中国企业出海“航母”模式：泰中罗勇案例研究

建立海外工业园、打造企业海外经营的“航母”，正成为本土企业构筑全球价值链的新模式。区别于传统的对外直接投资模式，不确定性和非对称性异域经营环境的“航母”模式，具有节约交易成本、风险规避、快速学习、规模递增以及贸易便捷等多种优势。文章以泰中罗勇工业园为例，分析了“航母”模式的资源基础、组织网络、运行机制和能力架构，形成“航母”的实体资源能力、与众多利益相关者的协作能力以及“航母”平台与栖驻企业之间的边界决策能力。结合案例分析，提出了“航母”模式的“高集聚、本地化与合法性”三大动态构建路径与潜在风险，并提出了相应的政策建议。     

What if they take it all? Heterogeneous impact of sickness absence reform

I investigate the effect of sickness absence reform in the Czech Republic, which reduced benefits paid during the first three days of sickness absence to zero. I find a substantial decrease in the incidence of sickness absence, which is about 15 percent of the pre‐reform mean. I find that workers in occupations with high flexibility and fewer routine tasks are more likely to reduce their sickness absences.     

Determining the reasons for the failure of British aircraft manufacturers to invest in Australia's industry, 1934–1941

The aim of the article is to identify the factors that prevented British aircraft manufacturers from investing in Australia in the second half of the 1930s, a period when rearmament was creating demand for aircraft. The article looks at several unsuccessful proposals by British manufacturers to establish factories in Australia to build aircraft in the late 1930s, with additional attention being given to one proposal in particular. There is evidence that the Australian Government favoured the creation of an Australian-owned industry building aircraft under licence to foreign manufacturers, and it was this factor that largely deterred British investors.

The employment dynamics of different population groups over the business cycle

We examine differences in employment dynamics across population groups using Bayesian vector autoregressions. We document that groups who are particularly strongly affected by business-cycle fluctuations (males, young people, non-whites, the less educated, and workers in blue-collar occupations) also tend to be affected early in the build-up of a boom or bust. We further identify the drivers of the different cyclicalities across population groups. Supply shocks seem to be most important for the heterogeneous employment fluctuations and particularly for the early effects of recessions and booms on the most affected groups. Dynamics in sectoral activity and in hiring rates can help to understand our findings.     

Heterogeneous Expectations,Optimal Monetary Policy,and the Merit of Policy Inertia

The design and analysis of optimal monetary policy is usually guided by the paradigm of homogeneous rational expectations. Instead, we examine the dynamic consequences of design and implementation strategies, when the actual economy features expectational heterogeneity. Agents have either rational or adaptive expectations. Consequently, the central bank's ability to achieve price stability under heterogeneous expectations depends on its objective and implementation strategy. An expectations‐based reaction function, which appropriately conditions on private sector expectations, performs exceptionally well. However, once the objective introduces policy inertia, popular strategies have similar determinacy properties, but they are less operational. This finding calls for new implementation strategies under interest rate stabilization.
