公积金参与公租房建设PPP融资模式研究

为研究公积金参与到公租房项目融资中对项目建设的影响,基于PPP融资结构模型,引入公积金参与前段投资以及后期租金偿付,重点讨论了公积金在PPP融资结构中的作用并优化PPP融资结构模型;同时,通过分析公积金参与公租房建设对融资的影响,对盈利能力、融资风险以及对承租户的影响三方面进行研究,最后根据影响的分析结果提出了相应的应对措施。     

PPP模式在城乡居民医保一体化建设中的应用——以湛江为例

在基本公共服务均等化的大背景下,湛江市引入PPP模式,在城乡居民医保一体化建设中取得了显著成效。通过对湛江经验的分析,文章认为,确立政府的主导地位,在此基础上积极发挥市场的作用,构建多元主体的公私合作伙伴关系,实现经济效益和社会效益的统一,是适应市场经济发展要求,构建城乡一体化医疗保障制度的必然选择。     

层次分析法在地方政府投资项目决策中的应用研究

地方政府投资项目的选择对地区的经济发展及社会稳定等会产生重大影响。适合的评价方法有助于做出合理的决策。层次分析法是一种定性与定量分析相结合的多目标决策分析方法,特别是将决策者的经验判断给予量化,对目标(因素)结构复杂且缺乏必要的数据情况下更为实用。本文通过案例阐述了层次分析法的应用过程,为相关决策人员提供方法上的帮助。     

Learn not to learn–a way of keeping budgets and deadlines in ERP projects?

This paper takes as its point of departure the conflict between the project as an organisational form for time-limited task execution and the project as an organisational form for triggering knowledge development and learning. The aim of the paper is to explore how knowledge developed in ERP projects can be managed, as well as to identify potential influences on the management of knowledge developed in the project process. Qualitative data has been collected through interviews, document studies, and participant observations. The paper presents evidence that problems of keeping to budgets and timelines in ERP projects can depend on the fact that knowledge developed in the project process is also exploited in the project process. In order to bridge the conflict between the project as a time-limited form for task execution and an organisational form for knowledge development and learning, three tentative strategies for exploiting knowledge developed in the project process are suggested.

高职数字电子技术课程实践项目的研发与应用

针对职业教育技能应用型人才的培养目标,研发出了数字电子技术课程实践项目。数字电子技术是一门实践性很强的课程,为了打好专业理论知识和实践技能的基础,分四种类型设计了30个实践项目,其中功能认知型12个、技术应用型8个、仿真测试型6个、创新设计型4个。实际应用表明,四个层次的实践项目对学习掌握数字电子技术,提升实践技能起到了有效的强化作用。

Competency Training for Managing International Cooperation Engineering Projects

Organizations are becoming more and more aware of how important it is to strengthen the competences of their project managers. This fact acquires greater relevance in the development and international cooperation sector because of the need to have qualified professionals who can take up the challenges and address the specific demands of an ever more demanding and constantly evolving sector. This article provides the results of research that more than 100 experts in project management and administration participated in to detect which competences are the most relevant in this context.     

Testing purchasing power parity for Japan and the US: A structural-break approach

In this work we empirically assess the weak and strong forms of purchasing power parity (PPP) hypothesis for the economies of Japan and US. Monthly data for the, traded-goods price indices and the JPY/USD exchange rate are employed for the, period from January 2000 to October 2012. This period includes large shocks, such as, the US subprime crisis and the 2011 Tsunami in Japan. We take into account possible, structural shifts and breaks by employing the class of Lee and Strazicich, 2003, Lee and Strazicich, 2004 unit, root tests. Empirical analysis suggests that a break corresponding to the start of the US subprime crisis is not rejected. Furthermore, utilizing the Gregory and Hansen (1996) and, Hatemi (2008) cointegration methodologies, the weak form of PPP is not rejected. We, also test the strong PPP hypothesis by using Dynamic Ordinary Least Squares, (DOLS). The empirical evidence rejects the strong form of PPP for the period, preceding the US subprime crisis in contrast to the period after.
