This study develops and weights energy conservation and carbon reduction (ECCR) indicators for the hotel industry in Taiwan to create an instrument to help address climate change. Eighteen semi-structured interviews were conducted with senior hotel managers, environmental specialists, and government officials to identify the preliminary ECCR framework. An expert panel then was invited to review the structure of ECCR criteria and the compiled criteria in a structure for item modification. An analytic network process questionnaire survey was employed to determine the relative weights of the criteria. The data analysis reveals seven categories in the ECCR framework: communication and participation, top management commitment, energy, water, waste, building, and purchasing. A total of 32 indicators were identified and prioritized in terms of their relative importance to ECCR contributions. The results of this study suggest that the success of ECCR implementation depends primarily on management support and staff engagement. Hotel operators can improve their environmental management by initiating ECCR practices based on the proposed ECCR indicators. 相似文献

The regulatory framework adopted in many urban areas of the developing countries has been blamed for aiming at unrealistically high standards and for being bureaucratic, thus putting legal land and shelter out of reach of poor households. The latter end up living in unplanned settlements, which develop irregularly, sometimes on marginal land, lacking basic infrastructure. Poverty is therefore perpetuated. This paper evaluates planning standards and administrative procedures as applied to a specific scheme at the outskirts of the city of Dar es Salaam, Tanzania. It is shown that the high standards for plot sizes and road reserves resulted into the production of only 3900 instead of 15,000 plots over the same area, had more realistic standards been adopted. The unit cost per plot would have been a quarter of what it came to be. Centralised and bureaucratic set-ups and procedures resulted into unnecessarily long periods before planning schemes could be implemented; or land, certificates of title or building permits made available to would-be developers. Many develop the land without these permits or titles. Land was much easier to get in unplanned areas but converting it to legality was virtually impossible.The policy framework supports the revision of planning standards; the incorporation of communities and the private sector in land delivery; and the decentralisation and streamlining of procedures. In practice, officials aim at high standards, centralised and lengthy administrative procedures, and direct public sector involvement in land delivery. Evidence is provided of the deleterious effects of the continued hesitation to address the regulatory framework whose revision downwards would result into more legal land being available, faster and at a lower cost; thus reaching more of the low income households, reducing unplanned development and making a positive impact on dealing with urban poverty. 相似文献

Evidence assembled in this special issue of Food Policy shows that rising rural population densities in parts of Africa are profoundly affecting farming systems and the region’s economies in ways that are underappreciated in current discourse on African development issues. This study synthesizes how people, markets and governments are responding to rising land pressures in Africa, drawing on key findings from the various contributions in this special issue. The papers herein revisit the issue of Boserupian agricultural intensification as an important response to land constraints, but they also go further than Boserup and her followers to explore broader responses to land constraints, including non-farm diversification, migration, and reduced fertility rates. Agricultural and rural development strategies in the region will need to more fully anticipate the implications of Africa’s rapidly changing land and demographic situation, and the immense challenges that mounting land pressures pose in the context of current evidence of unsustainable agricultural intensification, a rapidly rising labor force associated with the region’s current demographic conditions, and limited nonfarm job creation. These challenges are manageable but will require explicit policy actions to address the unique development challenges in densely populated rural areas. 相似文献

Despite the momentous rise in ICT diffusion, and financial development in sub-Saharan Africa (SSA), their plausible joint effect on inclusive growth have not been explored, leaving a lacuna in the literature. This study, therefore, examines the direct and indirect effects of ICT diffusion on inclusive growth in 42 SSA countries over the period 1980–2019. We provide evidence robust to several specifications from the dynamic system GMM to show that: (i) ICT skills, access and usage induce inclusive growth in SSA, and (ii) the effects of ICT skills, access and usage are enhanced in the presence of financial development. These findings remain the same when we focussed on financial institution access. Policy recommendations are provided in line with the region's green growth agenda and striving efforts at improving socioeconomic development. 相似文献
