China has enjoyed spectacular economic growth since the 1980s. Economic models based on production functions typically suggest that China's rapid growth will continue at similarly high rates, but they ignore pressing structural and institutional constraints on its development. Among the problems identified in this paper, we point to an impending demographic shift that will greatly increase the number of economic dependents, the inadequate corporate legal foundation for indigenous private enterprise, and the discriminatory, defective and disruptive system of land tenure. These issues point to a pressing agenda of institutional reform to help China develop in future decades. Reforms have to concentrate on political structures, state efficiency, incentives to educate and train migrant workers, land tenure, and on private enterprise. 相似文献

The large-scale failures of development banks in the 1970s and 1980s meant that they all but disappeared from the development agenda. However, there are still a large number of development banks worldwide that operate with various degrees of success. Some governments are also looking to re-establish such banks to address the shortage of finance for higher-risk market segments. To avoid a repeat of the earlier failures, government policy needs to be informed by an objective framework for the success of these banks. This article, based on economic theory and informed by case studies, outlines such a framework. It addresses the following six dimensions of these banks: enabling environment, mandate, regulation and supervision, governance and management, financial sustainability and performance assessment. Development banking remains a risky initiative but, managed appropriately, and using this framework, it can help achieve development objectives. 相似文献

Abstract The article examines the role of the board of directors in Local Public Utilities (LPUs). It aims at verifying empirically if a correlation exists between specific characteristics of the board of directors and the adoption of innovative arrangements addressing emerging needs of users and citizens (i.e. quality). By means of applying multivariate statistical methods to a random sample of sixty Italian LPUs, this study finds the relational capital of the boards affecting the take up of quality-oriented actions by LPUs. This study focuses on the role of public authorities in the governance of tourism for sustainable development at national level. Departing from an overview of international recommendations, it analyses whether those recommendations are reflected in the way public authorities influence domestic tourism in the Netherlands. The conclusion is drawn that, currently, the internationally recommended horizontal and vertical coordination of public authorities and their policies is missing. This is largely due to a design approach that follows from neo-liberal principles of governance, as opposed to the sustainability performance of the tourism sector. The paper then discusses the results of a survey carried out to map the extent to which Dutch tourism stakeholders would be in favor of adopting measures to improve coordination. It is concluded that, although there is support for more coordination, there is no converging vision on how specific aspects of it should be best organized. The paper highlights the need for multi-stakeholder debates that should consider the links between governance features and the sustainability performance of tourism. 相似文献

本文从项目并购实例着手,对企业价值评估方法创新进行探讨。迄今为止虽已有许多企业价值评估方法,如账面价值法、重置成本法、股票和债券市场法、折现现金流量法、经济附加价值法等;但这些评估方法均无法以动态时效角度来评估企业的综合价值。当前价值评估在实践中有下述主要问题:(1)各种评估方法更多地停留在企业净资产或静态价值评估上,无法对动态价值变化提供有效的评估方法或体系;(2)现有评估理论和评估方法基于单一的、通用的、理想的企业价值环境,对企业价值变动的多元因素和复杂程度估计不足。为解决上述这些问题,本文根据项目实际操作过程,提出企业动态价值概念,拟建构一种可同时兼顾企业净资产价值、收益价值及动态价值多元兼顾的综合企业价值评估法,以突破传统方法仅能从单一角度或静态环境衡量企业价值的局限。 相似文献
