The Motivation and Effectiveness of Gas Industry Economic Regulation in New South Wales, 1912–39

The oldest industry in Australia subjected to economic regulation is the gas supply industry in the state of New South Wales. In this paper the aims and motivation of the New South Wales Government in establishing the regulatory regime in 1912 and the subsequent effectiveness in achieving them are determined. Initially the regulatory regime was based on ad hoc arrangements, but eventually a more permanent structure was devised that effectively defused political controversy over gas market pricing and stabilised prices rather than substantially lowered them.

Livestock intensification as a climate policy: Lessons from the Brazilian case

Brazil is trying to identify ways to ally economic growth with climate change mitigation. Productivity gains in livestock have been pointed out as a promising alternative to achieve that goal. Thus, this paper analyses the economic impacts of a policy of productivity gains in the Brazilian livestock. Besides, we evaluate if the policy may conciliate agricultural growth and deforestation control, bearing in mind the reduction of greenhouse gas (GHG) emissions from land-use changes. The analysis was carried out through a computable general equilibrium (CGE) model, tailored to represent land-use changes, GHG emissions and removals. Besides, it made progress modeling the heterogeneity of climate, soils, and emissions in inter-regional models with many regions. The results show that productivity gains can effectively “save” land and thus avoid deforestation, especially in the Amazon and Cerrado (savannah) biomes. The policy also may boost the economic growth, spreading it to other regions of Brazil, like Centre-West and North, and increasing income and consumption in those places. However, as a climate policy, focused on the reduction of GHG emissions, the results may be counterproductive. The net amount issued may increase, as a result of the positive stimulus of the policy on the economy, and GHG emissions are directly related to the economic growth.     

基于主成分分析的新疆石油天然气产业竞争力评价

文章从产业分析的视角,结合石油天然气产业自身的特点,构建了一套石油天然气产业竞争力评价指标体系,进而应用主成分分析法对新疆石油天然气产业竞争力进行定量分析,确定其在我国石油天然气产业中的竞争地位以及自身发展中存在的优势和不足。最后,文章对提升新疆石油天然气产业竞争力提出相应的对策：延伸产业链,推动上下游一体化发展;依托资源优势,培育和发展相关产业;增强技术创新能力,加快科研成果产业化。     

清镇煤矿煤炭自燃标志性气体的实验研究

通过对清镇煤矿工作面采空区煤样的氧化热解模拟实验,绘制了各氧化热解气体二氧化碳、氧气、丙烷和一氧化碳等气体浓度随温度的变化曲线,分析找出该矿煤炭自燃的标志性气体指标,为掌握工作面采空区煤炭自燃的规律和制定有效合理的煤炭自燃发火的防治措施提供依据。     

天然气流量计量现状与发展

天然气流量计量是天然气生产、输送和销售的关键环节，从分析发展天然气计量技术的意义角度出发，介绍了天然气流量计量技术现状，包括：计量标准、孔板流量计、涡轮流量计、超声波流量计以及其它新型的天然气计量仪表。并结合我国天然气工业发展的需要．对天然气流量计量技术的发展趋势进行了预测。

多气源掺混作为城市燃气过渡气源在实际中的应用

为了解决青岛市煤气供需不平衡的矛盾,为引进天然气作好前期准备,我公司将多种气源(焦炉煤气、焦炉烟道气、空气、全水煤气、半水煤气、液化石油气、石化厂净化干气)均匀掺混,掺混后的煤气热值控制在15 675～17000 kJ/m3(适合青岛市燃具),含氧量不大于4.0%.通过实际应用,多气源掺混供气,满足了供气需要,可以作为过渡气源满足城市燃气转换成天然气的需要.     

扬子石化利用尾气提纯氢气的经济可行性分析

扬子石化公司对氢气的需求量不断增加，拟建一套利用尾气提纯氢气的装置来填补缺口，为此对扬子石化公司利用尾气提纯项目进行成本，盈利能力及不确定性分析，研究项目的经济可行性。     

天然气在西南地区经济发展中的地位和作用

通过分析四川盆地天然气能源生产和消费结构、消费行业和企业的多寡得出了天然气在四川盆地能源生产和消费中举足轻重的结论。通过案例分析说明天然气和利用推动了盆地经济快速、可持续发展。文章还提出了“天然气产业链”的概念,初步分析了天然气工业本身、产业链上各产业以及其他相关产业在发展中的相关关系。
