Competition Policy Convergence: Where Next?

As the 20th Century dawned, there were radical divergences in the policies individual nations pursued toward restraints of competition by cartels and monopolies. Since World War II there has been considerable convergence; many nations have adopted explicit pro-competition policies. This paper traces the reasons for the divergence and then convergence and asks what important steps remain to be taken, especially where the concerns of international trade policy and competition policy intersect. A proposed augmentation of the World Trade Organization's functions to deal with competition policy issues is examined.     

Technological forecasting at the Korean stock market: A dynamic competition analysis using Lotka–Volterra model

The purpose of this paper is to attempt to analyze the dynamic relationship between the Korean Stock Exchange (KSE) and Korean Securities Dealers Automated Quotation (KOSDAQ), two competing markets at the Korean stock market, in the viewpoint of technological forecasting of competition. The Lotka–Volterra system of equations, one well-known competitive diffusion models, is adopted to represent the competitive situations of the Korean stock market and it is estimated using daily empirical index data of KSE and KOSDAQ during 1997–2001. The results show that there existed a predator–prey relationships between two markets in which KSE acted as a prey for the time being after the emergence of KOSDAQ. This interaction was altered to symbiotic relationship and finally to pure competition relationship. We also perform an equilibrium analysis of the estimated Lotka–Volterra equations. As a result, we find that there is an equilibrium point in a dynamic sense. However, the equilibrium point could be unstable in the latest pure competition relationship.

Ex-post full surplus extraction,straightforwardly

Consider an estimate of the common value of an auctioned asset that is symmetric in the bidders’ types. Such an estimate can be represented solely in terms of the order statistics of those types. This representation forms the basis for a pricing rule yielding truthful bidding as an equilibrium, whether bidders’ types are affiliated or independent. We highlight the link between the estimator and full surplus extraction, providing a necessary and sufficient condition for ex-post full surplus extraction, including the possibility of independent types. The results offer sharp insights into the strengths and limits of simple auctions by identifying the source of informational rents in such environments. Are voters rational?

We test whether a voter's decision to cast a vote depends on its probability of affecting the election outcome. Using exogenous variation arising at population cutoffs determining council sizes in Finnish municipal elections, we show that larger council size increases both pivotal probabilities and turnout. These effects are statistically significant, fairly large and robust. Finally, we use a novel instrumental variables design to show that the jumps in the pivotal probabilities are the likely candidate for explaining the increase in turnout, rather than the other observed simultaneous jumps at the council size cutoffs. Moreover, our results indicate that turnout responds only to within-party pivotal probabilities, perhaps because they are more salient to the voters than the between-party ones.
