新公共管理理念与政府财务报告的完善

新公共管理是目前世界各国政府公共管理改革的方向,信息透明性是建立新公共管理模式的基础。本文根据新公共管理的特点结合我国政府公共财政管理改革的实际,针对目前我国政府财务报告中存在的问题,提出了相应的改进建议。

职业风险基金制度作为注册会计师民事赔偿制度的补充,能加强注册会计师的民事赔偿能力,在对事务所和注册会计师民事诉讼盛行的。本文探讨了该制度的必要性以及与职业责任保险的关系、职业风险基金的提取与管理等方面的问题。     

Terrorism activities and long-term annual management forecasts

We study the effects of terrorist attacks on firms’ long-term annual management earnings forecasts bias. We find that the managers of firms located closer to the epicenters of attacks are more likely to issue optimistic long-term annual earnings forecasts relative to the managers of a control group of unaffected firms. The exposure effect is stronger for more severe terrorist events, and firms with more uncertain fundamentals and less geographic diversification. In addition, we document that managers’ forecast optimism intensifies for firms with stronger negative stock market reaction to the terrorist event, for CEOs with higher ability and for companies that are more likely to issue equity or engage in acquisitions following the terrorist event. Overall, our results are consistent with the idea that long-term annual earnings forecasts are used by managers to counterbalance the short-term pessimistic response to terrorist attacks.

Excel 2007软件在存货ABC管理法中的应用

ABC管理法是一种重要的存货日常管理办法。但是，手工完成存货ABC管理法的分类、计算、分析是比较繁琐的。因此，本文拟以A公司的原材料数据为例，利用Excel 2007软件建立存货的ABC管理模型，以期简化相关运算，有效提高存货管理的工作效率。

本依据我国近年来特许连锁经营发展的形势，阐述了特许连锁经营在民间投资和就业发展上的特有功效，提出了利用特许连锁经营促进我国城乡就业的观点，并指出了需要进一步完善的政策和措施。     

Assessment and selection of management consultants: A comparative cognitive study between small- and large-scale companies

This paper explores alternative ways of evaluating and ultimately hiring a generalist consultancy for short- and medium-term projects, and how this is shaped by the size of the clients’ company. What buying factors do managers of small and large firms have in mind when hiring consultants for their projects?Instead of employing surveys incorporating predefined buying factors based on what the researchers think would be important, a cognitive mapping methodology - the repertory grid technique - is applied to investigate the underlying phenomena. Using the repertory grid technique to draw mental models is a novel research technique within the supply management field. Recent behavioral supply chain management research found the behavior of managers to be critically influenced by mental models: the lenses through which managers perceive, simplify and interpret the world.Results show differences between the buying factors used in small- and large-scale companies: managers of large companies are more ‘reputation and outcome-oriented’ and managers of small businesses are more concerned with ‘how the services are rendered’. However, both constituents stressed the importance of expertise, quality and the relationship between the client and the management consultancy, although the character of such a relationship differed between small- and large-scale firms. Results also point out criteria that managers of small and large companies employ to discriminate between good and poor performing consultancies and to judge service delivery. The practical implications for both companies hiring consultancies and the consultancy companies are discussed. For consultancies, our findings can help tailoring their efforts to a differing clientele when marketing and selling their services. For companies hiring consultancies, fixating too much on particular buying factors may lead to biased decisions.     

风险承担、风险缓冲与管理理念——关于信托公司风险管理的思考

由于信托制度的独特设计,信托公司或直接或间接均要承担信托财产损失风险,从近期来看,信托公司应构建以资本金为核心的风险缓冲机制。从长期来看,引入业绩评价基准,进行相对业绩评价是信托公司风险缓冲的必然选择。信托公司在风险管理时应树立两个理念,一是要将风险管理列为企业管理活动的核心,二是要认识到风险管理是一项长期性的工作,不能寄希望“毕其功于一役”。

公司治理与会计信息质量控制

简要分析了公司治理结构与会计信息质量的关系,并在借鉴国外公司治理经验的基础上,结合中国企业的实际情况,从公司股权结构、公司治理模式、独立董事制度、股票期权激励约束机制以及绩效评价体系等有关公司治理的五个方面提出了若干建议和设想。
