This paper considers finite sample motivated structural change tests in the multivariate linear regression model with application to energy demand models, in which case commonly used structural change tests remain asymptotic. As in Dufour and Kiviet [1996. Exact tests for structural change in first-order dynamic models. Journal of Econometrics 70, 39–68], we account for intervening nuisance parameters through a two-stage maximized Monte Carlo test procedure. Our contributions can be classified into five categories: (i) we extend tests for which a finite-sample theory has been supplied for Gaussian distributions to the non-Gaussian context; (ii) we show that Bai et al. [1998. Testing and dating common breaks in multi-variate time series. The Review of Economic Studies 65 (3), 395–432] test severely over-rejects and propose exact variants of this test; (iii) we consider predictive break test approaches which generalize tests in Dufour [1980. Dummy variables and predictive tests for structural change. Economics Letters 6, 241–247] and Dufour and Kiviet [1996. Exact tests for structural change in first-order dynamic models. Journal of Econometrics 70, 39–68]; (iv) we propose exact (non-Bonferonni based) extensions of the multivariate outliers test from Wilks [1963. Multivariate statistical outliers. Sankhya Series A 25, 407–426] to models with covariates; (v) we apply these tests to the energy demand system analyzed by Arsenault et al. [1995. A total energy demand model of Québec: forecasting properties. Energy Economics 17 (2), 163–171]. For two out of the six industrial sectors analyzed over the 1962–2000 period, break and further goodness-of-fit and diagnostic tests allow to identify (and correct) specification problems arising from historical regulatory changes or (possibly random) industry-specific effects. If sustainability is interpreted as the requirement to sustain consumption or utility at an optimal level, a maximin objective appears to be relevant. The sustained economy is characterized by an optimal investment following Hartwick's investment rule. This paper examines how the sustainability of a production-consumption economy with a non-renewable resource is modified in the neighborhood of the maximin path, i.e. when the consumption and the resource price are not optimal. A Sustainable Consumption Indicator is introduced in order to characterize the sustainability of constant consumption paths, defined as deviations from the maximin path. We use a panel data set of 59 developing countries over the 1972–1994 period to study the deforestation process. Relying on both parametric and semiparametric models, we examine nonlinearities and heterogeneity in the deforestation process. We first study the existence of an Environmental Kuznets Curve (EKC) and then analyze determinants of deforestation. Our data sample provides no evidence of an EKC. We also find that political institution failures may worsen the deforestation process in developing countries. 相似文献

The objective of this paper is to adjust a traditional total factor productivity (TFP) measure for the direct effect of environmental regulation on material and capital input. For this purpose we consider the fact that part of material input and pollution abatement capital have not been used to increase output but to cover the cost of using the environment as a factor of production. Therefore TFP growth rates are lower if part of the material input is allocated to abatement activities instead of producing output. We propose to treat compliance with environmental regulation as an unproductive input linked to the use of productive material input. Our aim is to answer and discuss two questions: How to measure the effect of environmental regulation on TFP, and does the effect matter. The New York State Environmental Externalities Cost Study and computerized externality model (EXMOD) are used to examine the specification of methods design and application factors in the computation of electricity externalities. We report the sensitivity of externality estimates with alternative specifications for 15 different factors in the analysis, including the selection of facility type, site, and operating characteristics; air emission assumptions and air modeling procedures; dose-response assumptions; economic valuation assumptions; and other modeling procedures and assumptions. Many of the factors that most influence externality computations can be well specified in the analysis, such as the facility type, age, characteristics, emission rates, whether there is SO2 trading, and the inclusion of long range impacts. Most significant among the factors for which there remains significant scientific uncertainty are the selection and application of air dispersion models, selection of air pollution thresholds for health impacts, reduced life span risks associated with ozone exposure and with long-term exposure to PM10, values for CO2 damages, and the value to be applied to increased risks of reduced life span for individuals age 65 or older. 相似文献

The objective of this paper is to present econometric evidence of the effects of economic incentives, public policies, and institutions on national aggregate private agricultural R&D investments. The main hypothesis we will test in this paper is whether agricultural R&D spillovers represent a disincentive for national private R&D. More specifically, we will test if the spillovers function, which is a determinant of private R&D, follows a quadratic form and if private R&D is determined by the role of incentives and institutions.A previous draft of this paper was presented at the 57th International Atlantic Economic Conference, Lisbon, Portugal, 10–14 March 2004. We consider a general equilibrium model with a production externality (e.g. pollution), where the regulator does not observe firm productivity shocks. We examine quantity (permit) regulation and price (tax) regulation. The quantity of permits issued by the regulator are independent of the productivity shock, since shocks are unobserved. Price regulation implies use of the regulated input is an increasing function of the productivity shock because firms take advantage of a good productivity shock by increasing input use. Thus price regulation generates higher average, but more variable, production. Therefore, we show that in general equilibrium the relative advantage of quantity versus price regulation depends not only on the slopes of marginal benefits and costs, but on general equilibrium effects such as risk aversion. The general equilibrium effects are often more important than the slopes of the marginal benefits and cost curves. In the simplest model, a reasonable risk aversion coefficient implies quantity regulation generates higher welfare regardless of the benefit function. 相似文献

This paper examines the effects of missing markets, heterogeneous pollutants, and the pollution technology of firms on the efficacy of transferable pollution permits. Under the assumption of perfect competition in all markets, we show that if firms can substitute among pollutants, then setting the optimal number of permits for only one pollutant will not, in general, lead to an efficient outcome. The degree of the inefficiency will depend on the information set available to the regulator and the substitutability among pollutants by firms. When establishing transferable pollution rights regulators should, therefore, consider the technology of firms. If firms discharge pollutants in the same fixed proportions, then the regulator need only set a market for one of the pollutants to ensure an efficient outcome. Where firms can substitute among pollutants, however, establishing a market for only one pollutant provides an incentive for firms to substitute to unregulated ones. This is an important policy issue as substitutability among pollutants within and across production processes may dampen the dynamic advantages of a tradeable permit policy. 相似文献

In this study the process of retail meat price determination is depicted in the form of an inverse demand system taking into consideration the dynamic adjustments present in monthly consumption data. The general dynamic framework identifies both long run and short run effects in a systematic manner and allows direct estimation of the long run price and scale flexibilities that are consistent with theory.
