区域高技术产业高质量发展需要创新要素有效供给。基于PSR(压力—状态—响应)模型构建高技术产业创新要素供给评价指标体系,采用全局熵法对我国创新要素有效供给现状进行评价,并度量创新要素供给协调度,从创新要素供给综合指数和子系统协调度两个方面评价创新要素有效供给水平。在此基础上将我国区域创新要素供给分为5个梯度,并运用障碍因素诊断模型,分析影响各梯度省域高技术产业创新要素有效供给实现的主要障碍因素。研究发现,影响有效供给的主要障碍层从2009年的压力层与状态层转变为2018年的响应层与状态层,高技术产业发展水平等成为主要障碍因素。各省域应依据自身要素供给主要障碍层和障碍因子,结合自身创新要素供给所处梯度,采取针对性措施,通过强链、补链、固链相结合,实现区域高技术产业创新要素有效供给。 相似文献

Foresight activities have often provided support for objectives such as priority-setting, networking and consensual vision-building. In this paper, we draw upon complementary evolutionary perspectives and discuss these objectives from the viewpoint of diversity which may be vital in contexts characterized by technological discontinuities and high uncertainties. We also argue that although the scanning of weak signals has been widely advocated in such contexts, the solicitation of ideas for prospective innovations may provide more focused, action-oriented, and comparable reflections of future developments. For the analysis of such ideas, we develop a collaborative foresight method RPM Screening which consists of phases for the generation, revision, multi-criteria evaluation, and portfolio analysis of innovation ideas. We also report experiences from a pilot project where this method was employed to enhance the work of the Foresight Forum of the Ministry of Trade and Industry in Finland. Encouraging results from this project and other recent applications suggest that RPM Screening can be helpful in foresight processes and the development of shared research agendas. 相似文献

Rapid developments in and the controversial nature of biotechnology call for communication, networks, partnerships, and collaboration in research, not just among researchers, but also between researchers and research “users” in industry, government, and elsewhere. Technological foresight appears to offer a coordinating method for developing and strengthening those linkages. To test this, a technological foresight study was performed on genetically modified (GM) crop technology in the Danish context. The background of the study was the conflict and intense debate in Denmark over applications of gene technology, especially over the deliberate release of genetically modified (GM) crops. However, the current debate characteristically involves sharply opposed fronts, lacking willingness and courage to engage in a free-flowing and open-minded debate on both rational and normative components of biosafety. In it, stakeholders and experts on both side of the conflict advocate widely differing opinions. Without a proper generally intelligible dialogue, the broader public audience finds it hard to comprehend this type of debate. The study pursues the notion that public dialogue can act as a driver of future applications in the technological domain, specifically GM crops. The study concluded with a stakeholder workshop that revealed three key issues that might provide helpful starting points for a more free-flowing and open-minded debate about the future of GM crops. The issues were those arising from the following statements: a broad perspective on risk is crucial; international regulation must make allowance for developing countries; a better configuration of the risk debate is needed. Innovation capital are typically expensed and/or unrecognized as assets under current generally accepted accounting principles.
This results in accounting-related information asymmetry. This paper examines the association of innovation capital (as measured
here by the proxies of R&D expenditures and granted patents) and initial public offerings (IPO) anomalies. These anomalies
include initial IPO underpricing, duration of honeymoon (a distinct feature of the Taiwanese IPO environment), and long-term
performance. The theoretical model underlying this research is a signaling model. The results indicate that more innovative
firms are more likely to be underpriced, and have longer honeymoon periods than less innovative firms. Further, the more innovative
firms have positive and growing long-term market-adjusted returns. This stands in contrast to the declining long-term stock
performance of initial public offering firms that is evidenced in the literature. We conclude that pre-IPO research and development
expenditures disclosed in the IPO prospectus, official monthly reports of newly developed patents released to the public,
and the frequency of patent citations significantly signal both underpricing and future market performance of IPO firms in

In many developing countries, the potential benefits from adopting a transgenic variety developed by a multinational corporation are limited by the crop’s small production base. This paper presents an ex-ante evaluation of the economic impact of herbicide resistant transgenic rice in a small developing country, Uruguay. To fully account for the multinational’s market power, the firm’s seed markup is assumed to affect the adoption rate for the variety. Stochastic simulation techniques are employed to understand how potential benefits may vary with changes in technology, yield, costs, and adoption parameters. The results indicate a $1.82 million mean net present value for producers from the development and utilization of transgenic rice in Uruguay and $0.55 million for the multinational. These relatively small multinational firm benefits suggest that a firm will not undertake significant efforts to develop transgenic varieties adapted to local conditions without either strategic partnerships with local institutions or access to wider regional markets. 相似文献

The adoption of sophisticated supply chain innovations by trading partners in global channels of distribution is often limited by the institutional context of the international transaction. In particular, the regulatory, normative, and cultural-cognitive elements of institutional environments around the world can enhance or inhibit the ability of trading partners to craft the contractual, ownership, and social elements of institutional arrangements required by an innovation. Because supply chain innovations often require costly, new investments and activity sets, firms may be reluctant to participate in an innovation unless a new institutional arrangement can be crafted to provide adequate safeguards and guarantees.
