GDP growth and currency valuation: The case of the dollar

One popular view on the strength of the US dollar around the turn of the century is that the higher growth in the US compared to Europe had stimulated foreigners to buy American assets, thereby driving up the exchange rate. In this paper a modified portfolio balance model is presented, in which it is shown that the impact of output growth on the exchange rate depends crucially on the origin of this growth. An improvement of the output gap is shown to actually depress the exchange rate whereas an increase in potential output growth leads to an appreciation, especially if this improvement is likely to be persistent. In an empirical example, it is shown that the equilibrium real dollar rate is indeed positively affected by high trend growth in the US, whereas it is negatively affected by a positive output gap. The model outperforms the random walk in forecasting future real dollar rates one to eight quarters ahead.

城乡统筹发展的理论梳理和深入探讨

无论是马克思主义还是西方新古典主义或者发展经济学都从不同层面上深入探讨了城乡统筹的本质和关键内容。统筹城乡经济社会发展必须深入研究造成中国二元经济结构的一般和特殊性问题。总结中国城乡发展失衡的内在机理,除了中国特色的工业化道路诱致和加剧了城乡二元结构的产生,一系列配套政策的实施则固化了二元结构的现状。中国二元经济结构的转变,不仅要实现农业剩余劳动力的转移,而且必须全面解决“三农”问题以及城市与乡村、经济和社会的协调发展问题。     

Towards regional food security in southern Africa: a (new) policy framework for the agricultural sector

In the southern African Region (SAR) large populations, mainly concentrated in rural areas, face food insecurity and poverty. Food insecurity is intensified by adverse weather conditions and droughts which impact negatively on farm level food production throughout the region. Agriculture constitutes an important economic sector in the majority of countries in the region. This is measured as share of agricultural value added to the GDP and as agriculture's share in employment. Based on these facts alone, it must be obvious that sustained agricultural performance will play a significant role in the improvement of food security and livelihoods in the region. However, food security is not only attained in rural areas and by the consumption of home produced food stuffs. Urbanisation is expected to increase dramatically over the next few decades and feeding the urban masses, at affordable prices, must be considered to be a high future priority for governments in the region. Food security must not be viewed as an agricultural issue per se. The drive to food self sufficiency through domestic agriculture production in many countries in the region did not enable these countries to feed their own population. Food security should rather be defined as the acquirement of sufficient and nutritious quantities of food (Sen, 1981, Poverty and Famines: An essay on Entitlement and Deprivation). An approach, whereby attention is given to the macro level availability of food, access to income streams as well as improved production capacity to acquire food at a household level and the utilisation of nutritious food, should therefore be guiding food security policies (SADC: FSTAU, 1997, A Strategic Framework for Food Security in the Region). This broader view emphasises household level poverty reduction, economic development and growth as important components of a food security strategy (World Food Summit, Rome, 1996). An important issue which therefore needs to be explored is whether agriculture does have the potential to contribute to economic processes, which will support broad based development and food security. This paper is intended to argue the importance of agricultural development for food security in the region and to develop a diverse policy framework to strengthen this new, more comprehensive role of agriculture in the region.

Analysis on Balance Gap between Saving and Credit Account in China

In China, the balance gap of credit and saving account emerged in 1995, and its amount enlarged since then. By the end of Dec. 2005, with 28.7 trillion RMB saving balance and 19.5 trillion RMB gross credit account balance, the gap between saving and credit account was as large as 9.2 trillion RMB, which indicated a 67.8% of credit/saving ratio. Some believed this phenomenon was resulted from on one hand, the rapid growth of saving account; and on the other hand, relatively slower expanding of credit account. Some believed cooling down cash demand was behind the gap, while others claimed the balance gap caused dead capital and inefficiency service of saving account. In fact, the balance gap between credit and saving account might not necessarily relate to dead bank capital. And the phenomenon itself could not indicate the down-tendency of finance power that underlay economy. Nevertheless, it was liquidity not the balance gap should be regarded an index of capital situation in financial organizations. Therefore the balance gap between saving account and credit account could not be viewed as criteria against liquidity position. Solution of this problem should lay in boosting financial innovation among commercial banks, expending capital market and encouraging or permitting commercial banks as well as state-owed funds to enter share market and so on.
