This study untangles the social processes and inter-firm mechanisms underlying human resource management (HRM) knowledge networks. The research questions serve to advance understanding of why HRM knowledge flows between firms under contractual relationships and in the absence of formal relationships. The study analyzes data from a complete network of 51 high-technology firms located in a science and technology park to report the structural properties and relational dimensions of inter-firm flow of HRM knowledge. The results from this social network analysis show that the firms in the study actively engage in the sharing of HRM knowledge. Specifically, the results not only indicate the preeminence of formal ties but also of relational factors relating to firm legitimacy, prestige, and collaborative interaction. Participation in inter-firm knowledge networks appears to be an effective tool for obtaining HRM knowledge as well as for enhancing legitimacy and prestige between firms and developing trust and reciprocity within collaborative relationships. 相似文献

The requirement for small firms to collaborate, as a means to supplementing and complementing limited internal resources, has dominated much of the academic and policy debate on regional development and small firm innovation throughout the late 1980s and 1990s. However, relatively little empirical work has sought to look further than simple frequency enumeration - noting that the most innovative and better performing firms are generally more likely to have links with external organizations. Based upon a sample of 228 small West Midlands' manufacturers, this study considers the source, function, geography and strength of innovation-related co-operation. While the general findings point to innovators making greater use of external linkages, of certain types and in particular directions (notably the preponderance of vertical value chain linkages), the results are less emphatic than might have been anticipated. This leads to consideration of the factors contributing to and impeding joint innovation and the firms' perceptions of the impact of innovation. From this, it appears that much of the observed difference between innovators and non-innovators lies in less objective measures. The data suggest the importance of inter-personal dynamics, attitude and expectations in facilitating successful collaboration. 相似文献

We analyse the extent and evolution of informality and inequality in the Serbian labour market between 2002 and 2007, using data from the Living Standard Measurement Surveys. Two surprising results emerge. First, the level of informal employment has risen significantly over the period, despite strong economic growth and the introduction of a range of market‐oriented reforms. Secondly, the level of inequality in earnings seems to have remained more or less constant over the period, in contrast to the experience of other countries at a similar stage of transition. We show that informal employees earn significantly less than those in the formal sector, controlling for a range of other variables, and informality plays an increasingly important role in explaining earnings inequality. 相似文献

Abstract The Bryant College Collaborative Learning at a Distance (CLD) Program in Belarus was designed to promote collaboration across diverse cultural, political, and philosophical boundaries. CLD programs can assist the Newly Independent States (NIS) in meeting the political, social, and economic challenges associated with the transition from a centralized, administrative command economytoa more democratic and diversified society. Cost-effective, collaborative distance learning projects can help to address the problem of limited educational resources and prepare faculty, undergraduates, entrepreneurs, and NGO leaders for better understanding the role of civic responsibility as a foundation for western business practices. The ongoing Internet-based, Bryant College CLD Program, including educational institutions, research facilities and business firms, focuses on a non-hierarchical model, emphasizing reciprocal, interactive learning and problem-solving. Components include Web-based courses, International Virtual Roundtable Discussions via E-mail, seminars on business skills and Web design, Internet protocol video conferencing between the U.S. and Belarus, a faculty exchange and training project, and a business internship program aimed at providing hands-on experience with business and NGO leaders in the U.S. This project demonstrates that Internet-based, collaborative learning can transcend cultural and language barriers and advance the development of a business environment supportive to the entrepreneurial spirit. 相似文献

There has been increasing scholarly interest in the concepts and practices of smart governance. However, there is a lack of comparative studies of smart governance in different institutional contexts. This study develops a framework for comparing smart governance in different institutional and technological contexts. Comparative and discourse analyses are conducted to understand the similarities and differences of smart governance practices in selected Western countries and China. A key finding of this study is that different institutions have largely affected smart governance strategies, arrangements and outcomes. Smart governance is tightly linked with e-governance and e-democracy in some Western countries, while it officially emphasizes smart management and service in China. A common aspect is that the increasing use of social media, smartphones, portals, crowdsourcing platforms, and planning support systems have generally promoted smart governments and services, e-participation, and wider collaboration through both top-down and bottom-up approaches. This could lead to gradual changes in government organizations, new relations between governments, the private sector and citizens, and improvements in the city. 相似文献

Economic development in sub-Saharan Africa under structuraladjustment witnessed the upsurge of informal sector developmentthedevelopment of unregulated labour-intensive activities, in partexport-oriented. This paper argues that two factors played animportant role in shaping the dynamics of informal sector development:(1) the process of the relative cheapening of wage goods asa result of their importation, partly financed through foreignaid, thereby lowering unit-labour costs in labour-intensiveproduction, and (2) the processes at work of subsidising realwages by other forms of economic security as a result of multiple,diversified and spatially extended livelihood strategies. Whilethese factors undoubtedly brought a new vitality to economicdevelopment, this paper questions the long-run sustainabilityof this new trend for two reasons. One is its dependence onforeign aid to finance imports. The other is that it does notappear to propel endogenous increases in productivity by achievinggreater synergy in intersectoral linkages between agricultureand industry. 相似文献

This study describes the development and validation of an instrument to measure organizational learning. Starting out from a comprehensive analysis of the main organizational learning models in the specialized literature, the organizational learning scale in this study consists of 18 items forming five dimensions: the ontological levels of learning, modes of knowledge conversion, learning sub-processes, types of learning, and feedback and feed-forward flows of learning. A survey to large Spanish companies provides data from 167 companies. Confirmatory factor analysis tests the construct measurement model and validates the scale. The results of the study indicate that the scale satisfies the criteria for reliability, and validity. The exploratory factor analysis permits the identification of four factors which make theoretical sense: information systems, the existence of a framework for consensus, procedures for the institutionalization and broadening of knowledge, and forms of management and the genesis of knowledge. The new construct promises to be more comprehensive, integrative and eclectic than previous constructs, achieving its broad scope by incorporating a number of the main theoretical perspectives on the matter. For practitioners, the scale could form the basis of an auditing tool, as well as being a useful target for organizational change initiatives. 相似文献
