Theories of Soft Budget Constraints and the Analysis of Banking Crises

This paper proposes a new taxonomy for classifying models of soft budget constraints which allows identification of two classes of models. Distinguishing between these classes of models is useful, as they yield SBCs in differing circumstances and have differing theoretical and policy implications. The taxonomy is used to motivate an area of economic theory in which SBC models can yield novel insights: the analysis of banking crises. A model is presented in which SBCs arising from creditor passivity have implications for the question of the appropriate policy for dealing with bad debts on troubled banks' balance sheets. The paper also compares the implications of the two classes of SBC models for the analysis of banking crises.

乡镇债务问题是目前我国基层政府所面临的严峻问题之一。在对重庆3县(市)6镇进行深入调查的基础上,采用实证的方法,研究重庆市乡镇债务的规模、债权人结构及用途结构,分析乡镇债务产生和债务规模增长的原因；借鉴国家外债分析指标,考察乡镇债务的风险及负债的社会经济效应,并提出相应的对策。

本文首先界定了以股抵债的内涵与特征然后分析了以股抵债对公司股权结构、资产结构、资本结构和公司业绩的影响,指出以股抵债的适用范围和局限性;最后阐述了股份制改革、股权分置、国有股减持和以股抵债的关系,提出以股抵债是为解决大股东占用资金而采取的一种特殊的股票回购方式,是解决股权分置过程中针对特殊情况可能采用的特殊方式。     

Optimal Public Debts, Sustainable Deficits, and Budgetary Consolidation

It is hardly surprising that government budgets have always been widely debated inboth the political and academic arenas as public finances in general, and the budgetin particular, reflect the political and ideological colour of the government whichruns the state. No less inevitable are academic debates on budgetary issues giventhat economics is a multi-paradigmatic science. This background makes all the moremysterious the current complete consensus on the need for budgetary consolidationand the overwhelming acceptance of the `balanced budget' principle in politics as wellas in academic economics. In the paper, this position is questioned by producing a simple model of optimal public debt, sustainable deficits and optimal budgetary consolidation. Different possible trajectories of fiscal restriction and expansion – based on a Post-Keynesian and Rational Expectations paradigm alternatively – are then being empirically tested by comparing the German and British historical accounts of public finances over the past three decades.
