A transferable quota system is analysed in a two-period model with market power. So far, the management mechanisms presented
in the literature to remedy market power have either not succeeded in securing efficiency in the distribution of quota within and across time periods, or have resulted in only one of the two inefficiencies being eliminated. In this paper a new mechanism is introduced where
allocation of quota is made dependent upon historic quota acquisitions. This opens for a trade-off between distributional
and time efficiency, or under specific circumstances securing overall efficiency.

This paper places the modern spread of diet-related chronic disease in the United States within the context of more than a century of innovation in food processing technology, discovery in nutrition science, and corrective policy measures aimed at improving public health. We ask whether the current state of affairs represents a market failure, and—if so—what might be done about it. We argue that while today’s industrial food system has its advantages, the asymmetric information problems inherent to this system have resulted in a “lemons-style” breakdown in the market for processed foods. The appropriate policy response to such situations (namely, verifiable quality standards) is well known, but such policies are likely (in the short run) to reduce profits for existing large industrial producers of food. In light of the food industry’s long history of success at regulatory capture, we propose the formation of a new independent food standards agency devoted to protecting the interests of the American consumer. 相似文献

创业投资政府引导基金是解决初创企业融资难等市场失灵问题的典型政策工具,本文以2005-2015年全国31个省份数据为例,利用事件史方法分析我国省级创业投资政府引导基金政策的扩散机制。研究发现:创业投资引导基金政策的总体扩散过程主要受到纵向府际关系和政府创新易感性的影响;省级创业投资引导基金政策在时间维度上符合阶梯型累积分布曲线规律,其背后逻辑是不同时期政策创新扩散的动力源和阻力源不同,前期扩散的动力源主要是纵向府际关系和政府创新易感性,经济发展水平对政策扩散存在阻滞作用,而后期扩散的动力源主要是纵向府际关系,企业研发经费支出和省长的相关工作经历对政策扩散存在阻滞作用。本文不仅从公共政策视角加深了对中国创业投资引导基金政策的认识,也丰富和拓宽了已有公共政策扩散的相关成果。 相似文献

Although scholars have recognized the importance of innovation in family firms, the literature on family firm innovation tends to generally depict family firms as either ‘good’ or ‘bad’ for innovation, or focus on the factors with the potential to positively stimulate family firm innovation. Drawing on path dependence theory, this study focuses specifically on what family-specific barriers work against innovation in family firms. To that end, we follow a qualitative theory-building approach due to the limited amount of extant theory, and study a sample of four family businesses headquartered in Spain and Uruguay. This study investigates the impact of nostalgic advertising and perceived destination types on tourists using four experiments. Study 1a and Study 1b revealed that destination nostalgic advertising is more likely to evoke tourists' history sense and further trigger visit intention, while destination non-nostalgic advertising is more likely to evoke tourists' fashion sense and further trigger visit intention. Study 2a and Study 2b revealed that perceived destination type plays a moderating role in these effects. Nostalgic advertising in utilitarian destinations is more likely to evoke tourists' history sense and further trigger visit intentions, while non-nostalgic advertising in hedonic destinations is more likely to evoke tourists’ fashion sense and further enhance visit intentions.
