Advancing environmental productivity: Organizational mindfulness and strategies

This study investigates the importance of mindfulness‐based organization systems and policies on the organization's continuous efforts to become a greener company. The study is devised as a pooled cross‐sectional time series analysis of productivity in energy consumption, water utilization, and waste generation and recycling of U.S. companies. The data set taken from U.S. Newsweek 500 recorded 600 companies dispersed into 63 industries during the period of 2012–2014 and provided 1,498 company–industry–year observations. The study found that systems and policies (e.g., deployment of third‐party auditors for its environmental metrics report; linkage of the remuneration of company's senior executive team with the achievement of environmental performance targets; and establishment of a committee at the Board of Directors' level whose mandate includes sustainability of the company in environment‐ and resource‐related matters) connect the company's mindfulness to its effort in improving the environmental quality through the company's productivity in energy consumption, water utilization, and waste generation and recycling. The relationships are positive and significant. Also, systems and policies serve as a motivator for the firm to continue to improve upon the current achievements. The study emphasizes the importance of translating organizational and individual mindfulness into organization policies and systems in order to motivate the organization to continuously improve its productivity in energy consumption, water utilization, and waste generation and recycling leading to improvements in environmental quality.     

黑龙江旅游网络关注度时空演变特征研究

探究黑龙江旅游网络关注度时空演变特征对黑龙江旅游业良性发展具有重要意义.利用百度指数获取2011—2018年全国和分地区黑龙江旅游网络关注度逐日搜索指数数据.从时间分布、空间分布、时空集聚3个方面研究其演变特征.研究表明:2011—2018年全国黑龙江旅游网络关注度年际变化总体呈现上升趋势,月际变化呈"W"形;2011—2018年31个省区市黑龙江旅游网络关注度空间差异较大、季节性影响显著;东部地区黑龙江旅游网络关注度偏高,西部地区黑龙江旅游网络关注度的季节差异最明显;东部地区内的黑龙江旅游网络关注度差异性最小,西部地区内差异性最大;黑龙江旅游网络关注度具有正空间自相关,部分东部、中部地区表现为高高集聚,多数西部地区表现为低低集聚.     

天地一体化信息网络中天基卫星网络架构设计

为了充分利用各种空间设施资源，提升天基信息网络覆盖与传输能力，分别从天基信息网络体系架构和逻辑功能架构角度进行了系统性设计。与以往天基网络的设计不同，该设计更注重各类卫星网络的深度融合应用，为此将网络虚拟化技术引入天基卫星网络。同时，还提出了解决新架构下卫星组网难题的方法，将电磁涡旋、卫星灵活载荷和边缘计算技术设计到天基网络。仿真表明，所提出的架构能有效提升频谱利用率和减少卫星网络信令开销。     

The Impact of the Implementation of Technology Education on In-Service Teacher Education in South Africa (Impact of Technology Education in the RSA)

In this article the impact of technology education, as a new learning area (subject) in the curriculum, on in-service teacher education in South Africa is described in order to ascertain the extent of the impact. The research on which this article is based draws on a variety of experiences and observations in the field at grassroots level (in particular an outreach project in rural communities). The envisaged impact of technology education on South African schools, communities, teacher educators and teachers, the range of in-service teacher education that is required, and the impacts in urban and rural areas are discussed. Finally a number of concluding remarks are made about the extent of the impact of the inclusion of technology education in the new National Curriculum Statement and whether the situation has changed since the implementation of a pilot technology education project in 1998. 乡镇机构人员膨胀是当前农民负担过重的主要原因之一。而20多年来乡镇机构减而复胀且日益严重,成为改革的难点。乡镇职能错位、各类机构关系不顺、社会改革不配套,还有行政机构中客观存在的“帕金森定律”,是乡镇机构改革难点形成的深层原因。深化乡镇综合改革的远期目标是实现乡镇自治,而近期目标则是以转变职能为核心,调整政府管理体制;实现乡镇机构的功能整合;同时可以实行政府职能“外包”;还要加强机构编制的法治管理。     

Maximum efforts in contests with asymmetric valuations

Efforts may be reduced when players with different valuations participate in a contest. This paper considers the problem of designing a contest to elicit maximum aggregate effort from players with asymmetric valuations. Optimal designs for different classes of contest technologies are computed and characterized. A value weighted contest is optimal in the concave case. In the unconstrained case, the optimal contest is equivalent to a first price all-pay auction with a reserve price. The optimal design discounts the effort of the high valuation player in order to induce him to compete vigorously.
