中国和东盟国家同是发展中国家,为吸引外资发展本国经济,长期以来都采取了税收优惠等税收竞争手段。目前,中国——东盟自由贸易区正在构建,并已进入了“早期收获”阶段。本文主要围绕中国——东盟贸易自由化进程中各方利益的博弈和国际税收竞争与协调这两大因素,就自由贸易区建成前后的两个阶段,分析中国和东盟国家在吸引外资方面的税收竞争的影响,并认为在贸易自由化启动后,中国和东盟国家应走竞争与协调相结合之路。  相似文献

本文构建了社会保障与商业保险协调度模型,定量研究了社会保障与商业保险的关系,并对模型进行了改进。结果显示:2005年~2010年我国绝大多数省份的协调等级都处于勉强协调和濒临失调的过渡区间,只有北京、山西、辽宁、上海和重庆在最近几年基本达到了初级协调,并且大部分省市的滞后类型为商业保险滞后型。基于上述分析,本文提出了促进社会保障与商业保险进一步协调发展的相关建议。  相似文献

The coordinated response to extreme events is critical as illustrated by recent disasters in Haiti and Japan. As a way for coordinated provision of international humanitarian assistance to disaster-hit countries, the Office for the Coordination of Humanitarian Affairs (OCHA) developed cluster coordination model (CCM). With content analysis and network analysis of OCHA situation reports, this study checked four premises regarding activation of CCM, interaction between national and international actors, roles of proximity country, and level of cluster coordination. This study found that there were meaningful variations in implementing the CCM for 2010 Haiti and 2011 Japan disasters. From the analyses, we found that the current CCM may be vulnerable to black swan disasters; thus, extensive and active estimation of national disaster management capacities should be conducted to prevent collapse of national disaster management system. However, the reconciliation of state sovereignty and international humanitarian assistance also should be considered.  相似文献

本文运用标准差系数作为衡量地区差距的指标,在对其进行相对化和指数化处理后建立地区差距指数,以衡量保险市场发展水平的地区差距及变化趋势,实际测算结果表明,1989年~2008年期间,我国保险市场发展水平的地区差距确实扩大了,但是扩大的趋势在减弱。本文通过实证研究表明,各地区保险需求弹性的差异是导致保险市场发展水平地区差距扩大的直接原因;而保险市场发展水平的不协调性是导致地区差距扩大的深层原因;近年来保险市场发展的协调性程度逐步提高,这是保险市场地区差距扩大趋势减弱的主要原因所在。因此,建立保险市场的自我发展机制,以促进保险需求的合理释放,是促进保险市场协调发展、缩小保险市场地区差距的有效途径。  相似文献

Recent finance and economic forecasting and risk calculation failures made obvious that macro-modelling without micro-foundation may be treacherous. Reliable macro-modelling requires the consistent bundling of individual actions into intermediate and macro-variables exploiting the individual actions’ coordination and its dynamics. The degree of coordination may range from chaos – absence of coordination – to determined situations caused by macro-level equilibrium dictating any agent's actions and inhibiting interactions. Coordination clusters individual actions into real decision units such as companies, political parties and unions. It structures the emergent intermediate and macro-level situations vitally.The paper presents first a centennial history of prominent scholars’ quotes questioning the equilibrium paradigm, a short survey of prevailing paradigm's deficiencies laid bare once again by the latest financial crises.It proposes second discrete choice (DC) – successfully applied in different fields – to model the individual agent's decision. DCs innovative integration into a Markov process provides a steady foundation to model interactions of individual agents consistently.The final section justifies the actions’ proposed interactive bundling by referring to recent advances in data processing and network topology. The dynamic modelling of the actions’ and interactions’ coordination breaks fresh grounds both with regards to mathematical, computational and economic modeling requirements. The combination of latest developments in data processing like Big Data and the recently (re)discovered network topology capabilities may cope with these challenges.  相似文献

基于调研数据,对影响城镇水价收费制度改革的诸多因素进行了order probit模型的计量分析。研究发现,居民水费支出、收入水平和住房面积等因素,对收费制度改革具有显著的影响关系,而环保宣传、地区因素和居民个体特征因素的影响关系不显著。在此基础上,提出了城镇水价收费制度改革的对策建议。  相似文献

Among the strategy scholars, there is general consensus that responsive‐integrative strategy making is essential for ensuring a competitive advantage in contemporary dynamic environments. What is the role of HR in this process, and how can HR support responsive‐integrative strategy making? To answer these questions, we use illustrative experiences from Chr. Hansen, a global supplier of bioscience‐based ingredients to the food, health, and animal feed industries. We argue that HR's strategic role lies in providing support for both centralized and decentralized strategy making by offering aspirations for strategic decisions and by gathering various sources of inspiration for strategy discussions. © 2013 Wiley Periodicals, Inc.  相似文献

以制造商主导的一个制造商、一个零售商与一个第三方回收商构成的双回收渠道闭环供应链为研究对象,考虑第三方具有公平关切性,分别在集中决策和分散决策下构建了闭环供应链的决策模型,对两种情形下的均衡结果进行了比较和分析。研究表明分散情形下第三方公平关切程度的增强会减少自身和第三方的利润,同时会减少自身的效用,但是对于制造商和供应链系统有利;分散情形下回收废旧产品中可再制造的比例k的增大能够明显增加第三方的效用,对于各渠道成员也均是有利的;二部定价契约能够有效协调闭环供应链,实现制造商、零售商和第三方的合作共赢。  相似文献

This paper tracks increasingly aggressive initiatives by the United States government to reallocate spectrum on an expedited and unilateral basis well before conclusion of inter-governmental coordination. Rather than embrace the customary commitment to achieve consensus on global spectrum allocations at the International Telecommunication Union (“ITU”), the Federal Communications Commission (“FCC”) has auctioned off large blocks of frequencies for the next generation (“5G”) of wireless services.The FCC might have framed its first 5G auction, reassigning Ultra High Frequency (“UHF”) spectrum, as a one-time deviation from compliance with long standing, intergovernmental coordination procedures. These frequencies have ideal signal propagation characteristics and the Commission could use financial incentives—unavailable in most nations—to expedite “repacking” by incumbent broadcasters willing to move, share or abandon spectrum in exchange for ample financial compensation. However, the FCC has continued to auction off 5G spectrum on grounds that it must find ways to abate an acute shortage of wireless bandwidth and doing so will regain or maintain global leadership in wireless technologies. This paper offers a critical rebuke to unilateral spectrum management, because the short-term benefits expected by the U. S. government likely will be offset by countervailing harms to 5G manufacturers, carriers and consumers. The paper tracks fractious preparation for the ITU's 2019 World Radio Conference by the U.S. delegation and the mixed record achieved there. Additionally, the paper explains how injecting trade, industrial policy and national security issues at the ITU can trigger more delays and disputes, including possible retaliation by nations displeased with U.S. efforts to subvert traditional technology optimization goals.A worst case scenario has the ITU deadlocked and unable to reach closure on “mission critical” spectrum planning issues at World Radio Conferences, convened every four years. The paper concludes that costs and likely challenges to the efficacy and legitimacy of the ITU will reduce the benefits accruing from the FCC's unilateral, spectrum planning campaign.  相似文献
