基本养老保险筹资权行使主体的确定及其理论依据

基本养老保险筹资权的行使主体的确定问题,应从中央与地方政府财权划分的角度进行分析。我国地方政府行使基本养老保险筹资权存在不合理性,应建立由中央政府统筹的基本养老保险制度。     

基于公共财政构架下财政支出结构的优化

现阶段我国要建立与市场机制相适应的公共财政，就必须科学界定公共财政支出范围，优化财政支出结构，这样才能提高财政支出效率，降低政府运作成本，减少对竞争性领域的财政投资，强化公益性事业支出，最终实现支出结构的优化调整.     

Does too much government spending depress the economic development of transition economies? Evidences from dynamic panel threshold analysis

This paper investigates the relationship between government size and economic growth and determines the optimal level of government spending to maximize economic growth. The paper applies a dynamic panel data analysis based upon a threshold model to test the threshold effect of government spending in 26 transition economies over the period spanning 1993–2016. According to the analysis results, government expenditures have a threshold effect on economic growth, and there is a non-linear relationship depicted as an Armey curve in these transition economies. The findings indicate that a government size above the threshold government spending level adversely affects economic growth, while a government size below the threshold level has a positive effect. Furthermore, there is a statistically significant relationship between the two variables above and below that optimal level, even if we divide the sample into developed and developing countries. Our findings suggest that governments in transition economies should consider optimal government size at around the estimated threshold level to support sustainable economic growth.     

Government Consumption and Industrial Productivity: Scale and Compositional Effects

Within a production function framework in which government spending produces public goods which enter firms production functions, empirical tests using time series data spanning eleven countries and thirty industries find both the scale and the composition of government consumption spending to affect the level and the rate of growth of total factor productivity at the industry level.Jel Classification: H50, D24

基于Miller-Orr模型的省级政府现金管理实证研究

现代国库制度的两项重要功能是,确保对预算执行过程的有效监控和对政府现金资源的妥善管理,而高效的现金管理系统对监控预算执行起着重要的支持性作用.在政府现金管理已逐渐为政府和理论界所关注的背景下,本文从政府现金管理的基本理论、本质及意义入手,以实际调研数据为基础,通过将西部某省2003-2005年的实际数据运用到修正的Miller-Orr模型中,较准确的测算出了2006年该省国库现金月余额的控制范围,为建立省级政府现金管理模式提供了有益的参考.     

Government as a discriminating monopolist in the financial market: the case of China

We show that the many unusual features of China’s financial markets are consistent with a government choosing regulations to maximize a standard type of social welfare function. Under certain conditions, these regulations are equivalent to imposing explicit taxes on business and interest income, yet should be much easier to enforce. The observed implicit tax rates are broadly in line with those observed in other countries. The theory also forecasts, however, that China will face increasing incentives over time to shift to explicit taxes.     

我国财政收支划分的立法研究

财政收支划分是财政管理体制的重要组成部分.在市场经济体制下,财政收支划分立法有利于政府职能的履行和公共财政的运行,是完善分税制财政管理体制的丛然要求.完整的财政收支划分法律制度应当由财政级次划分、财政收支分类、财政支出划分和财政收入划分等制度构成.     

动态效率、生产性公共支出与结构效应

利用1979-2008年三次产业的数据和误差修正模型,本文估算了我国政府生产性公共支出与经济动态无效的长期关系,考察了政府生产性公共支出对三次产业的生产要素积累所产生的影响。研究发现:在结构效应为正的条件下,当期公共支出的增加能够影响资本和劳动在三次产业之间,以及三次产业内部不同行业之间的要素积累方式,起到改善经济结构、优化资源配置的作用;我国经济的投资拉动型增长方式及与之相伴随的公共品供给机制,通过"租金"创造机制诱导特定产业的发展,从而能够提升产业结构,促进资源和生产要素的优化配置,符合赶超型经济的目标要求。
