带自适应Lasso罚的科技人才流动多水平模型研究

随着高水平科技人才竞争日益激烈,科技人才流动受到全球政治、经济、文化和地理等诸多因素的影响。对于不同的经济体,筛选不同水平下影响科技人才流动的关键因素,并估计出这些因素的影响程度,成为颇具价值的研究课题。在真实数据中,由于变量数量众多、数据存在缺失、不同经济体影响因素差异较大,现有模型面临诸多挑战。本文通过利用带自适应Lasso罚的分位数回归,构建缺失数据插补后的科技人才流动模型,以刻画不同分位数水平下全球各经济体科技人才流动的重要影响因素,以期为政府及相关部门提供决策参考。     

T. Coleman Andrews: crusader for accountability in government

T. Coleman Andrews was an exceptional accountant whose career during the second quarter of this century spanned professional accounting practice, public service, military service and business management. This paper documents his contributions to accounting and administrative reform through the public-service positions he held in government at local, state and national levels. Earlier work by Flesher and Flesher (1989) focused on his contributions to operational auditing during his years at the General Accounting Office, and these contributions are reviewed here. In addition, this paper describes his later work with the Hoover Commission and as commissioner of the Internal Revenue Service.

如何从外延性真理理论来探讨意义问题，一直是教学实践中的一个难点。本文依据戴维森纲领，对教学过程中不易梳理和理解的真理一意义关系问题作了详细的分析和探讨：首先根据戴维森关于恰当的意义理论标准，简要分析他对成真条件语义学的继承和改进，引出他为什么要以塔斯基的形式化真理概念为基础构建关于真理－意义的理论，进而揭示他如何运用两个关键步骤即语境原则和语义上升方法，将经过修改的约定－T作为意义理论的基础。     

Information acquisition and export entry decisions in small firms

Consistently low usage of export promotion programs and incentives has been observed among small firms. This has led researchers to argue that these firms operate on a limited information basis and deprive themselves of cheap export market knowledge. This study disputes these conclusions and finds that small firms discriminately use alternative sources to acquire foreign market information and assistance. Furthermore, such information acquisition, irrespective of source, is found to have a substantive and significant association with new export market entry. The implications of these findings for government export policy, small firm decision makers, and export literature are explored.     

Values of rural landscape: The case study Chlum u Třeboně (Bohemia)

Natural, historical, man-made and spiritual values of the rural landscape were investigated on the example of the rural municipality Chlum u Třeboně in Southern Bohemia (the Czech Republic). It shows that the rural landscape contains a set of values – such as substance, origin, size, and importance – many of which have negative connotations. Some of these values are protected, others are not. The set of values forms genius loci of the place which is an important part of the local identity. The landscape of the area under the study was monitored and analyzed from both macro-structural and micro-structural points of view. As the evaluation of values mainly depends on stakeholders (local residents, tourists, municipalities, entrepreneurs, landscape protection bodies, etc.), in the past, the values of the rural landscape were connected predominantly with its productive function. Based on the results it is possible to say that in relation to the transition towards the post-industrial society, values related to the landscape are gaining new importance such as wetlands or swamps to combat drought. It is necessary to pay higher attention to the dynamic and multi-functional aspects of the landscape values in the near future.
