs of the municipalities, based on levels of context-specific information about climate change, mainstreaming of climate change with other development concerns, and vertical integration across district and local municipalities, amongst other themes. Overall, the mainstreaming of climate change in municipal IDPs in the Eastern Cape remains weak, and requires critical attention if sustainable adaptation is to be achieved.
