辽宁省智慧养老现状及对策分析

随着辽宁省老龄化问题的加剧及老年人口的增加,需要将各种现代化手段作为辅助,提供智慧养老服务。辽宁省智慧养老已初具规模,但是仍有上升空间,同时存在一定的问题。论文针对辽宁省智慧养的现状和问题进行分析,提出了可行的对策建议。     

居家养老:住房与社区照顾的联结

借鉴国外实现居家养老的住宅建设经验,分析中国老年人居住环境存在的问题,从老人与环境适应的理论视角,认为改善住房条件与实施社区照顾的统合考虑是解决老年人养老问题的较好思路,并提出若干建议.     

The Anticipated Capitalisation Effect of a New Metro Line on Housing Prices*

Housing units with closer access to public transportation enjoy a higher market value than those with similar characteristics but poorer access. This difference can be explained by the lower cost of transport to the main workplaces and shopping areas in town. For this reason, investments in public transport infrastructure, such as building a new metro line, are capitalised totally or partially into land and housing prices. This work empirically analyses the degree of capitalisation into housing prices of the benefits of the new Line 4 of the Santiago metro system, which began operating in December 2005. We focus on anticipated capitalisation into housing prices at the moment construction of Line 4 was announced and at the moment information on the basic engineering project was unveiled, identifying the location of the future stations. We use a unique database containing all home buying and selling transactions in the Greater Santiago area between December 2000 and March 2004. The results show that the average apartment price rose by between 4.2 per cent and 7.9 per cent after construction was announced and by between 3.1 per cent and 5.5 per cent after the location of the stations was identified. These increases were not distributed evenly, but depended on the distance from the apartment to the nearest station. An indirect effect of this kind of capitalization is that property tax collections will increase if property is reappraised following the price rise. This effect is not negligible in magnitude and could represent 11 to 17 per cent of investment in the new metro line. This raises and interesting discussion on how the metro network extension is financed.     

社会网络视角下广场舞群体的养老支持研究——来自成都市调查数据

近年来,广场舞风靡全国,越来越多的老年人参与到广场舞活动中。基于社会网络理论,通过对成都市温江区广场舞群体的调查,本文分析了广场舞群体的养老支持功能问题。研究发现,广场舞群体能够为参与广场舞老年人提供较多养老支持。其中,信息支持最多,其次是情感支持和生活照料支持,经济支持最少。参与社区内广场舞老年人比参与社区外广场舞老年人获得更多的养老支持,自身条件较差的老年人在广场舞老年人网络中获得的养老支持更多。此外,网络因素对老年人获得养老支持的影响并不一致。网络规模对老年人获得养老支持无显著影响;关系强度、网络密度、网络类型和网络异质性对其有显著正向影响;网络位置对其呈显著负向影响。在我国老龄化日趋严重的情况下,充分发挥广场舞群体的养老支持功能,可以科学完善我国现有养老支持体系,有效缓解当前我国养老资源短缺问题。     

论我国老年人赡养法律制度的完善——基于新旧《老年人权益保障法》的比较

新《老年人权益保障法》比“旧法”有了比较大的调整，明确了精神赡养的内容，将赡养由子女的义务拓展为父母的权利，是立法上的重大突破，但是仍然有一些问题需要明确和完善。物质上的赡养、生活上的扶助以及精神上的慰藉是家庭赡养制度的核心内容。通过比较国外成熟养老制度和模式，并结合我国赡养制度的实际情况，提出一些可行性建议。     

Hospitalized fall-related injury trends in Sweden between 2001 and 2010

Previous studies have indicated increasing trends of hospitalized fall-related injuries amongst elderly. Whether this is true also in Sweden is unknown though it is important to study considering the potential societal impact. Data were obtained regarding hospitalized injuries with falls as external cause among those aged 65 years and above with information on injury type, gender and age, on a yearly basis, from 2001 to 2010. Age- and sex-specific incidence rates were calculated (per 100,000 population) for all fall-related injuries, and for each injury type and trend lines were drawn. Linear regression analyses and percentage change were calculated for the types of fall-related injuries. A decreasing incidence was observed in the younger age groups (65–79 years) with greater decreases amongst women (women: ?14.6%, men 65–79 years: ?10.5%). However, increasing rates were observed in the older age group (80 years and above), with greater increases amongst men (women: 4.3%, men: 11.4%). Superficial injuries showed greater increases than fractures amongst those aged 80 years and above. This study indicates that older elderly in Sweden are increasingly being hospitalized for less serious injuries. This changing injury panorama is important to include in the future planning of both health care and fall-related prevention.

非正式制度安排的老年人养老保障:解析社会网络

老年人养老的社会支持主要有两种,一种是正式的制度性支持,另一种是非正式制度的社会网络支持。然而,现阶段我国在老年人养老保障方面的研究,几乎全部集中在单一的正式制度建设方面,缺乏对非正式制度的社会网络养老保障功能与机制的研究。在政府公共部门物质资源有限的客观条件下,关注老年人社会网络所具有的四类保障功能——物质保障、安全保障、精神保障、尊重保障,尤其具有现实意义和社会价值;重视老年人社会网络建设,补充并配合正式养老保障制度的实施,将实现两者的相辅相成,相得益彰。     

Problems of elderly health care and welfare arrangement --Case study of demand on elder care in northeastern of Thailand

This research attempted to explain the problems of elderly health care, the problems and suggestion in elder welfare arrangement and the demand on elder care. The survey underlying this study was conducted in Muang district, Khon Kaen province, Thailand. Eighteen subdistricts were interviewed in the study area. Data were collected in two areas of Khon Kaen province, that are, the city of Khon Kaen and the outside Thesaban Nakhon Khon Kaen. The random sample consisted of 386 elders： 112 elders lived in the city of Khon Kaen and 234 elders lived outside Thesaban Nakhon Khon Kaen, Muang district, Khon Kaen. The analysis of the demand on elderly welfare gave an interesting result that the elders demanded on monthly income to support living cost and medical services at high level; The demand on housing was at low level; The demand on education, religion and culture the demand on club, sport and entertainment, and the demand on job and art were at the moderate level; The main problem of elderly welfare arrangement was the scarcity of budget support, the weakness of elder health, and activities announcement. The analysis of pattern of elder welfare： The case study of elder care identified that 31.87 percent of the elders had demand on elder care. Price of the elder care at 100 Baht per day was mostly selected about one-fourth of all the case occurred. Female elder selected the elder care at 100 Baht per day, while male elder choose at a higher price level, which were 200 Baht per day and 150 Baht per day respectively. The female elder care was the most popular. The elder care age between 30-39 years was mostly selected. Finally, most of elders purposed the working day of the elder care depend on their appointment.
