一种基于时间轴小波变换的鲁棒性水印算法研究

针对视频水印常见的攻击和视频压缩攻击,文章提出了一种时间轴小波域的视频水印算法。该算法选取每个场景中连续的8帧视频嵌入水印,让8帧视频图像进行3重时间轴小波变换得到一个低频帧,通过自适应的方式将水印嵌入低频帧的DCT中低频系数中,从而有效地保证了水印的抗攻击性。实验结果表明,该视频水印系统在不可见的同时具有很强的鲁棒性和安全性。

话语连贯是通过话语成分之间局部或整体的联系而实现的。话语标记能更好地连接话语成分,使成分问的联系更为紧密,加之本身所具有的语言和语法特征,使话语的潜在意义更加清晰,有助于实现话语连贯。     

Policy coherence between tourism and climate policies: the case of Spain and the Autonomous Community of Catalonia

Abstract

The relationship between tourism and climate change is reciprocal. The effects of climate change on tourism are undeniable. However, tourism and climate change are complex and cross-cutting phenomena that enter policy agendas at different moments and with different discourses. This paper analyses the coherence between the policy domains of climate and tourism at the formulation stage of the policy process, focusing on national and regional government levels and the key touristic offer in Spain – that of sun, sea and sand. The proposed method analyses three dimensions within policy documents: frame significance, policy scope and connotation. Results reveal the imbalance between the two policy domains; the lack of concrete actions and stable mechanisms for achieving greater coherence; and the different conceptions of the issue. The paper considers the causal relationships between tourism and climate change, the consequences of mutual impacts, and the temporal dimension of problem framing. This research brings together three fields of knowledge – tourism, climate change and public policies – and suggests enhancing coherence between tourism and climate policies in order to address the sustainability of tourism destinations.     

Multi-time scale analysis of precipitation variation in Guyuan, China： 1957-2005

Morlet wavelet transformation is used in this paper to analyze the multi-time scale characteristics of precipitation data series from 1957 to 2005 in Guyuan region. The results showed that （1） the annual precipitation evolution process had obvious multi-time scale variation characteristics of 15-25 years. 7-12 years and 3-6 years, and different time scales had different oscillation energy densities; （2） the periods at smaller time scales changed more frequently, which often nested in a biggish quasi periodic oscillations, so the concrete time domain should be analyzed if necessary; （3） the precipitation had three main periods （22-year, 9-year and 4-year） and the 22-year period was especially outstanding, and the analysis of this main period reveals that the precipitation would be in a relative high water period until about 2012.     

明代盐商“困守支”的政治经济学解释

政府是影响经济的重要制度形式."掠夺之手"模型为分析现代政府行为提供了有用的研究视角.以"掠夺之手"模型的视角来分析明代统治者行为对盐商利益以及开中法实施效果产生的一系列影响,从而得出明代开中法崩溃、盐商"困守支"的根本原因在于缺乏制约统治者掠夺之手的制度安排的结论.     

脉冲宽度对量子定位测量精度的影响

基于光量子和全球定位系统的理论,设计了HOM相干和量子空间定位的实验方案。讨论了在脉冲激光作用下,第II类参量下转换所产生的纠缠双光子的光谱特征、对应的HOM相干函数特点以及对量子定位的影响。结果表明,随着脉冲宽度的增加,纠缠双光子的光谱函数的不对称性增强、量子相干性减弱,量子定位的测量精度降低。

对发展中国家的经济发展来说,当贸易因自由化而可能致使国家总体利益遭受损失时,对自由进行限制的修正自由规则是所取对应措施中最常见的做法,诸如补助金制度、投资限制政策、环境政策、竞争政策等.应该看到这些强有力的限制手段在束缚自由贸易而保护了自身利益的同时,却有悖于通过世界贸易的扩大可以增进宏观福利.在WTO这一多边贸易组织一时还难以协调发展中国家的国家利益与发达国家的自由贸易利益时,区域联合不失是对发展世界贸易的一种补充.     

Analysis of sectoral credit default cycle dependency with wavelet networks: Evidence from Turkey

In this paper, we investigate the relationship between industrial production and sectoral credit defaults (non-performing loans ratio) cycle by wavelet network analysis in Turkey over the period January 2001–November 2007. We use feedforward neural network based wavelet decomposition to analyze the contemporaneous connection between industrial production cycles and sectoral credit default cycles at different time scales between 2 and 64 months. The main findings for Turkey indicates that industrial production cycles effect the sectoral credit default cycles at different time scales and thus indicate that the creditors should consider the multiscale sectoral cycles in order to minimize credit default rates.     

欧盟国际投资规则的源与流

欧盟在其近年来的国际投资协定谈判中,提出了不少对国际投资规则进行革新的内容。中国为应对将来中欧自由贸易协定谈判,除了分析欧盟国际投资规则本身之外,更应该对欧盟国际投资规则的形成与发展趋势有清晰的把握。欧盟投资规则的形成受到《里斯本条约》的影响,在发展过程中欧盟法院又起到了至关重要的作用。同时,欧盟的国际投资规则发展面临着一致性问题的影响。欧盟如何协调内部投资规则的冲突,如何协调欧盟与欧盟成员在外部的国际投资仲裁中的主体地位等问题都将影响着欧盟国际投资规则的发展,更影响着中国应对中欧双边贸易投资规则的谈判策略。
