We study the dynamic general equilibrium effects of introducing a social pension program to elderly informal sector workers in developing countries who lack formal risk sharing mechanisms against income and longevity risks. To this end, we formulate a stochastic dynamic general equilibrium model that incorporates defining features of developing countries: a large informal sector, private transfers as an informal safety net, and a non-universal social security system. We find that the extension of retirement benefits to informal sector workers results in efficiency losses due to adverse effects on capital accumulation and the allocation of resources across formal and informal sectors. Despite these losses recipients of social pensions experience welfare gains as the positive insurance effects attributed to the extension of a social insurance system dominate. The welfare gains crucially depend on the skill distribution, private intra-family transfers and the specific tax used to finance the expansion.  相似文献

Despite the momentous rise in ICT diffusion, and financial development in sub-Saharan Africa (SSA), their plausible joint effect on inclusive growth have not been explored, leaving a lacuna in the literature. This study, therefore, examines the direct and indirect effects of ICT diffusion on inclusive growth in 42 SSA countries over the period 1980–2019. We provide evidence robust to several specifications from the dynamic system GMM to show that: (i) ICT skills, access and usage induce inclusive growth in SSA, and (ii) the effects of ICT skills, access and usage are enhanced in the presence of financial development. These findings remain the same when we focussed on financial institution access. Policy recommendations are provided in line with the region's green growth agenda and striving efforts at improving socioeconomic development.  相似文献

This paper describes how the Japanese government gradually abandoned its support for coal mining after 1945. Drawing parallels with the British experience during the 1930s, this article shows how coal miners and owners in Japan were able to slow the pace of economic adjustment from the 1950s. The government's initial reluctance to act reflected its willingness to put industrial politics to the fore, preferring to avoid alienating political support and aggravating a vocal unionised sector of the labour force. It eventually accepted and acted upon the need for draconian retrenchment.  相似文献

We use an innovative procedure to determine the effect of foreign aid on institutions of governance. We use voter turnout as an indicator variable which allows us to identify whether political competition in a country is based on private goods, such as vote‐buying, or on public goods. We suggest that the marginal effect of foreign aid on voter turnout depends on the wider underlying institutional setting. Contrary to popular belief, the theoretical model implies that a higher voter turnout in response to foreign aid can be undesirable when the increase is a consequence of vote‐buying in the electoral campaign. The empirical evidence we examine is consistent with private‐goods political competition, i.e., political parties use foreign aid for vote‐buying and similar electoral tactics, particularly when the underlying institutions are sufficiently bad. This is consistently estimated across specifications which address a range of endogeneity sources.  相似文献

The paper examines the intergenerational impact of the Spanish public pension system after the 1997 Pension Reform Act. Within a Generational Accounting framework, we find that the new legal setting could leave future generations with liabilities as high as 176% of 1996 GDP. Hence, we analyse the impact of alternative reforms. Holding the pay-as-you-go setting, a further improvement to tax-benefit linkage in line with the Toledo Agreement proposals is shown to yield an intergenerationally more balanced outcome, than an increase in the retirement age or an expansion of public subsidies financed through indirect taxes. Finally, a move toward a partially funded pension system which restores the intergenerational balance is simulated.  相似文献

At its 19th National Congress, the Communist Party of China vowed to “strengthen the financial sector’s ability to serve the real economy.” However, many studies provide evidence of the opposite trend, a problematic “transition from the real to the virtual,” among Chinese enterprises. Meanwhile, the investment efficiency of China’s Social Security Fund (SSF), a public fund, attracts much attention. In this context, we use A-share listed companies in China from 2009 to 2018 to study the relationship between holding by the SSF and enterprise financialization. We find that SSF holding significantly inhibits financialization and that this effect is non-linear. Mechanism analysis indicates that SSF holding suppresses enterprises’ financialization mainly by improving their governance. Moreover, SSF holding more strongly inhibits small-scale (vs. large-scale), state-owned (vs. non-state-owned), and non-eastern (vs. eastern) enterprises in China. Furthermore, SSF holding can alleviate corporate value impairment caused by financialization. The conclusions enrich theoretical research and provide empirical evidence that may help regulatory authorities to guide investment by enterprises and prevent financial risks.  相似文献

There are two overriding problems faced by ageing societies. One is the financing of public pension (social security in US terms) programmes. The other is paying for healthcare. This paper considers the healthcare issue briefly, emphasising that the issue arises primarily because of advances in medical technology. Better medical technology will improve healthcare in the future, but more advanced technologies also cost more. The focus of the rest of the paper is on the public pension problem. The emphasis is on the early retirement incentives inherent in the provisions of most public pension programmes around the world, the reduction in the labour force participation of older people caused by these incentives, and the large fiscal implication of the inducement of older people to leave the labour force. These results are based on the Gruber–Wise ongoing international social security comparison project.  相似文献

We analyze the effect of the projected demographic transition on the political support for social security, and equilibrium outcomes. Embedding a probabilistic-voting setup of electoral competition in the standard OLG model with capital accumulation, we find that intergenerational transfers arise in the absence of altruism, commitment, or trigger strategies. Closed-form solutions predict population ageing to lead to higher social security tax rates, a rising share of pensions in GDP, but eventually lower social security benefits per retiree. The response of equilibrium tax rates to demographic shocks reduces old-age consumption risk. Calibrated to match features of the U.S. economy, the model suggests that, in response to the projected demographic transition, social security tax rates will gradually increase to 16%. Other policies that distort labor supply will become less important; labor supply therefore will rise, in contrast with frequently voiced fears.  相似文献

China has made contradictory claims about its attitude toward the existing international order. Is China a “responsible stakeholder” in the existing international regimes? Or has China been a new type of great power seeking to reform the existing world order, making it more friendly toward the global South? In this article, we look beyond Chinese rhetoric and examine China's behavior in global economic governance. A comparison with other emerging powers and traditional major powers shows that China has been actively involved in global economic governance. But, thus far, China has not exercised substantive leadership nor has it pushed hard for change to benefit the developing countries. The level of its support of the current regimes varies across issue areas and is primarily driven by its changing economic interest.  相似文献
