近年来广东省不断推进新型工业化建设,产业结构进一步得到优化,工业生产实现了快速稳定增长。本文根据美国学者H.钱纳里等人提出的多国工业化标准模型进行分析判断,认为广东的工业化进程已迈入了以工业重型化和技术先进产业为主导的工业化成熟期。然而,尽管广东目前已具有各国工业化成熟阶段的典型特征,但也存在着一些明显的差距,不少深层次的结构性矛盾有待解决,本文试图在分析广东工业化进程及所存在问题的基础上,进而提出促进广东工业化发展的新路径。  相似文献

运用我国1988~2008年省级面板数据,以全要素生产率体现经济增长方式,考察不同类型专利对经济增长方式的影响,结果凸显以1997年为断点的阶段性差异。实证结果显示,发明专利在1997年前对全要素生产率没有显著影响,但在1998~2008年对全要素生产率的影响远大于实用新型和外观设计专利,论证了原创型创新对现阶段我国经济增长方式转变的重要性,这与现有研究的结论不同。  相似文献

The relationship between forests and people is of substantial interest to peoples and agencies that govern and use them, private sector actors that seek to manage and profit from them, NGOs who support and implement conservation and development projects, and researchers who study these relationships and others. The term ⿿forest-dependent people⿿ is widely used to describe human populations that gain some form of benefits from forests. But despite its long history and widespread use, there are substantial divergences in who the term refers to, what each of its constituent words mean, and how many forest-dependent people there are globally. This paper identifies the range of existing uses and definitions of the term ⿿forest-dependent people⿿, and summarizes them in a systematic taxonomy. Our taxonomy exposes the dimensions that characterize the relationships between people and forests, and leads to two conclusions: First, an absolute, universally accepted definition of the term is untenable. Rather, users of the term ⿿forest-dependent people⿿ need to comprehensively define their population of interest with reference to the context and purpose of their forest- and people-related objectives. The framework and language of our taxonomy aims to aid such efforts. Second, conservation and development program funders, designers, and implementers must reconsider whether forest dependence is an appropriate target for policy objectives.  相似文献

Rural Sustainable Development (RSD) is promoted by the European Union (EU) Common Agricultural Policy (CAP) 2014–2020, and in particular by the national and regional Rural Development Programmes (RDPs), which are mainly supported by the European Agricultural Fund for Rural Development (EAFRD). At the sub-regional level, a part of the EAFRD is managed by Local Action Groups (LAGs), which decide how to use their own budget within their municipalities via a bottom-up approach, according to the most suitable projects available within the RDP.Requalification of traditional farm buildings is a possible RSD project for achieving various objectives, including creation of new jobs and economic activities, protection of the natural environment, promotion of rural tourism, preservation of rural culture and traditions, encouragement of a sense of community, improvement of the viability of rural villages, and also to contrast the abandonment of rural areas.Nevertheless, European projects and research show that the different types of requalification carried out are often not related to RSD objectives and that requalification does not usually combine the sustainability dimensions and spatial features of rural areas. Furthermore, the opinions of various stakeholders should be considered to support the generation of RSD policies and strategies.Thus, this research aims to provide a RSD decision making framework that makes it possible to tackle the above issues for identifying which type of requalification to assign to certain traditional farm buildings. Therefore, the results should facilitate the work of LAG policy makers in planning and managing the EAFRD 2014–2020. The framework combines the Multiple Criteria Decision Aiding (MCDA) methods “Analytic Network Process” (ANP) and “Dominance-based Rough Set Approach” (DRSA).This framework was applied to a LAG territory in Apulia Region (Southern Italy) that includes 176 traditional farm buildings. The ANP application identified the optimal quota for each type of requalification and showed that the highest quota is allocated to Facilities and Accommodations for Rural Tourism. The second preferred requalification is Centres for Environmental Education, Recreational and Social Facilities, while the third is Facilities for the Transformation and Sale of Agricultural Products. The DRSA was then applied in a Geographic Information System (GIS) in order to choose the most suitable traditional farm buildings for each type of requalification, helping the LAG policy makers to fill each quota.  相似文献

Estimation of the employment effects of changes in capital investment is a standard tool in public policy debates. Typically, such predictions are based on employment multipliers derived from Input–Output analysis. In this paper, we measure the employment effects of changes in capital investment in the U.S. information sector by econometrically estimating an “employment multiplier” from historical data. The estimated multiplier is 10 information sector jobs for each million dollars in expenditure, and perhaps 24 new jobs per million dollars invested across the entire economy. Employment multipliers derived from the Input–Output methodology average about 16 jobs per million, but the multiplier includes jobs outside the information sector. Including employment spillovers, our estimates suggest the multipliers from Input–Output models are plausible. We also note that information sector jobs have substantially higher median earnings than the private sector average, so the economic significance of changes in information sector employment are greater than might first appear. Our findings may be useful in debates over changes in industry regulation that could affect investment.  相似文献
